craftsmanship for handmade gold jewellery
• The State has the largest number of skilled artisans
and goldsmith in India; 80% artisans scattered over the
country come from Bengal
• The gems and jewellery sector caters to US, UK and
Middle East markets
• Manikanchan, the exclusive Gems & Jewellery SEZ at
Salt Lake
• Availability of specialist Institutes such as Indian
Institute of Gems & Jewellery, Manikanchan
• National Institute of Fashion Technology, National
Institute of Fashion Design
• Unique Products & Services such as , Gold and gold
jewellery, Diamonds, precious and semi-precious
stones, Silver, Silverware and Silver jewellery, Imitation,
artificial and other fashion jewellery, Jewellery making
and diamond cutting tools and machineries and Quality
control and testing equipment for finished product’s
quality
Advantages
• Tax structure – The present system to procure tax
free gold/silver from nominated agencies by exporters
instead of paying tax fast and then claiming refund
provides a conducive business environment for the
Gems & Jewellery sector exporters.
• VAT – Most competitive amongst Indian States which
makes the State most preferred destination for the
sector.
• Exim Policy – The Exim policy for the State is in anvil
which will provide big boost to export.
Challenges
• Contemporary Global Design are not available, causing
loss of competitive edge in export market
• Bringing back skilled work force which have migrated
from the State
• Over dependence on gold & gold jewellery and less
diversified products (diamond/ stone items)
• Inadequate infrastructure and unorganised set up in
urban centres causing pollution
Accelerators and Road Map
• Operationalizing Ankurhati Gems & Jewellery Park by
2016
• Operationalizing Dakshgram at Ankurhati Park by mid
2017
• Setting up another Gems & Jewellery Park in North 24
Paraganas
• Provision of all infrastructure required in these parks
including CETP, energy saving measures, refinery etc
• Setting up of 8 Gems & Jewellery clusters in Purba
Medinipur, Murshidabad, Howrah, Hoogly, Malda
,North 24 Paraganas and South 24 Paraganas districts
• Setting up of R&D, design & training infrastructure in
the parks
• Collaboration with knowledge partners for technology
transfer for improving productivity and tapping new
markets
• Introduction of digital technology in design
development and manufacturing
• Branding support for Kolkata Jewellery.
• Large scale capacity development on operation of new
machines and tools to enhance productivity.
• Process streamlining and timely disposal of statutory
compliances and taxation matters
