6. African Scholarly Journal Landscape (1)
6
• Journals in print
• Downloaders rather than uploaders
• Low awareness of benefits of Open Access
• Low awareness of publishing software such as OJS
• More awareness required regarding journal management,
importance of DOIs, ORCIDs, best practice
• Authors publish in international journals – “quality costs
money” view …
7. • Commercial publishers publishing African journals
• Researchers awarded for WHERE they publish and not for
WHAT they publish
• Rather award article performance than journal performance
• Unhealthy reliance on Journal Impact Factor (JIF)
• Web page but no workflow

Not identified:
• Questionable journals
• New journals to be launched
• New DOAJ applications
10. Possible Role of African Academies of
Science (1)
• Audit national landscape
• Promote development of indigenous system of African
research
• Publish & host science-focused journals
• Skills development & capacity building: OSS, OJS, OMP,
OCS, ODS, scientific writing, data analysis etc.
• Monitor scholarly journal quality & provide guidance on
new trends, best practice – leadership
• Develop partnerships & collaborate with stakeholders
10
11. Possible Role of African Academies of
Science (2)
• Recommend registering in directories/indexes
• Marketing journals & articles, protecting online identity
• Monitoring and evaluation of journals, articles – Peer-
review Panels (ASSAf) & Reports
• Workshops, webinars, mailing list, A-Z Wiki covering
topics
• And many more

• Analysed criteria for inclusion in:
• SA Dept. of Higher Education & Training
• Web of Science (Thomson Reuters)
• Scopus (Elsevier)
• Directory of Open Access Journals (DOAJ)
• SciELO
• Norwegian Registry for Scientific Journals, Series and Publishers
• International Bibliography of Social Sciences (ProQuest IBSS)
27. The Way Forward (1)
• African research to be made available on a global scale
for all to benefit
• African researchers uploaders – not only downloaders
• Work on self-confidence regarding research produced
(Lars Bjornshauge) & publishing
• Take ownership, responsibility, lifelong self-learning
• Support & develop local publishing channels; government
support
• Transparency – policies clear
27
28. The Way Forward (2)
• OA Policies – align with BOAI & register with SHERPA
RoMEO
• Quality more important than quantity – we need less
journals
• Peer-review system
• Open source software & philosophy
• Register all high quality OA journals in DOAJ
• Leadership – editors not experts in publishing
• Expand the community, expertise, network
• Also OMP, OCS, ODS, Harvester

Lack of research for Africans by Africans
Best practice, language barriers, leadership in scholarly communication
From: Ina Smith Sent: Tuesday, November 8, 2016 8:39 PMTo: Ina Smith <Ina@assaf.org.za>Subject: RE: OASPA Global South Webinar - content
Dear Leyla
Herewith a brief paragraph on what I hope to present on:
The uptake of Open Access on the African content has been relatively low and initiatives to openly share research output limited, when compared to the rest of the world, and the global South in general. On the one side Open Access to quality research is much needed for the continent to find solutions to local problems and to remain sustainable. On the other side of the coin, research conducted about burning issues in Africa are not published online, making it inaccessible to the rest of the world. In other instances, research is conducted with funders money from outside, which results in the research being published elsewhere.
Although Africa is the world’s second-largest and second-most-populous continent, its research output is very low. In this presentation I will try to give an overview of current research output in terms of journal publishing on the African continent, and I will look at challenges faced in moving to an Open Access publishing model.

“In many African countries, intellectual property protection is undeveloped, ineffective, expensive and unenforced and in some African countries there exists uncertainty on protection of IP and the threat of innovation being stolen away from inventors.”
The https://nsrc.org/ cultivates collaboration among a community of peers to build and improve a global Internet that benefits all parties. We facilitate the growth of sustainable Internet infrastructure via technical training and engineering assistance to enrich the network of networks. Our goal is to connect people.
