This document present our views and capabilities regarding Data Quality Management & BCBS 239. Improving decision capabilities through better data quality is a way to go beyond BCBS 239 compliance by making it useful for business efficiency.
1. Selected credentials
BCBS 239 introduction
Over the last few years, an ever increasing set of regulations have been
enforced (Basel III, Solva II, Sarbanes-Oxley, Sec 17a,…) with the consequence
of increasing the minimum requirements in terms of reportings but also
granularity of data displayed.
In this context, Basel Committee for Banking Supervision (BCBS) released in
January 2013 a set of recommendations (also known as BCBS 239) : 14
principles aiming at reinforcing banks at aggregating risks data and improving
reporting practices have been published. 11 of these principles deal with bank
institutions considered as “systemic” for world financial stability (G-SIBS) and
the 3 of these principles deal with regulation authorities
Banking institutions considered as “systemic” have until January 2016 to
comply with BCBS principles
These regulation principles deal with less than 30 banks at world level (G-SIBS).
Regulation will then be extended at domestic level on national banks (D-SIBS).
Major impacts for Banks
BCBS 239 principles way to compliance requires several workstreams from
banking institutions :
Set-up of data quality governance
Improvement of risk management and decision-making processes
Drafting of data dictionary and taxonomies
Improvement of IT infrastructure used for key reportings
Improvement of reporting timeliness and availability
Set-up of processes ensuring reporting usefulness and quality
The regulator acknowledged that the objective of compliance by January 2016
was too overly optimistic due to the large IT projects implied by the regulation
and now expect banks to provide best efforts to respect the 11 principles.
