In the world of science, Open Access journals are taking a significant place. Open Access is breaking all technical and financial barriers in our
scientific society. Copyright is no longer a restriction when approaching scientific information, which is a very expensive process of research and
development of science. Obviously, copyright is a pendulum that moves between respect for creators and monopolies over rights to freely use,
create, modify and distribute certain goods and services. The use of copyright gives publishers the exclusive rights to own the paper and sell for
their own prices. Free information, free publishing, discussion and peer reviews are benefits of Open Access. Could librarians change things with a
different approach? How to convince our scientists to use Open Access when the present system of evaluation is so “locked “and fully depending on
Thompson Reuters and Impact Factor? Competition between researchers is huge, especially in small countries as Serbia because of citation analyses.
A job, or just promotion, is only a reward for those who have many articles published in high ranking journals, using “the known objective (or
seemingly objective) measures”. Open Access publishing and making institutional repositories is a modern model with powerful availability and
visibility of free-access articles with opportunities for greater citing! Is the existing citation analysis in the science important or will some other
system of evaluation see the dawn?
Open Access needs a permanent promotion!
Our colleagues abroad advice us to promote Open Access and motivate
our researchers to use advantages of it. For librarians that promotion
means putting a lot of effort in it, but motivation is not charged for –
it is free, as the Open Access is. We intend to continue our combat
for free information policies and free society in Serbia.
Many journals are available online. With OA journals or with
just restrictive availability journals researches have more
benefits in measuring a quality of their work. Many journals are

researches have more benefits in measuring a quality of their
work. They realized a new way of evaluating articles – article-
level metrics. Instead of measuring IF of the journal where
they published, individual evaluation of articles is the best way
to measure.

to move forward.
