General terms
 How to implement the provisions of WSIS action
plan for Internet Governance.

IGF – starting point
 Global IGF http://www.intgovforum.org/cms/ is the
outcome of WSIS
 Participants represents government private and
public sectors
 Main outcome is the generation of common
approaches on Internet challenges
 Armenian government's representatives do not
participate in IG Forums, there is only public sector
representatives, reason is that WSIS is not a
convention and there is no any formal obligation on
participants.

ITR, Dubai 2012 - discussion
 The discussion about the role of ITU in the Internet
governance has started on June 24 2012 and initiates
discussion in Armenian community.
 Internet Society of Armenia has prepared it’s position on
ITU submitted proposals, suggests to implement WSIS
multi-stakeholder approach in IG and delivers his position
to the ministry of transport and communications (MTC) of
Armenia
 МТС has distributed this proposal among governmental
structures, and on November common position on the
Internet Governance Principles was approved.
 Position was based on multi-stakeholder model of Internet
Governance

 1) to encourage and motivate the acting operators and
Internet service providers to use DNSSEC in their
networks and domain protocol in the Republic of
Armenia.
 Support of IPv6 Distribution
 1) to encourage and motivate the acting operators and
Internet service providers in the Republic of Armenia to
use IPv6 protocol in their networks and domains.

providing the opportunities of Internet users to

 Innovations
 1) to support the implementation of

 Human Rights Protection in Internet
 1) to ensure the right to freedom of expression and the
right to form unions,
 2) to involve the representative of Armenian Ombudsman
Office in IGC,
 3) to support state-society cooperation.
 Security
 1) to ensure the security in the framework of Budapest
convention, national Law, Government and public
cooperation, collaboration with CERT, involvement of the
community in this process.

 1) to ensure both national legislation and the
best practices of WIPO,
 2) to support the users and public initiatives
towards protection of intellectual property,
 3) to prevent copyright violations

 The system of Domain Names
 1) to create favorable conditions for the population of
Armenia and Armenian Diaspora, individuals and legal
entities from any country to register their domain names in
.AM zone,
 2) to create favorable conditions for hosting services in
RA.
 3) to develop model solution for Domain Name
Disputable Issues,
 4) to support Armenian IDN registration,
 5) to develop the Armenian content.

 Internet Regulation
 1) Internet regulation is appropriate to apply only
when the existence of Armenian Internet sector is
in danger with no regulation.
 Effective solutions for traffic routing
 1) to increase the reliability of traffic routing due
to the automatic usage of many alternative routes

 Open Standards Support
 1) The development of Internet is based on
elaboration and use of open standards allowing
all interested parties to join the current operating
system.
 2) Open standards usage is a priority for
Internet development projects, except National
Security related cases.

 Child Online Protection
 1) to protect children avoiding the limitation for
adults involving operators, NGOs, schools,
families, community in the process.

 Network neutrality
 1) All computer ports and internet protocols are
open,
 2) Any information source and destination with
any content in internet is transparently accessible
 3) No filtering, only in case if there is a technical
problem in the operator’s network
 4) All protocols have same priority

Organization of works
 IGC organizes its work through monthly sessions, as
well as sessions upon necessity.
 IGC sessions are recorded and published on IGC
website.
 Extra sessions can also be called by initiation of IGC
Chair or by suggestion of 1/3th of members.
 Each WG member has one vote. Sessions are chaired
by the Chairman of the WG. In case of his/her absence,
the Deputy Chairman runs the sessions.
