Scout Movement
• Scout Movement is a movement that aims to support
young people in their physical, mental and spiritual
development, that they may play constructive roles in
society, with a strong focus on the outdoors and survival
skills.
• During the first half of the 20th century, the movement
grew to encompass three major age groups for boys (Kab
Scout, Boy Scout, Rover Scout) and, in 1910, a new
organization, Girl Guides, was created for girls (Brownie
Guide, Girl Guide and Girl Scout, Ranger Guide). It is one
of several worldwide youth organizations.

• In 1906 and 1907 Robert
Baden-Powell, a lieutenant
general in the British Army,
wrote a book for boys about
reconnaissance and
scouting. Baden-Powell
wrote Scouting for Boys
(London, 1908), based on his
earlier books about military
scouting, with influence and
support of Frederick Russell
Burnham (Chief of Scouts in
British Africa)
Scouting Movement of the Philippines
• The BSP was chartered under Commonwealth of the Philippines
Act No. 111 on October 31, 1936. Its predecessor was the
Philippine Islands Council chartered by the Boy Scouts of
America in 1923 through the work of American, Chinese, and
Filipino businessmen and interest groups.
• Scouting in the Philippines became official in 1923 with the
establishment of the Philippine Islands Council of the Boy Scouts
of America. The Philippines became an independent Scouting
nation in 1938, with the handover of assets and duties of the
BSA Philippine Council to the Boy Scouts of the Philippines. In
1940, the Girl Scouts of the Philippines was founded. In 1959,
the 10th World Scout Jamboree was held in Mount Makiling, Los
Baños, Laguna, the first world Scout jamboree held in Asia.

Early History
Early History
• Troop 8 of Silliman Institute, Boy Scouts of America had the
distinction of being the oldest Troop in the Boy Scouts in the
Philippines with a continuous charter. There were other such
troop in existence before Troop 8 but it did not continue. The
only Troop of the Boy Scouts in the Philippine Islands which
has a longer continuous record of registrations is Troop 1,
composed of American boys connected with the American-
European Y.M.C.A. in Manila.
Troop 8 was registered by the writer in Silliman Institute in 1922
and received its charter from New York (Boy Scout Council, ed.)
in January 1923, since that time it has registered every year. It
was not until the coming of Mr. Farlan as Scout Executive in
1924 or 1925 that the work was officially organized and spread
generally over the Islands.

• Troop 8 was organized by Dr.
Paul Doltz with the New York
Boy Scout Council in 1922
which is the first Boy Scout
troop in the Visayas.
• Then Mr. William Guy was
the first registered as the
scoutmaster.
• The first Scoutmaster was the writer. Mr. Icamen was
Asst. S.M. and some of the charter members were :
• Jose Icard, Thomas Ghent, Conrado Bonifacio,
Anastacio Maravilla, Sulpicio Logud, Engracio
Escobar, Carlos Bill Raymond, Elias Day, Paul
and Maxwell Hanlin, Jose Utzurrum (first
Superintendent, Negros Oriental Agricultural
School, Bayawan, Negros Or. , Jose Andrada
(First Commodore of the Philippine Navy, Luis
Ruiz, Francis Short and John Spring.

First Boy Scout troop in the Visayas
• The next Scoutmaster was Juan Uriate, who did a
great deal for the troop, having had previous
scouting experience in Cagayan, Misamis, before
he came to Silliman. Mr. Manuel Cordero
succeeded Mr Uriate and Mr. Layumas followed
him being turn succeeded by Mr. Romeo Atienza
(from San Carlos, Negros Occ, ed.). Mr Atienza
secured his scouting training in Troop 8 and has
become one of the best Scoutmasters in the
Islands, being at present active in Union High
School scout work in Manila, where he is taking
his medical course.

• In 1927 another Troop - No. 47 was organized through the
efforts of Dr. James Chapman, largely among the boys of
the Elementary Department.
In 1928, the present Scout Hut was erected. This hut is
also used by the three other troops in Dumaguete. the
(Negros Oriental) HIgh School Troop No. 214,
(Dumaguete)Elementary Troop No. 169 and (Negros
Oriental) Trade School Troop 205 ( Now NORSU).

• All 63 passengers of the United
Arab Airlines flight died in the
crash on July 28, 1963. Jojo
was only 14 years old. He
represented Troop 37 of the
Silliman University High School
and the Negros Oriental-
Siquijor Boy Scouts Council in
the jamboree. He was the only
Visayan delegate.

Boy Scouts Advocate & Leader
• Dr. Maxino finished his Bachelor of Laws (Cum Laude), Master of Education
and Doctor of education from Foundation University. He also attended Amicus
University , Syracuse University and University of Wisconsin.
• He received numerous prestigious awards from educational, civic and
government agencies in recognition of his many contributions, such as the
Outstanding Alumnus of Foundation University, Plaque of Recognition from
the Boy Scouts of the Philippines, Plaque of recognition from the Civil Service
Commission, Presidential Award Plaque of Appreciation from Foundation
University and Plaque of Recognition from Dumaguete City Water District.
• Dr. Maxino served as Dean of the School of Law and President of Foundation
University. He also was the Manager of Central Savings Loan Bank for
Several years. Currently, he is the first Vice-Chairman of the Negros Oriental-
Siquijor Council, BSP and Professional Lecturer in the College of Law and
Graduate School of Silliman University.

started in 1993 to trained young college students to be a
responsible citizens and developed their skills in leadership and
organizing for our community .

• Four (4) officers of the Negros Oriental Council, Boy
Scouts of the Philippines will receive national awards from
the Boy Scoutsof the Philippines on February 21, 2013 at
the Philippine Scouting Center for Asia-Pacific Region, Mt.
Makiling, Los Baños, Laguna on the occasion of the
57th Annual National Council Meeting scheduled thereat
on February 19-22, 2013.
They are Judge Victor C. Patrimonio, Chairman, Negros
Oriental Council, BSP who will receive the award as
Outstanding Chairman for 2012 and Mr. George M.
Villamor and Mr. Dionisio E. Ramirez, Council Assistant
Treasurer and Council Treasurer, respectively Silver USA

  • 1. BOY SCOUTS OF THE PHILIPPINES NEGROS ORIENTAL HISTORY Josefino Tulabing. Larena AB, CPS,MBC,MPA

Scout Movement • Scout Movement is a movement that aims to support young people in their physical, mental and spiritual development, that they may play constructive roles in society, with a strong focus on the outdoors and survival skills. • During the first half of the 20th century, the movement grew to encompass three major age groups for boys (Kab Scout, Boy Scout, Rover Scout) and, in 1910, a new organization, Girl Guides, was created for girls (Brownie Guide, Girl Guide and Girl Scout, Ranger Guide). It is one of several worldwide youth organizations.
  • 3. Scouting Historical Background Robert Baden-Powell • In 1906 and 1907 Robert Baden-Powell, a lieutenant general in the British Army, wrote a book for boys about reconnaissance and scouting. Baden-Powell wrote Scouting for Boys (London, 1908), based on his earlier books about military scouting, with influence and support of Frederick Russell Burnham (Chief of Scouts in British Africa)
  • 4. Scouting Movement of the Philippines • The BSP was chartered under Commonwealth of the Philippines Act No. 111 on October 31, 1936. Its predecessor was the Philippine Islands Council chartered by the Boy Scouts of America in 1923 through the work of American, Chinese, and Filipino businessmen and interest groups. • Scouting in the Philippines became official in 1923 with the establishment of the Philippine Islands Council of the Boy Scouts of America. The Philippines became an independent Scouting nation in 1938, with the handover of assets and duties of the BSA Philippine Council to the Boy Scouts of the Philippines. In 1940, the Girl Scouts of the Philippines was founded. In 1959, the 10th World Scout Jamboree was held in Mount Makiling, Los Baños, Laguna, the first world Scout jamboree held in Asia.
  • 5. Scout Symbol & Scout Oath Logo Scout Oath • On my honor, I will do my best • To do my duty to God and my country, the Republic of the Philippines, and to obey the Scout law. • To help other people at all times, • To keep myself physically strong, mentally awake and morally straight.
  • 6. The Scout Law The Scout Law • A Scout is: • Trustworthy • Loyal • Helpful • Friendly • Courteous • Kind • Obedient • Cheerful • Thrifty • Brave • Clean • Reverent
  • 7. Senior Scout Code • As a Senior Scout, • I will live the Scout Oath and Law and the Senior Scout motto and slogan. • I will be familiar with the Constitution of the Philippines especially my rights and obligations as a Filipino citizen. • I will share in my responsibilities to my home, school, church, neighbourhood, community and country. • I will deal fairly and kindly with my fellowmen in the spirit of the Scout Law. • I will work to preserve our Filipino heritage aware that the privileges I enjoy were won by hard work, sacrifice, clear thinking and faith of our forefathers. • I will do everything in my power to pass a better Philippines to the next generation.
  • 8. Vision and Mission • VISION 2025 • Foremost in preparing the youth to become agents of change in communities, guided by the Scout Oath and Law. • MISSION • To help the youth develop values and acquire competencies to become responsible citizens and capable leaders anchored on the Scout Oath and Law.
  • 10. Early History • Troop 8 of Silliman Institute, Boy Scouts of America had the distinction of being the oldest Troop in the Boy Scouts in the Philippines with a continuous charter. There were other such troop in existence before Troop 8 but it did not continue. The only Troop of the Boy Scouts in the Philippine Islands which has a longer continuous record of registrations is Troop 1, composed of American boys connected with the American- European Y.M.C.A. in Manila. Troop 8 was registered by the writer in Silliman Institute in 1922 and received its charter from New York (Boy Scout Council, ed.) in January 1923, since that time it has registered every year. It was not until the coming of Mr. Farlan as Scout Executive in 1924 or 1925 that the work was officially organized and spread generally over the Islands.
  • 11. Scouting Pioneer in Dumaguete Pastor Paul Doltz, scouting pioneer • Troop 8 was organized by Dr. Paul Doltz with the New York Boy Scout Council in 1922 which is the first Boy Scout troop in the Visayas. • Then Mr. William Guy was the first registered as the scoutmaster.
  • 12. • The first Scoutmaster was the writer. Mr. Icamen was Asst. S.M. and some of the charter members were : • Jose Icard, Thomas Ghent, Conrado Bonifacio, Anastacio Maravilla, Sulpicio Logud, Engracio Escobar, Carlos Bill Raymond, Elias Day, Paul and Maxwell Hanlin, Jose Utzurrum (first Superintendent, Negros Oriental Agricultural School, Bayawan, Negros Or. , Jose Andrada (First Commodore of the Philippine Navy, Luis Ruiz, Francis Short and John Spring.
  • 13. Troop 8 Officers with Carlos Bill Raymond
  • 14. First Boy Scout troop in the Visayas
  • 15. • The next Scoutmaster was Juan Uriate, who did a great deal for the troop, having had previous scouting experience in Cagayan, Misamis, before he came to Silliman. Mr. Manuel Cordero succeeded Mr Uriate and Mr. Layumas followed him being turn succeeded by Mr. Romeo Atienza (from San Carlos, Negros Occ, ed.). Mr Atienza secured his scouting training in Troop 8 and has become one of the best Scoutmasters in the Islands, being at present active in Union High School scout work in Manila, where he is taking his medical course.
  • 16. 1931 Scouting Bindoy Villanueva Cup • At the field meet in Oriental Negros in 1931, when there were eleven troops competing with over 200 scouts in line, Troop 8 won the beautiful Villanueva Cup, donated by Senator Herminigildo Teves Villanueva.

This hut is also used by the three other troops in Dumaguete. the (Negros Oriental) HIgh School Troop No. 214, (Dumaguete)Elementary Troop No. 169 and (Negros Oriental) Trade School Troop 205 ( Now NORSU).

  • 36. Jose Fermin “Jojo” Magbanua • All 63 passengers of the United Arab Airlines flight died in the crash on July 28, 1963. Jojo was only 14 years old. He represented Troop 37 of the Silliman University High School and the Negros Oriental- Siquijor Boy Scouts Council in the jamboree. He was the only Visayan delegate.
