From March 2020, in Italy, libraries moved online
Access to digital collections
research libraries patrons: appreciate more library e-services
e-journals and e-books acquisition policies from 20 years
ILL and Document delivery services: some - big – problem
Highlights the existing weakness
Italian copyright law and E-licenses do not allow libraries to provide their
patrons with an electronic copy only the printed copy may be delivered
Italy lacks large scale digitization projects (like HATHI TRUST) when
libraries moved online, all their printed collections became inaccessible

To urge scientific publishers to support and sustain
the Italian community with a temporary exception
to restrictive clauses in license agreements by
allowing a wide range of Italian citizens the use of
our digital collections and remote services:
Enable distance lending and secure electronic
document delivery services that include,
through institutional network infrastructures,
the delivery of the digital format of
documents to end users;
Allow Italian research and academic libraries
the opportunity to temporarily extend, for all
categories of citizens distant access to and use
of Italian university and research library
collections.

STM Publisher’s answer is generic and not
really centered
Italian AIE publishers more responsive but slow
in going ahead
In general, Italian publishers do not know how
academic and research libraries do their work
Possible follow-up:
to get a better reciprocal knowledge
to establish a lasting communication channel
to converge on drawing a set of guidelines
update the US 40-years-old CONTU guidelines,
to be used worldwide?
