5. Project Objectives
1. Collate a set of OER organized into a course format that will enable
teacher educators to explore the potential of distance and
eLearning to support teacher development, empowering them to
adapt existing OER to suit their own contexts of practice.
2. Provide a set or collection of themed resources in a form that
promotes flexible delivery options of the full set or a selection
thereof by the target audience.
3. Develop the resource and its constituent parts in consultation with
the target stakeholder community.
Note: The final version will be published under a creative commons
CCBY license and will become available to anybody with an interest in
using distance and eLearning provision to support expanded quality
teacher development.

7. Why OER and why 4 ODeL Modules?
• Provision of learning resources is a key
characteristic of ODeL, hence it is logical to think
about OER
• BUT: learning resources do not on their own
make an ODeL programme
• Learning resources need to be integrated with:
– an appropriate assessment strategy, hence Module 2
– decentralised student support, hence Module 3
– interaction and collaboration can be enhanced
through ICT integration, hence Module 4
– and the whole has to be designed coherently, well
before registration, hence Module 1.

Meeting the Millennium Development Goals and the Education for All mandate requires a massive and ongoing expansion of quality teacher development. The possibilities of open, distance and eLearning need to be explored in order to address the need for more and better teachers in Africa. Within this context, Saide (South African Institute for Distance Education) and the UOC (Open University of Catalonia) are developing a resource to address ODL teacher training needs by developing guidelines and examples of course materials to help teacher educators currently working in a contact-based mode to migrate to more flexible means of provision. The outputs of the project described below will be developed in consultation with the target stakeholder community. To this end, teacher educators and other interested parties attending the ACDE conference are invited to gather and explore the potential of the project, and provide early stage input on its proposed constituent parts.

Project Description: FUOC and Saide are collaborating in an ICDE funded project aiming to provide teacher educators based in African higher education institutions with the opportunity to engage with examples of distance and eLearning courseware made available as OER. This involvement will be activity-based and will enable teacher educators to subsequently adapt some or all of this courseware to meet the needs of distance and eLearning forms of teacher development in their own countries. By modelling appropriate distance and eLearning practice through activities, feedback and examples, the project hopes to contribute to the expansion of quality teacher development using more flexible means of provision for larger numbers of prospective and in-service teachers. Although the primary audience for the resource will be teacher educators in African higher education institutions, the resource will be published under a creative commons CCBY license and will therefore be accessible to anybody with an interest in teacher development whether based in public or private institutions and whether based in Africa or in other parts of the world. Due to cost constraints, the resource and its constituent components will, however, be made available in English only.
