2. Challenges and Issues Faced By Kashmir Administration
Being the longest unresolved dispute in the World, Kashmir is also a nuclear flash-point
between two of enemy countries, India and Pakistan. India and Pakistan, both nuclear powers
have several times engaged in fighting over the Kashmir Dispute. Most Kashmiris, on the
other hand have been fighting for their Freedom (Azadi) and right of self-determination
recognized by the United Nations for many decades. The promise were made by the first
Indian Prime Minister, Jawaharlal Nehru which is also envisaged in the Instrument of
Accession of 1947 to let Kashmiris decide their future through a Plebiscite still eludes
Kashmir. In the past two decades, the region has been witness to a lot of violence which has
also strained the relations between India and Pakistan. There have been several rounds of
talks on Kashmir between governments of India and Pakistan. Sadly, there has not been any
substantial positive outcome in resolving this dispute. The Kashmir dispute has been analysed
several times in terms of its impact, economical or political, on India, Pakistan and also
Kashmir. Far many lives have been lost due to this conflict. Any normalization of relations
between the two countries as well as the mounting human and financial costs of the conflict
necessitates a speedy resolution of the Kashmir issue. In the past few years many efforts have
been made to find viable solutions for this problem, however they have failed to realize their
objectives due to lack of political will by both India and Pakistan. Ironically, the people of
Kashmir have never been given a chance to decide their fate inspite of there being a United
Nation Security Council Resolution of 1948, which proposed that the issue be resolved by
plebiscite however its implementation was never realised largely stemming froma trust deficit
as well as lack of political will on both sides.
Besides, State administration faces a lot of problems during this conflict. Current unrest
(Unrest2016) started after the killing of Burhan wani, a commander of kashmiri based Hizb-
ul-mujahideen. Anti-Indian and violent protests started all over the Kashmir, which resulted
in loss of lives, economy loss, education and routine work came to standstill. These situations
pose a great difficulty for state administration to control the situation:
Handling of protests becomes an important issue: As the mob of protesters are trying
to storm security forces, burn police stations and vehicles. It became a problem for
state administration to control the violent protests by tear gases and lathi charges. To
control law and order they make the use of pellet guns and shot guns which ultimately
results in life loss and injuries. Due to this, anger in people gets increased and there is
more hatred for state administration among people.
In the situation of curfew, protests and violence, people suffer hardships, economy
suffers, and education and routine work comes to standstill.
A politician resigned from parliament and lok sabha, this strengthens the on-going
movement but weakens the state administration.
Unnecessary statements given by the state administration results in increased anger
among people
Mobile internet services were suspended in Kashmir for more than 4 months which
results in huge loss to business sectors, Education sectors Etc.
3. The kani-jung (stone pelting) which has become national game for Kashmir youths,
that’s the biggest challenge for Kashmir Administration. Slapping Public safety act is
not a solution for stopping stone pelting (kani-jung).
Development in border areas is one of the major challenges faced by the J&k admin.
The J&K administration is helpless when there comes the matter of development in
the border areas of J&k because of the ceasefire violations from both the sides India
and Pakistan. The mainly affected areas are Poonch, Rajouri, Mendhar, R.S Pora e.t.c.
In these areas the cease fire violation had become the main hindrance for the
administration of J&K. Whenever administration tries to develop these areas of the
state, problems like ceasefire violation has come in front of the administration and
they stopped the further work, weather that was the building of houses for the poor
people there or that was the building of roads.
How to tackle these Challenges and Issues
Centre and state govt. should work to normalize the situation and restore
administration by talking to all stake holders and opinion makers in Kashmir.

AFSPA should be removed.
Kashmir conflict is no doubt an intractable conflict making all parties to search for a
formula to resolve the conflict peacefully. What could be the political framework that
will accommodate the Kashmiris aspiration for self-determination, the interests of
India and Pakistan is the real challenge for those who seek peace in the region. The
above discussion shows that people of Kashmir are not happy with the Indian
administration. This is evident given the frequency of protests in the valley. On the
other hand, instead of co-opting the dissident and separatist voices in the valley, the
human rights violations seem to have only accentuated the demand of separation.
Considering the ground geo-political realities in the Indian sub-continent, the most
workable solution to the Kashmir dispute seems to be minimizing the security forces
in Kashmir and granting basic human rights to the Kashmiris, reliving them from
daily frisking, and focus should be on creating more employment and education
opportunity for Kashmiris. While this may not be the ultimate solution to this issue, it
may well prepare some ground for a better solution and meanwhile relieve the people
of the region from their day-to-day turmoil.
The only solution for this major challenge is that the India and Pakistan should
resolve there conflict of Kashmir by dialogue not by violating the ceasefire violation
in the border areas where only innocent people become the target of these violations
from both sides of the border. If India and Pakistan solved there problems related to
Kashmir then only these border areas can be developed.
