It is a thin layer of fascia that contains:
1- Platysma muscle.
2- Superficial veins.
3- Cutaneous nerves.
4- Superficial lymph nodes.

17. Attachments of Investing Deep Fascia
1-Upper: To symphesis menti, lower border of
mandible, mastoid process, Superior nuchal line and
external occipital protuberance. It splits around
parotid and submandibular glands.
2-Lower: Superasternal notch, clavicle, acromion and
spine. It splits above suprasternal notch which
contains lower parts of anterior jugular veins, jugular
arch, sternal head of sternomastoid muscle and some
lymph nodes.
3-Posterior: Ligamentum nuchae and spine of C7.
4-Anterior: Symphesis menti, Body of hyoid and
