Discussion
4. The context
4
Five broad assessments:
• Countries and institutions financially dependent on
international students will have a large financial hole that
many cannot fill through their own efforts alone
• Expected lasting impact of the temporary shift to online
education
• The shape of student flows might change in the long term
• Increased competition is to be expected
• Questions of health security might play an important role for
decisions about international student mobility.

DAAD study (2020): COVID-19 and the impact on international student mobility in Germany
Since the beginning of the pandemic the DAAD seeks to
provide a comprehensive overview of the current state of
COVID-19 research and expertise in the field of international
higher education: : www.daad.de/corona-studien
6. DAAD Study April/May 2020

▪ International students at two-thirds of
268 German universities were unable
to begin or continue their planned
summer studies in the country as a
result of the Covid-19 crisis, and some
80,000 students left the country
following the outbreak, a German
Academic Exchange Service (DAAD)
survey has confirmed.

What has we learned?
▪ The COVID pandemic has triggered or accelerated many
developments. The experiences have been often positive but
have also triggered the desire for exchange and discussion on
challenges, best practices and other issues.
▪ Experimentation has increased awareness of the possibilities and
added value of digitalisation and has promoted the strategic
integration of digital formats, structures and initiatives in many
contexts.
▪ Infrastructures are necessary, but not sufficient for teaching-
learning and collaboration contexts - mastering the necessary
cultural change should be taken into account.

I. International Mobility and
Cooperation Digital (IMKD)
The programme International Mobility and Cooperation through
Digitalisation (IMKD) is targeted at universities which see
digitalisation as an opportunity to rethink international
university partnerships and want to use digital instruments as
tools for their own internationalisation strategies. The universities
are encouraged to recognise the “student journey” as the focus of
their efforts and to implement digital elements in support of
students on this journey.
19. International Virtual Academic
Collaboration
19
In total 61 projects at 54 higher education institutions will be
financially supported until the end of 2021
The focus is on digital collaboration formats for students who work
together - often interdisciplinary - to overcome disciplinary and
cultural boundaries. The development of digital skills among
university employees and students and the cross-university
digitalization of processes in study, teaching and mobility are also
supported.
