PROJECT OVERVIEW
Horizon 2020 represents a major source of EU funding and opportunities for Irish researchers (in HEIs, industry and NGOs). One of the main areas of funding
within Horizon 2020 is the “Societal Challenges” programme. This EPA Small Scale Studies project (2015-CCRP-SS-4) is focused on opportunities for Irish
researchers for participation in the Climate action, environment, resource efficiency and raw materials societal challenge (Societal Challenge 5). Specifically the
project is concerned with the topic on “Exploiting the added value of climate services – b) from climate service concepts to piloting and proof-of-concept” (SC5-01-
2017) which will be issued in 2017 (EC, 2015a).
This study maps research excellence and capacity in Ireland and at EU level in the area “from climate service concepts to piloting and proof-of-concept”. The
outputs of the study will support researchers who wish to participate in consortia applying for funding under this topic in the forthcoming 2017 call.
SUB-THEMES
Due to the large number of projects, seven key sub-themes were identified to help categorise
the opportunities that exist to meet this challenge:
• Weather
• Agriculture
• Water
• Energy
• Society
• Atmosphere
• Coastal/Marine
This aimed to help narrow the search for suitable consortium partners for a specific topic. The
leading research institutes that have participated in projects related to each sub-theme are
identified within the project report.
What is the importance of climate services?
“Climate services have the potential of becoming a supportive and flourishing market, where public and private operators provide a range of
services and products that can better inform decision makers at all levels, from public administrations to business operators, when taking
decisions for which the implications of a changing climate are an issue.”

What can be achieved under this call?
“…the development of climate services concepts that are ready to be used, or show potential for future
deployment, demonstrating the added value of using climate information and services by end-users in their
operational decision-making.”

MAPPING RESEARCH EXCELLENCE IN EUROPE
A mapping exercise was undertaken to identify the leading research institutes in Europe participating in projects that are
relevant to call ‘from climate service concepts to piloting and proof-of-concept’. These institutes are listed in Table 1 and located
in the figure below.
The database of 72 projects was generated by searching a range of European funding programmes including: Horizon 2020,
Framework Programme (FP7) & Life & Life+. The projects were cross-referenced with large European programmes that manage
large climate datasets, in particular the COPERNICUS project database.
To identify relevant projects the keyword ‘climate’ was used in the initial search of projects for this call.
EXPECTED IMPACTS
The call has identified the following key areas for consortia to consider when developing a proposal:
• Providing added-value for the decision-making process addressed by the project, in terms of effectiveness, value creation, optimised
opportunities and minimised risk;
• Enhancing the potential for market uptake of climate services demonstrated by addressing the added value;
• Ensuring the replicability of the methodological frameworks for value added climate services in potential end-user markets;
• Promoting a better informed and connected end-user community.
