Draft Governance Framework for the EOSC
1. Draft Governance Framework for
the EOSC
Matthew Dovey,
(matthew.dovey@jisc.ac.uk)
EUDAT Conference, Porto, 25 January 2018
2. EOSCPilot’s vision on EOSC governance
Capable of supporting the definition, management
and coordination of EOSC components and service
providers without imposing a strict hierarchical model
or supply chain
Define organisational, operational and managerial
interoperability, whilst recognising the System-of-
Systems will evolve and adapt over time.
A rich ecosystem consisting of many different
stakeholders and a heterogeneity of services and
technologies which will need to operate across a wide
range of organisational, community and national
borders.
Same principles of openness, transparency and
inclusion that EOSC seeks to encourage amongst the
research community

Items for the framework draft
• European Interoperability
Framework one of the founding
elements of the governance
framework.
• Three options for the EOSC Core
Resources Delivery Model; one of
which does not foresee any new
legal structure or organization.
• Governance model described in
the EOSC declaration included in
the governance framework draft,
the relation between the two
explained.
• Community governance model
applied in the framework
ensuring stakeholder driven.

10. Questions
Do you agree with these three layers: Steering (representing users and
providers); Strategic (representing funders and decision makers, including
national funders and decision makers), and Executive?
There are a wide variety of definitions of “Steering Board” and “Steering
Committee” from being the final decision maker or arbitrator to providing
strong guidance and direction. The definition of the Steering layer here is
intended to be the latter – it provides strong guidance and direction (but not
just advisory) to the Strategic layer, but the Strategic layer is the final
decision-making body. Given that the potential terms for this layer
(“Advisory” in the declaration and “Steering” from the Governance
Framework) are contentious, do you have a better suggestion on how to term
this layer?
Do you agree that both providers and consumers should be representing in
the same layer (given that many communities will perform both roles)?
Do you agree with the decision flow and responsibilities between the three
layers (Steering determine requirements, policies, principles of engagements,
make proposals and communicate whether EOSC is effective in meeting
these; Strategic form the strategic vision and objectives based on input from
the Steering layer and set metrics for performance; the Executive ensures
that the EOSC meets these objectives channelling funding as required)?

15. Questions
How effective do you believe the European
Interoperability Framework Domain model is in
helping to frame and facilitate the discussions within
the Stakeholder forum?
How effective do you believe the European
Interoperability Contexts are for framing the key areas
of discussion within the Stakeholder forum? Are these
all applicable to EOSC? Are there others outside of
these contexts?
Are there other frameworks or approaches which
should be considered within the Governance
Framework?

17. Questions
Do you think that the structure proposed would
work for the Stakeholder forum?
Are these other bodies or structures which should
be considered?
The proposal is currently a skeleton outline, do
you have any proposals on how to determine the
details of this skeleton, in particular, how to
involve the community in developing the details?

What are you views on these three models? What
are the pro and cons? How effective do you
