Challenges
The principle of knowledge-based management
Lack of knowledge about pollinators in Norway
• status and trend of populations
• What measures are most cost-effective and beneficial
• Value of the ecosystem service from pollination
If the diagnosis is uncertain, and there is a lack of
documentation – how design an effective cure?
However – the technical report concluded on sufficient
knowledge, on a general level, to implement some targeted
actions

More challenges
Establishing commitment in all sectors
• Sector responsibility for environmental policies and actions,
• However, sectors give priority to their core responsibility - like transport,
energy
• Often a question of budget priorities
Knowledge and problem understanding in relevant
sectors
• Knowledge on environmental issues can be limitation.
• Representatives from sectors like transport, energy and municipality
government experience that they do not have enough environmental
knowledge about how to link their own sector to what they perceive as a
quite specific environmental problem

Invasive specie, Parkslirekne, Reynoutria japonica
6. Norwegian Ministry of Agriculture and Food
Lessons learned
Do not underestimate time use
However, the process is just as important as the
result
Build on commitment in public and private sector,
and what has already been initiated
Involve all relevant sectors and stakeholders
Cross sectorial approach on each level:
Scientific – deliver common scientific basis
Directorate – deliver common technical report
Ministry – deliver common strategy
Good examples is a powerful strategic element

difference

8. Norwegian Ministry of Agriculture and Food
Establish follow up mechanisms
• Meeting place for stakeholders –
Pollinatorforum
• Annual progress reports from all
sectors
• Coordination on directorate level in
developing cross sectorial
measures
• Follow up requirements given in
management dialogue to
directorates, municipalities an
research institutes

Editor's Notes
Strategy development is work in often unknown terrain.
Strategy development is work in often unknown terrain.
Establish common scientific ground – bring together research institutions from different sectors like agriculture, biodiversity, climate, technology, social science
