2. Center for International Relations – Report 2013-2014
The Center for International Relations at FGV was founded in 2009 to foster the study of
global history and international politics. Our twin goals are to promote high-quality scholarly
work and to contribute to public debate on the contemporary global order.
We are a unit of the FGV School of Social Sciences (CPDOC) that simultaneously
operates in Rio and São Paulo.
The Center draws heavily on CPDOC’s forty-year history as a leading holder of private
archives and oral histories of contemporary Brazil. We have built on the existing collection by
attracting new donations and by conducting interviews with the policymakers who shape
Brazil’s foreign relations today. All the materials are being progressively digitized and made
available online.
The research interests of our faculty in the past two years included the role of rising
powers in global order, Europe seen from the outside, nuclear politics, the past and present of
Brazil’s foreign relations, and global history and international relations. Our visiting fellows have
expanded the thematic reach of what our work by bringing in work on international political
economy, IR theory and the history of Brazil in the world.
We offer teaching through an executive program in International Relations at
undergraduate level for all FGV schools and provide supervision for master and doctoral
students within our School’s “History and Politics” program. An eighteen month MBA program
trains professionals who work in the private sector, in public administration, in law firms and
the media sector.
The Center also explores FGV’s standing as a think-tank to engage the policy world. We
do this through a series of workshops and seminars that seek to bridge the gap between
academia and government, and we do our best to publicize major findings widely.
We are very thankful to the scholars, practitioners and students from around the globe
who have turned the Center into such a lively hub for the study and debate of world politics.
The Center for International Relations also owes a great debt to the generosity of its
sponsors and the unconditional support of CPDOC’s direction and FGV. We have been lucky to
count on a stream of research funding from the private sector and public bodies in Brazil and
abroad. We are equally indebted to our colleagues within the FGV community who made the
Center possible in the first place.
Our collective goal for the next years is to translate the many research activities of the
past two years into scholarly publications, make new faculty appointments and further
consolidate FGV as a reference in International Relations and Global History in Brazil.

RESEARCH PROJECTS
“Rising Powers’ Foreign Policy”
Oliver Stuenkel
This project closely analyzes the rising powers’ foreign policy, specifically India’s, Brazil’s and China’s
and their contribution to the solving of global challenges. As part of the project several workshops were
organized featuring scholars from the three countries and the publication of material regarding the
research area.
“Global Governance at the XXI Century”
Oliver Stuenkel
The established global governance structures (such as the UN Security Council or the G8) face the
challenge of effectively integrating new influences and experiences if they wish to continue to fulfill its
task of providing global public goods, reason why they were created. Therefore, this project tries to
understand what this means to the international system. The project also includes organization of
seminars and the publication of material related to the subject.
“Rising Powers and the International Liberal Order”
Oliver Stuenkel
This project analyzes the way in which the three major rising powers – Brazil, China and India – are
behaving during the so called BRICS Decade. The main objective of the project is the production of
several papers regarding the rising powers and global norms, such as democracy promotion and peace
missions.
“Brazil in International Crisis”
Oliver Stuenkel
This project aims to study Brazil’s performance in international crisis since the establishment of the New
Republic in 1985. The project is divided into three segments that approach the normative, juridical, and
economical aspects related to the risks taken by several stakeholders during the management of such
crisis. The product will be a testimonies bank consisted of historical and documental information, an
academic conference and a published issue about the theme.
“Emerging Powers in Global Governance”

This project deals with the changing role of emerging countries in existing global governance structures.
How does emerging-power perspective impact on the institutions and conceptions of order and justice
that structure world politics today?
“Global Norm Evolution and the Responsibility to Protect”
Oliver Stuenkel, Marcos Tourinho, Matias Spektor
This is a multi-year, multi-partner research program that seeks to understand current transformations in
the norm of humanitarian intervention. The core research question deals with the evolving conceptions
of legitimate intervention among the major powers. Findings will appear in two edited volumes.

“European Union and the Changing World: The Future of Brasil- UE
Relations”
Elena Lazarou
This project studies the impact of global transformations – in particular the changing distribution of
power and the rise of transnational challenges – on the EU. It also seeks to map out how non-European
powers see the current trajectory of united Europe in international affairs. This project aims to promote
the field of European Studies in Brazil.
“The Multipolar World: multilateral strategies from the major powers in the
XXI century”
Elena Lazarou
The book was organized, translated and reviewed throughout the year, and was published in 2014. The
research was conducted with support from Project Mercury - Multilateralism and the EU in the
Contemporary Global Order, which partially funded the same.
“Think Tanks, Governance and Policy Advice”
Elena Lazarou
This project asks questions about the role of think tanks – and their global connections – in the way
economic and social policies are developed in Brazil.
“Britain in the Back Yard: The United States and Great Britain in Latin
America in the 20th Century”
Alexandre Moreli
The aim of the project is to bring together scholars working on various aspects of Anglo-American
relations in Latin America throughout the 20th century. The outgrowths include the publication of peer-
reviewed papers that will explore Anglo-American diplomacy concerning Latin America during the First
and Second World Wars.
“Writing Latin American History in a Global Context”
Alexandre Moreli
Developed in partnership with European and American historians, the aim of the Project is to work both
as a sounding board and a forum for new ideas and debates on how to write Latin American history
within a global framework, how to trace links and diffuse ideas, particularly those that do not travel from
North to South. The overarching goal of the project is to provide impetus for new projects in the field.
“Tropical Atlantism”
Alexandre Moreli
This project intends to investigate what were the ideas and the results of the Second World War for the
international relations through the lenses of the countries involved, the rule of men experience, but also
of civil society, without disregarding the global context of reconstruction of the multilateral
international order.

“Brazil and Argentina in the Global Nuclear Order”
Eduardo Achilles, Rodrigo Mallea, Carlo Patti, Matias Spektor
This is a multi-year research program that seeks to retrieve, declassify and circulate primary sources
pertaining to the nuclear trajectories of Brazil and Argentina. The program has sponsored seminars,
workshops, graduate supervision, and some 200 hours of oral history interviews.
“Brazil’s Foreign Policy as a Rising Power”
Matias Spektor
This research debates the role of Brazil in the post-cold war scenario. Hence, it will build a data bank of
oral history made with testimonies. The aim of this project is to analyze the birth of Brazil’s new
conceptions of world order. The project was concluded in 2013.
“Historical and Strategical Memory of Brazil’s Nuclear Energy ”
Matias Spektor
This project includes research, documentation and dissemination of the history of nuclear energy in
Brazil, being the largest initiative already made on nuclear energy in Brazil. The project included a
workshop, a seminar and the publication of a book. The project ended in 2013.
“International Nuclear History”
Matias Spektor
The objective of this project is to produce new primary sources for research on the topic,
allowing scholars a deeper approach and a new perspective on the subject. This initiative also
made possible a set of activities carried out in partnership with institutions and projects in
Brazil and worldwide.
“Brazil in Global Nuclear Order”
Matias Spektor
This project seeks to describe and explain the nuclear choices of Brazil in global perspective.
“US-Brazil Relations from Cardoso to Lula”
Matias Spektor
This project explores how changes in the international system and in the domestic politics of Brazil and
the United States since the 1990s had an impact on the evolution of ties between the two countries.
Work included the declassification of thousands of official documents and extensive in-depth interviews.
Major findings are available in a self-authored book, “18 Dias” (2014).
“Global Transformations and Rising States”

This research and activities program is tailored to deepen the existing knowledge on the impact that
emerging powers have on contemporary global order and on the international relations of Brazil.

ARCHIVES AND ORAL HISTORY
During the period of 2013 to 2014, the Center for International Relations developed
various initiatives regarding Oral History and archive research. Professor Oliver Stuenkel
interviewed several personalities regarding Brazil’s global insertion through the project “Brazil
in International Crisis”. Professor Elena Lazarou interviewed various diplomats, ambassadors
and think tank experts for the project “Brazil and European Relations”, in which she intends to
explore how these relations are deepened or softened regarding specific contexts. In the end of
2014, Professor Matias Spektor started a new project, focused on Brazil’s external relations
during Lula da Silva’s mandates. For this project, professor Spektor has already interviewed
Marco Antonio Raupp, former minister for the Science, Technology and Innovation Ministry.
Regarding archives, professor Alexandre Moreli underwent a two week research period
in the United Kingdom for his project “Britain in Backyard: the United States and Great Britain
in Latin America in the twentieth century”.

TEACHING
Since its creation, the Center for International Relations develops several initiatives in
International Relations and Global History education. The main goal of our activities is to
promote an interdisciplinary approach to International Relations with excellency, that
combines other disciplines such as Social Sciences, History, Law and Economics.
Our Executive Program in International Relations has the same approach as a minor at
undergraduate level. All undergraduate students of Getulio Vargas Foundation can attend the
courses and, at the end of their courses, get the certificate for the Executive Program. Some of
the courses include “Introduction to International Politics”, “Dilemmas of Brazilian Foreign
Policy”, “Global History of World Wars”, “Europe in the World”, “Emerging Powers in Global
Order”. More than 50 students were awarded the Certificate since 2009.

On postgraduate level, we offer an MBA in International Relations, which is an eighteen-
month course, structured in modules such as “Brazil in the World”, “International Political
Economy” and “Diplomacy and Strategic Interactions”. The MBA is aimed at professionals of
different areas such as consulting, international business and journalism, providing analytical
tools to deal with international environment issues critically.
In addition, through the postgraduate program in History, Politics and Cultural Goods,
from the School of Social Sciences, the Center offers orientation for master and doctorate level
students in the International Relations research field. Some of the topics researched include
global change and emerging powers, regional integration processes and EU foreign policy,
compared foreign policy, international security and Global History.
PARTNERSHIPS
KONRAD ADENAUER FOUNDATION
Getulio Vargas Foundation and Konrad Adenauer
Foundation are part of the partnership that created the Konrad
Adenauer fellowship in European Studies. Daniel Edler, who is
currently a PhD student at King's College in London, held the
fellowship during the period of 2012 to 2014 under the
orientation of Professor Elena Lazarou. Since April 2014, we have received Bruno Theodoro
Luciano as our new fellow.
The main goal of this partnership is the Europe Week, a series of events that happens in
concurrence with the Europe Day in May of every year. During the week, we organize three
different events: the School of the European Union, the Europe Day Conference and the
Workshop for post-graduates in European Studies. We can also count with the support of the
European Union Delegation to Brazil for the organization of our events. In 2013, we also had
support of the NATO Defense College for the elaboration of that year’s edition.
UNIVERSITY OF BERN – CENTER FOR GLOBAL STUDIES
In the last decade, an important shift has taken place within
Latin American Studies, advocating a hemispheric, Atlantic, or global
approach to writing history. As rewarding and innovative as these new
approaches are, they provide specific challenges regarding both
methodology as well as implementation. In order to contribute to this

debate uniting efforts from the North and from the South, a partnership was celebrated between
the Center for International Relations and the Center for Global Studies at the University of
Bern. Functioning as both a sounding board and a forum for new ideas and discussions on how
to write Latin American history within a global framework, it contributes to trace links and to
the diffusion of ideas.
In the year of 2014, as a product of this partnership, the workshop “Latin America in
Global Context” was organized in Bern, Switzerland. The workshop proved to be a unique
opportunity to discuss how the history of Latin America will be written in the world in the
coming decades and included the participation of young academics from Argentina, Colombia,
Brazil, the US, the UK, Portugal, Italy, Germany, Switzerland and Mexico with great potential
to become leaders in the field. The workshop had full support of the Swiss National Science
Foundation and the Stiftung Mercator Schwiez, and it has plans for a future edition in 2016, to
be held in Rio de Janeiro at FGV.
GLOBAL PUBLIC POLICY INSTITUTE
CPDOC has a strong partnership with the Global Public Policy
Institute (GPPi) in Berlin since 2011. Currently, researchers from both
institutions are working on a project on “Global Norm Evolution and
Responsibility to Protect”, which has led to the joint publication of
several academic articles and conferences in Berlin and Budapest. In
2015, GPPi and FGV will jointly organize an international conference
in São Paulo on Brazil's role in international security. In April 2015,
GPPi will host a book launch by Oliver Stuenkel, coordinator of
CPDOC's São Paulo branch.

EVENTS
Among the main events organized by the
Center, we highlight the Europe Week, in 2013 and
in 2014, which was divided into two different
events: the European Union School and the Europe
Day Conference, that, in 2014, took place at the
Itamaraty Palace. The event was supported by
Konrad Adenauer Stiftung and by the European
Union Delegation to Brazil. In 2013, we could also
count on the support of the NATO Defense College.
Another important event organized in 2013 and 2014 was the workshop on Research Methods
and Techniques, in which for three days many students
from all parts of Brazil discussed their research and
methodology in Global History and International
Relations. The workshop is an annual activity that
takes place in Rio de Janeiro and São Paulo.
The Center has also received many important
professors and researchers such as Professor Matthew
Connelly from Columbia University, who gave lectures
on collection, storage and data de/classification, invited
by the School of Social Sciences from FGV and the School of Applied Mathematics (EMAp).
Another major event organized by the Center was the Special Class with Professor Stephen
Walt, from Harvard University.
In partnership with the Carnegie Endowment for
International Peace, the "Rising Democracies Network"
conference was attended by experts from 11 countries in order to
discuss the state of democracy in the world. Another successful
partnership was the organization of the conference "Council of
Councils Americas Regional Conference and the Hemispheric
Meeting of Councils on International Relations" in cooperation
with the Council of Foreign Relations, in 2013, in Mexico.
Also, professors and collaborators of the Center presented
papers and lectured at various events in Brazil and in countries
such as Argentina, Belgium, Canada, East Timor, Germany, Greece, India, Mexico, North Korea,
Singapore, Switzerland, Turkey, United Kingdom and Unites States.

PUBLICATIONS
In the past couple of years the professors of the Center for International Relations
published the most diverse academic materials: books, book chapters, academic papers, press
articles and interviews.
It is important to highlight that in 2014 four books were published as an outcome of the
professors’ research and involvement of the team at the Center for International Relations, one
of them being part of FGV’s Pocket Books Collection.

FGV’s collection of Pocket Books, “Entenda o Mundo” (or “Understanding the
World”) has just received its new volume. The book develops important
debates on the country dynamics, such as its democracy, foreign policy and
global integration with valuable contributions from thinkers of India:
Jawaharlal Nehru, C. Raja Mohan, Gurcharan Das, Ashutosh Varshney and
Shivshankar Menon.
India-Brazil-South Africa Dialogue Forum (IBSA): The Rise of the Global
South

Offering the first full-length and detailed treatment of the IBSA, this work will
be of great interest to students and scholars of International organizations,
international relations and the global south.
Multilateralism in International Relations
Elena Lazarou
With the aim of offering the reader a theoretical basis for the concept of
multilateralism in international relations, the work brings a fresh perspective
on the subject and illustrates the evolution and the different possible
interpretations of the concept. For the author, "the book helps to fill the gap of
publications in Portuguese about important topics in the field of International
Relations in Brazil".

In the year of 2014, the creation of the Pocket Talks session was a new initiative of the
Center for International Relations to provide a more immediate dissemination of the work our
professors and researchers are currently developing via short interviews, as well as the opinions
and analysis of its members on the most important international issues, in different media
formats. The Center also celebrates the 3rd year anniversary of the bi-weekly column of
Professor Matias Spektor at Folha de São Paulo, one of the leading journals in Brazil.
