PUBLIC PARTICIPATION AT VARIOUS SCALE IN INDIA
‣ Public participation in urban planning is essential for the development of sustainable, inclusive, and responsive cities.
‣ It empowers citizens to have a say in the decisions that shape their living environments.
‣ In the Indian context, enhancing public participation in urban planning is particularly vital due to the country's rapid urbanization and diverse urban landscapes.
‣ This cycle explores the various scales of public participation in urban planning in India, with a speci
fi
c case study of Chennai City.
‣ It also delves into the state-society relationships, participatory practices at different levels, the signi
fi
cance of public participation in urban renewal programs, and
the challenges, including resource, cultural, and political, faced in the Indian context.
OVERVIEW
3. ENHANCING PUBLIC PARTICIPATION IN URBAN PLANNING | CYCLE 03
PUBLIC PARTICIPATION AT VARIOUS SCALE IN INDIA
‣ Traditionally urban planning is a top down, expert driven and supply driven process. The important link of people's participation is the glaring need so that the
planning process becomes more need and demand based.
‣ The need of the research has arisen due to the combined effect of various factors like lack of awareness and understanding of the concept and applicability of
the participatory planning processes.
‣ Given the scenario it becomes imperative to look into the urban planning process and the interface where platforms are provided for general public to
participate; how and in what capacity general public are involved in the planning process and what can be done to augment the whole contemporary urban
planning process to have a more enhanced and effective participation.
‣ At this stage, it is essential to look at whether the decentralized governance has the ability to promote development at the grassroots level if it meets conditions
such as people’s participation

• immediate surrounding area and its effects
• broad delineation of the land use
• major circulation pattern of the city
• major work centers
• delineation of high and low population density zones
• zone and sub zone divisions
• development codes and norms
• allocation o land for various use zones
• policies and proposals for development
Main functions of the plan :
• to develop the town or city as a combined unit and maintain a balance b/w the spatial allocations for the distribution of
facilities

• location and extent of land uses
• more detailed circulation pattern
• special objectives of the zone if any
• allocation of use zones into further use premises
Functions of a zonal plan
• A zonal development plan details out and elaborates the policies of the master plan
• Acts as a link between the master plan and the layout plans
• Contains a land-use plan for the development of the zone and show the approximate locations and extents of land-uses
proposed in the zone
• The schemes and layout plans indicating use premises should con

Public Participation in Urban Planning
a. National Level:
National policies and frameworks like the National Urban Policy and the Smart Cities
Mission emphasize public participation in urban planning.
Initiatives such as the "MyGov" platform engage citizens in decision-making processes
related to urban development.
b. Regional Level:
State governments play a pivotal role in urban planning and development.
Participatory Regional Planning in Tamil Nadu, where the Tamil Nadu government
sought public input to formulate regional development plans, impacting cities like
Chennai, Coimbatore etc.
c. City Level:
Municipalities and urban local bodies are responsible for city-level planning.
Example : Chennai City Development Plan which utilized participatory approaches to
involve citizens in shaping the city's future.
d. Local Level:
Ward committees, neighborhood associations, and Resident Welfare Associations
(RWAs) enable micro-level public participation.
Example: Initiatives like "Namma Chennai, Namma Vizha" encourage grassroots
involvement in local planning.

DEVELOPMENT PLAN CITY DEVELOPMENT PLAN (CDP) TOWN PLANNING SCHEME (TPS)
CDP can be classified as: Assessment of existing situation, City's demography, Financial, Infrastructural, Environmental profile, formulating strategies to achieve the vision, Preparation of City Investment Plan.
In India, the Master Plan is typically a top-down approach, while Local Plans can be more participatory. Balancing centralized planning with local involvement is a
challenge.
NATIONAL LEVEL
At the national level, India has initiated various policies and frameworks that emphasize the importance of public participation in urban planning. For example, the
National Urban Policy and the Smart Cities Mission are two prominent national-level programs designed to involve citizens in the urban development process. The
Smart Cities Mission website provides an in-depth look at this initiative.

REGIONAL LEVEL
State governments play a pivotal role in urban planning and development.
Participatory Regional Planning in Tamil Nadu, where the Tamil Nadu government sought public input to formulate regional development plans, impacting cities like
Chennai, Coimbatore etc.
The Tamil Nadu government envisions a responsive city governance to mitigate poverty and ensure a decent quality of life for all by adopting an inclusive,
participatory, transparent and accountable approach to urban development.
TN forms a state-level urban commission, comprising elected representatives, architects, town planners, activists, economists, sociologists and other stakeholders.
The following functions envisioned under the 74th amendment are to be passed on to the urban local bodies (ULBs): Planning for economic and social
development, water supply, slum improvement and upgradation, urban poverty alleviation, health, and safeguarding the interests of weaker sections of society.
Example: Tamil Nadu Urban Habitat Development Board, Tamil Nadu Urban Finance and Infrastructure Development Corporation focuses on public participation in
planning and development.

CITY LEVEL : A CASE STUDY OF CHENNAI
The Chennai Metropolitan Area (CMA) covers the city and its suburban regions, and CMDA plays a key role in regional planning.
Municipalities and urban local bodies are responsible for city-level planning.
Example : Chennai City Development Plan which utilized participatory approaches to involve citizens in shaping the city's future.
CMDA conducts public hearings, workshops, and consultations to gather feedback on regional development plans.
Chennai Corporation is responsible for city-level planning, and it actively engages the public through public meetings and citizen surveys.
Chennai's Comprehensive Mobility Plan sought extensive public input to address tra
ffi
c and transportation challenges.
LOCAL LEVEL :
Local participation ensures that planning is tailored to community needs.
Local development plans should align with the larger city vision.
Initiatives like "Area Sabhas" in Chennai empower neighborhoods to in
fl
uence local planning.
Ward committees, neighborhood associations, and Resident Welfare Associations (RWAs) enable micro-level public participation.
Example: Initiatives like "Namma Chennai, Namma Vizha" encourage grassroots involvement in local planning.

A CASE STUDY OF CHENNAI
The Role of CMDA in Public Participation:
‣ CMDA is the apex planning agency for Chennai's metropolitan area,
overseeing regional planning, infrastructure development, and land-use
regulation.
‣ CMDA facilitates public participation by conducting public hearings,
consultations, and workshops on its development plans and master plans.
‣ CMDA also collaborates with local municipalities and city corporations to
integrate regional planning with city and local-level development.
Understanding State-Society Relationships in Chennai's Urban Planning:
‣ CMDA's master plans often follow a top-down approach, outlining a long-term
vision for the region.
‣ Public input tends to be more signi
fi
cant in the formulation of local
development plans.
‣ Balancing centralized planning with local involvement remains a challenge, and
this dynamic has implications for Chennai's development.

their experiences with public participation programs in Chennai can offer a comprehensive understanding of the
strengths and weaknesses of these initiatives.
Outline:
Enhancing public participation in urban planning is a multifaceted challenge that India, and cities like Chennai, must
address. By promoting participatory practices at various planning scales and understanding the complex state-
society relationships, urban renewal programs can become more effective. Overcoming resource, cultural, and
political challenges will be crucial for achieving truly inclusive and sustainable urban development in India. Public
participation remains the linchpin of progress, as it empowers citizens to shape their own urban destinies. Public
participation in urban planning in Chennai is not just a necessity but a fundamental driver of the city's growth and
prosperity. CMDA, as the regional planning authority, plays a signi
fi
cant role in facilitating this participation and
ensuring that Chennai's development is aligned with the collective vision of its residents. Public participation
remains the bedrock of inclusive, sustainable urban development, and by addressing resource, cultural, and political
challenges, Chennai can continue to thrive as a vibrant, people-centric city where citizens have a genuine stake in
its future. Further research and case studies are essential for continuous improvement and innovation in public
participation programs in Chennai.
