- 為了因應資本全球化、貿易自由化、旅遊國際化等衝擊，全球衛生治理（global health governance）已然成為當今顯學，國際組織的地位和功能也（被期待）與時俱進，越來越多決策是透過國際組織的平台來完成的，因此有論者認為：台灣若是被排除在外，這對台灣公共健康而言，「肯定」會造成影響（不過，這多少也是基於WHO的資訊極其不公開、極其不透明的前提）。
- 我政府曾試圖模仿台灣參與國際漁業組織的模式（捕魚實體），創造出「衛生實體」（health entity）的概念，以爭取WHA觀察員的身分但未果；到了中期，更試過直接以「台灣」的名義，申請成為WHO的「會員」，當然更不可能成功了。就在2009年WHA開議前，時任衛生署長的葉金川收到了來自WHO秘書處的邀請函，因此觀察團就這樣未經任何WHA的程序性辯論，順理成章參加了第一次的大會。
- 三種層次問題 值得注意的是，其他與會的還包括另外四種類別：（一）聯合國及其相關組織的代表；（二）專門機構（Specialized Agencies）；（三）其他政府間組織的代表；（四）與WHO建立正式關係的非政府間組織的代表（Representatives of NGOs in Official Relations with WHO）。 由此可知，「觀察員」與NGO或其他國際組織在WHA裡的地位是不能相提並論的，也能瞭解「參與會議」與「參加組織」並不能混為一談，畢竟觀察員在會議中大都只是「觀摩」居多。因此，外交部所說的「有意義參與」應該不是指「待在議場裡」，而是「進到會場裡」，因為難是難在取得門票，而不是聽大家辯論。
- 「非WHO會員國的觀察員」（Observer for a non-Member State），此類觀察員其實具備國家屬性（Statehood），但未加入WHO，比如教廷。 「依WHA第27.37號決議邀請之觀察員」，即巴勒斯坦。 不附條件純邀請來的「觀察員」（Observer），包括馬爾他騎士團（Order of Malta）、國際紅十字委員會（International Committee of the Red Cross，ICRC）、國際紅十字及新月聯盟（International Federation of Red Cross and Red Crescent Societies，IFRC）。
