• According to United Nations (1998) Poverty is fundamentally define as a
denial of choices and opportunities, a violation of human dignity. It
means;
• Lack of basic capacity to participate effectively in society.
• Not having enough to feed and clothe family.
• Not having a school or clinic to go to.
• Not having own land to grow foods.
• Not having a job to earn one’s living.
• Insecurity
• Powerlessness and exclusion of individuals
• Susceptible to violence on marginal or fragile environments
• No access to clean water and sanitation.
IN SHORT;
• Poverty is the result of the unequal, ineffective and inefficient
allocation of goods and services.

• Estimated 98 million population of the country, around 20
million are living in poverty.
• The poorest sectors in the Philippines are
1. Farmers
2. Fishermen
3. Children
4. Self – employed and unpaid family
workers
5. Individuals residing in urban areas.
• Farmers and Fishermen are considered to be the two of the
poorest, most vulnerable, neglected and deprived.
• The primary government agencies in charge of addressing the
needs of the sectors most vulnerable to poverty are the
Department of Social Welfare and Development (DSWD)
and National Anti-Poverty Commission (NAPC).
1. Microfinance for small scale livelihood and enterprise
projects
2. Community development initiatives
3. Promotion of education, science and technology
4. Population management
5. Natural resources sustainability projects

such as life span education, and
access to public and private
resources in order to represent the
extent of poverty in a country.

SOCIAL EXCLUSION A term that is used to describe the
concept of marginalization or social
disadvantage wherein people are
systematically isolated from gaining
access to resources (e.g. Jobs, healthcare,
civic rights, etc.)

Refers to the percentage of the population
with income below the poverty threshold
as defined by the government. In the
official Philippine methodology, this
threshold may be viewed as the minimum
income required to meet the food and non
food basic needs of the family.

P5,458 is considered to be living in
extreme poverty while a monthly income
of P7,821 would classify them as living in
poverty (NCSB,2013)

between countries. This can be compared to global inequality
which is inequality between people across countries. This may
refer to economic differences between countries. As well as,
medical care and education differences.

Social and Political Stratification

  • 2. • According to United Nations (1998) Poverty is fundamentally define as a denial of choices and opportunities, a violation of human dignity. It means; • Lack of basic capacity to participate effectively in society. • Not having enough to feed and clothe family. • Not having a school or clinic to go to. • Not having own land to grow foods. • Not having a job to earn one’s living. • Insecurity • Powerlessness and exclusion of individuals • Susceptible to violence on marginal or fragile environments • No access to clean water and sanitation.
  • 3. IN SHORT; • Poverty is the result of the unequal, ineffective and inefficient allocation of goods and services.

  • 10. • Estimated 98 million population of the country, around 20 million are living in poverty. • The poorest sectors in the Philippines are 1. Farmers 2. Fishermen 3. Children 4. Self – employed and unpaid family workers 5. Individuals residing in urban areas. • Farmers and Fishermen are considered to be the two of the poorest, most vulnerable, neglected and deprived.
  • 11. • The primary government agencies in charge of addressing the needs of the sectors most vulnerable to poverty are the Department of Social Welfare and Development (DSWD) and National Anti-Poverty Commission (NAPC).

  • 19. HUMAN POVERTY INDEX A measurement that uses indicators such as life span education, and access to public and private resources in order to represent the extent of poverty in a country. BUDGET STANDARD APPROACH A poverty line is set based on the proportion of money that people spend on basic necessities such as food, clothing and shelter. MILLENIUM DEVELOPMENTAL GOALS (MDGs) A blueprint of development goals and efforts to meet the needs of the world’s poorest people by 2015 set by the United Nations. EXPLANATORY NOTES

SOCIAL EXCLUSION A term that is used to describe the concept of marginalization or social disadvantage wherein people are systematically isolated from gaining access to resources (e.g. Jobs, healthcare, civic rights, etc.) POVERTY INCIDENCE Refers to the percentage of the population with income below the poverty threshold as defined by the government. In the official Philippine methodology, this threshold may be viewed as the minimum income required to meet the food and non food basic needs of the family. EXPLANATORY NOTES
