COMPANY PROFILE
OUR MISSION:
To train and develop people and their skills in order to promote independence,
sustainability of income and enhancement of their quality of life.
INDUSTRIES EDUCATION AND TRAINING INSTITUTE (“IETI”) was established in
1991 and falls under the Further Education and Training band within the National
Qualifications Framework.
IETI is committed to the upskilling of the employed and unemployed people within
South Africa. To this end IETI offers industry-based training that reflects the current
needs and demands of learners, organizations and the greater economy.
IETI ensures that its training material is relevant and current. IETI is up to date with
the SAQA regulations and requirements that have a significant impact on the
education and training environment. The trainers are also subject matter experts in
their fields and qualified assessors. They are empowered to impart practical skills
and relevant theory to learners and then assess whether the necessary training
outcomes have been achieved.
IETI is an accredited national training provider and it is presently conducting training
in all the major provinces of South Africa. The head office is based in Cape Town,
with additional offices in Johannesburg, and Port Elizabeth with satellite offices in
Free State and North West. IETI is fully equipped to offer “MOBILE TRAINING”
when we set up a facility for training in remote areas for learners residing in outlying
areas.
IETI is achieving its purpose through the process of marketable skills development,
economic development, career path planning, Adult Basic Education and Training,
learnerships and SMME development for its target population. To this end, IETI will
influence or attempt to influence the overall training mechanism in a positive manner,
in order to fulfil the initiatives instituted by Government and the private sector.
IETI has been granted provisional registration with the Department of Higher
Education and Training as a Private Further Education and Training College until 31
December 2016 in terms of the Further Education and Training College Act, 2006.

INTRODUCTION

People with Disability and Associates Investment Company (PDAIC) is a 100% Black
owned Company of which 26% is owned by people with disability. PDAIC is honoured to
have Mr Andrew Madella a former Member of Parliament, as the chairperson of our board.
People with Disability and Associates Investment Company, a full affiliate of Industries
Education & Training Institute is also a champion for the cause of gender and disability
equality. Proof of this is that it boasts with 26% shareholding.
Employment Equity
Our Company subscribes to the principals of the Employment Equity Act No. 55 of 1998. We
have eliminated all Employment Equity Barriers in the company and are currently busy
implementing Affirmative Action measures in all our policies and procedures.
As a growing company we have a policy of promoting from within, by identifying those staff
members from the previously disadvantaged groupings who have the potential and then
providing them with the relevant training.
Preferential Procurement
We have a BEE Procurement Policy that favours procurement from BEE suppliers where
possible.
Overall objective:
To function as an accredited training organisation, in a commercially viable and fully
productive manner so as to be the acknowledged market leader in the chosen
sphere of operation.
Training objectives:
To continually participate and engage with industry, government and
communities to identify training needs and establish areas requiring training
and development.
To align IETI with industry’s training needs arising out of the Skills
Development and Employment Equity Acts on a national basis.
To identify areas where training and development will have the most beneficial
impact.
To secure funding for identified training projects specifically for the upliftment
and employment of disadvantaged unemployed people.
To establish the required training mechanism and facilities in rural and
outlying areas in order to conduct training either by establishing satellites or
through mobile training.
To execute the agreed training programmes in the most productive and
efficient manner in accordance with the philosophy of marketable skills to
generate a sustainable income.
OBJECTIVES

To maintain and exceed training standards outlined by the NQF and SAQA.
To train people to a level of competency and where applicable, to artisan
status including learnerships and apprenticeships, in order to place a highly
trained workforce at the disposal of industry.
SMME objectives:
To identify areas where training and development will have the most beneficial
impact in order to develop small businesses.
To create or assist in the creation of adequate follow-up support for learners
after conclusion of training to effectively run a small business by incorporating
organisations such as NGO’s and/or Local Business Service Centre’s.
To concentrate IETI’s efforts for the establishment of small businesses in line
with target groups identified by the Government i.e. unemployed (particularly
women), youth and differently abled individuals.
Government sponsored training
Due to the high rate of unemployment and underemployment, the Government has
provided funding for training through the National Skills Fund and other funding
windows prioritising the following:
National and Provincial Governments’ Expanded Public Works Programmes
Social plan programme (funded training for the unemployed).
Employment programme for people with disabilities.
Prisoner training programme.
Service Corps programme.
Training of retrenchees.
Training for Section 28 trade testing
SETA funded programmes
IETI has established good working relationships with many government departments,
NGO’s and community organisations. It often assists these organisations with skills
audits and surveys in identifying training needs and demands as well as recruitment
of learners and aftercare. The reputation of IETI often results in IETI being the
preferred provider for such projects.
Projects
As part of the Government’s job creation initiative, most tenders have a labour
intensive clause built in as a condition of tender. This applies particularly to rural or
semi-rural projects where local labour from that area must be utilised by the
developer/contractor to meet the condition of tender. As local labour tends to be
unskilled, the need for training is critically evident and wherever possible, IETI assists
in identifying work opportunities for learners on such projects.
TRAINING INTERVENTIONS OFFERED

Advantages of project-linked training are:
Employment is guaranteed on completion of training.
All training is fully accredited; therefore learners obtain skills that are linked to
nationally accepted norms and standards.
On successful completion of training, learners obtain a certificate that is
nationally recognised and their names are recorded on a national register
maintained by the relevant SETA.
Training is linked to an accredited career path. On completion of the required
modules, learners leave the training phase and commence work on a project.
On completion of the project, the learner may seek work elsewhere or
continue along the career path to enhance further work opportunities or
become self employed.
As the Government provides funding for the training, no costs are incurred by
the contractor, developer, local council or the learners.
Contractors linked to the programme are able to fulfil their obligations of
tenders. Without the training, there may not be skilled people within the
community for employment.
Training for the Establishment of SMME’s
Due to the lack of formal employment, the Government has prioritized its support to
assist in the establishment of small businesses. IETI has been actively involved in
this programme, often having been the catalyst behind many newly established
successful small businesses. Examples of these include electrical and appliance
installation and repair, TV and VCR repair furniture and cabinet making, welding,
bricklaying, plumbing, painting, carpentry and catering.
The programme involves identifying NGO’s and community organizations working
with previously disadvantaged communities in promoting the need for training and
development. In most cases, the organisation provides a facility that can be
upgraded into a workshop, which is run and managed by the community
organisation.
The purpose of this programme is to address the need of local people who are
unemployed and have no source of income. Although they are exposed to training,
they are unable to start their emerging businesses, as they cannot obtain “start-up
capital”.
Learnerships
A learnership is a route for learning and gaining a qualification within the National
Qualification Framework from level 1 to 10 with a view to an alternative to the
existing apprenticeship system. It includes both structured workplace experience as
well as institutional training with a training provider. IETI provides the theoretical and
practical training element of learnerships across a variety of sectors for both
employed as well as unemployed learners. Employers taking on employing learners,
receive cash grants from their respective SETA as well as tax rebates, which often

more than cover the costs of employing the learner. In addition to the grant, the
learner will have acquired new skills which will increase productivity that can be used
to generate income for employers.
Industry Training
IETI offers an extensive training programme of accredited short and long courses
(skills programmes) to employers wishing to provide their staff with training.
Such courses are also available to individuals wishing to empower themselves with
additional skills to enhance their existing or future work opportunities. Local
Authorities (councils, municipalities, and hospitals etc) have embarked upon an
extensive training programme utilising the Consolidated Municipal Infrastructure
Grant (MIG) programme. IETI works closely with many Local Government
departments and offers a wide range of skills programmes to meet their needs.
Apprenticeships
Apprenticeships offer a mixture of on and off the job training that provides you with
the skills you need for your chosen career that will also lead to nationally-recognised
qualifications. As an Apprentice you'll learn on the job and do real jobs for real
employers, so you'll be paid while you learn. Normally an apprenticeship last for
between 2-3 years and on completion of this time, candidates are able to complete a
trade test.
Recognition Of Prior Learning
IETI also offers the important function of Recognition of Prior Learning (“RPL”) for
those learners who have acquired skills through their working experience or through
past training or informal learning. IETI is able to identify what the candidate currently
knows and can do and match his/her skills, knowledge and experience to specific
assessment criteria of a qualification. The candidate is then assessed against
specific standards and given credit for the skills, knowledge and experience that they
possess. From there it is possible to identify what gaps the candidate needs to
acquire.
Trade Testing
IETI is accredited to conduct Trade Testing of apprentices (Section 13) as well as
Section 28 candidates through various SETAs.
IETI is also accredited to conduct pre-trade test assessments in order to identify
gaps, if any, in accordance with what is required to complete a trade test. “Gap”
training will then take place that can be followed by a trade test. Only candidates
who can prove that they have a minimum of 4 years relevant practical on the job
experience are eligible.

programmes that can become part of a career path that will secure sustainability of
income to the participants. It is important to note that the credits given on successful
completion of each course count towards a national qualification and forms part of a
Learnership in many industries.

Authority (EWSETA) as its primary SETA to conduct electrical learnerships, skills
programmes and trade testing.

  • 2. COMPANY PROFILE OUR MISSION: To train and develop people and their skills in order to promote independence, sustainability of income and enhancement of their quality of life. INDUSTRIES EDUCATION AND TRAINING INSTITUTE (“IETI”) was established in 1991 and falls under the Further Education and Training band within the National Qualifications Framework. IETI is committed to the upskilling of the employed and unemployed people within South Africa. To this end IETI offers industry-based training that reflects the current needs and demands of learners, organizations and the greater economy. IETI ensures that its training material is relevant and current. IETI is up to date with the SAQA regulations and requirements that have a significant impact on the education and training environment. The trainers are also subject matter experts in their fields and qualified assessors. They are empowered to impart practical skills and relevant theory to learners and then assess whether the necessary training outcomes have been achieved. IETI is an accredited national training provider and it is presently conducting training in all the major provinces of South Africa. The head office is based in Cape Town, with additional offices in Johannesburg, and Port Elizabeth with satellite offices in Free State and North West. IETI is fully equipped to offer “MOBILE TRAINING” when we set up a facility for training in remote areas for learners residing in outlying areas. IETI is achieving its purpose through the process of marketable skills development, economic development, career path planning, Adult Basic Education and Training, learnerships and SMME development for its target population. To this end, IETI will influence or attempt to influence the overall training mechanism in a positive manner, in order to fulfil the initiatives instituted by Government and the private sector. IETI has been granted provisional registration with the Department of Higher Education and Training as a Private Further Education and Training College until 31 December 2016 in terms of the Further Education and Training College Act, 2006.   • 3. 1 People with Disability and Associates Investment Company (PDAIC) is a 100% Black owned Company of which 26% is owned by people with disability. PDAIC is honoured to have Mr Andrew Madella a former Member of Parliament, as the chairperson of our board. People with Disability and Associates Investment Company, a full affiliate of Industries Education & Training Institute is also a champion for the cause of gender and disability equality. Proof of this is that it boasts with 26% shareholding. Employment Equity Our Company subscribes to the principals of the Employment Equity Act No. 55 of 1998. We have eliminated all Employment Equity Barriers in the company and are currently busy implementing Affirmative Action measures in all our policies and procedures. As a growing company we have a policy of promoting from within, by identifying those staff members from the previously disadvantaged groupings who have the potential and then providing them with the relevant training. Preferential Procurement We have a BEE Procurement Policy that favours procurement from BEE suppliers where possible. Overall objective: To function as an accredited training organisation, in a commercially viable and fully productive manner so as to be the acknowledged market leader in the chosen sphere of operation. Training objectives: To continually participate and engage with industry, government and communities to identify training needs and establish areas requiring training and development. To align IETI with industry’s training needs arising out of the Skills Development and Employment Equity Acts on a national basis. To identify areas where training and development will have the most beneficial impact. To secure funding for identified training projects specifically for the upliftment and employment of disadvantaged unemployed people. To establish the required training mechanism and facilities in rural and outlying areas in order to conduct training either by establishing satellites or through mobile training. To execute the agreed training programmes in the most productive and efficient manner in accordance with the philosophy of marketable skills to generate a sustainable income.   • 4. 2 To maintain and exceed training standards outlined by the NQF and SAQA. To train people to a level of competency and where applicable, to artisan status including learnerships and apprenticeships, in order to place a highly trained workforce at the disposal of industry. SMME objectives: To identify areas where training and development will have the most beneficial impact in order to develop small businesses. To create or assist in the creation of adequate follow-up support for learners after conclusion of training to effectively run a small business by incorporating organisations such as NGO’s and/or Local Business Service Centre’s. To concentrate IETI’s efforts for the establishment of small businesses in line with target groups identified by the Government i.e. unemployed (particularly women), youth and differently abled individuals. Government sponsored training Due to the high rate of unemployment and underemployment, the Government has provided funding for training through the National Skills Fund and other funding windows prioritising the following: National and Provincial Governments’ Expanded Public Works Programmes Social plan programme (funded training for the unemployed). Employment programme for people with disabilities. Prisoner training programme. Service Corps programme. Training of retrenchees. Training for Section 28 trade testing SETA funded programmes IETI has established good working relationships with many government departments, NGO’s and community organisations. It often assists these organisations with skills audits and surveys in identifying training needs and demands as well as recruitment of learners and aftercare. The reputation of IETI often results in IETI being the preferred provider for such projects. Projects As part of the Government’s job creation initiative, most tenders have a labour intensive clause built in as a condition of tender. This applies particularly to rural or semi-rural projects where local labour from that area must be utilised by the developer/contractor to meet the condition of tender. As local labour tends to be unskilled, the need for training is critically evident and wherever possible, IETI assists in identifying work opportunities for learners on such projects. TRAINING INTERVENTIONS OFFERED
  • 5. 3 Advantages of project-linked training are: Employment is guaranteed on completion of training. All training is fully accredited; therefore learners obtain skills that are linked to nationally accepted norms and standards. On successful completion of training, learners obtain a certificate that is nationally recognised and their names are recorded on a national register maintained by the relevant SETA. Training is linked to an accredited career path. On completion of the required modules, learners leave the training phase and commence work on a project. On completion of the project, the learner may seek work elsewhere or continue along the career path to enhance further work opportunities or become self employed. As the Government provides funding for the training, no costs are incurred by the contractor, developer, local council or the learners. Contractors linked to the programme are able to fulfil their obligations of tenders. Without the training, there may not be skilled people within the community for employment. Training for the Establishment of SMME’s Due to the lack of formal employment, the Government has prioritized its support to assist in the establishment of small businesses. IETI has been actively involved in this programme, often having been the catalyst behind many newly established successful small businesses. Examples of these include electrical and appliance installation and repair, TV and VCR repair furniture and cabinet making, welding, bricklaying, plumbing, painting, carpentry and catering. The programme involves identifying NGO’s and community organizations working with previously disadvantaged communities in promoting the need for training and development. In most cases, the organisation provides a facility that can be upgraded into a workshop, which is run and managed by the community organisation. The purpose of this programme is to address the need of local people who are unemployed and have no source of income. Although they are exposed to training, they are unable to start their emerging businesses, as they cannot obtain “start-up capital”. Learnerships A learnership is a route for learning and gaining a qualification within the National Qualification Framework from level 1 to 10 with a view to an alternative to the existing apprenticeship system. It includes both structured workplace experience as well as institutional training with a training provider. IETI provides the theoretical and practical training element of learnerships across a variety of sectors for both employed as well as unemployed learners. Employers taking on employing learners, receive cash grants from their respective SETA as well as tax rebates, which often
  • 6. 4 more than cover the costs of employing the learner. In addition to the grant, the learner will have acquired new skills which will increase productivity that can be used to generate income for employers. Industry Training IETI offers an extensive training programme of accredited short and long courses (skills programmes) to employers wishing to provide their staff with training. Such courses are also available to individuals wishing to empower themselves with additional skills to enhance their existing or future work opportunities. Local Authorities (councils, municipalities, and hospitals etc) have embarked upon an extensive training programme utilising the Consolidated Municipal Infrastructure Grant (MIG) programme. IETI works closely with many Local Government departments and offers a wide range of skills programmes to meet their needs. Apprenticeships Apprenticeships offer a mixture of on and off the job training that provides you with the skills you need for your chosen career that will also lead to nationally-recognised qualifications. As an Apprentice you'll learn on the job and do real jobs for real employers, so you'll be paid while you learn. Normally an apprenticeship last for between 2-3 years and on completion of this time, candidates are able to complete a trade test. Recognition Of Prior Learning IETI also offers the important function of Recognition of Prior Learning (“RPL”) for those learners who have acquired skills through their working experience or through past training or informal learning. IETI is able to identify what the candidate currently knows and can do and match his/her skills, knowledge and experience to specific assessment criteria of a qualification. The candidate is then assessed against specific standards and given credit for the skills, knowledge and experience that they possess. From there it is possible to identify what gaps the candidate needs to acquire. Trade Testing IETI is accredited to conduct Trade Testing of apprentices (Section 13) as well as Section 28 candidates through various SETAs. IETI is also accredited to conduct pre-trade test assessments in order to identify gaps, if any, in accordance with what is required to complete a trade test. “Gap” training will then take place that can be followed by a trade test. Only candidates who can prove that they have a minimum of 4 years relevant practical on the job experience are eligible.
  • 7. 5 Below are some of the courses offered by IETI. All are “stand-alone” skills programmes that can become part of a career path that will secure sustainability of income to the participants. It is important to note that the credits given on successful completion of each course count towards a national qualification and forms part of a Learnership in many industries.
