TENDER FOR PROJECT BUILDING INFORMATION MODELLING (BIM)
TERM SERVICES BATCH 2019

Tenders of THIRTEEN Service Agreements for providing BIM Services (2020–2022) for
32 housing projects and for central services and supports are hereby invited. Tender documents
are obtainable from Business Information Technology Unit (Construction)/Development and
Construction Division, 12th Floor, Block 3, Housing Authority Headquarters, 33 Fat Kwong
Street, Kowloon, Hong Kong.
The major scope of services includes but is not limited to the following:—
(a) To provide BIM services for planning, design, submission and tender stages of the projects
named in the Agreements and/or other un-named projects that may be added in the course
of the Agreements;
(b) To provide BIM project coaching for a project named in the Agreements and/or another
un-named project that may be added in the course of the Agreements;
(c) To provide BIM modellers to be stationed at Housing Authority Headquarters to carry
out the BIM services required by the Agreements;
(d) To update and further develop parts of Housing Authority Building Information
Modelling Standards and Guidelines Version 2.0;
(e) To coach a designated project team in DCD on BIM for quantity-take-off, asset
management and statutory amendment submission;
(f) To conduct central coaching sessions and update Housing Authority’s coaching booklet;
(g) To monitor and audit BIM deliverables of project teams under BIMSP Term Services
Batch 2019;
(h) To create and update Housing Authority’s BIM families and templates;
(i) To perform miscellaneous BIM tasks; and
(j) To carry other un-named tasks that may be added in the course of the Agreement.
Tenders must be clearly marked with tender reference and be submitted according to the
envelope arrangement described in the tender invitation letter, and reach Hong Kong Housing
Authority before the time as specified in the tender document in one of the following ways:—
(1) be deposited personally in Hong Kong Housing Authority Tender Box located at Ground
Floor, Block 2, Housing Authority Headquarters, 33 Fat Kwong Street, Kowloon, Hong
Kong; or
(2) be sent by post or courier to:—

Late tenders shall not be considered. Hong Kong Housing Authority does not bind itself to
accept the lowest or any tender, and reserves the right to negotiate with any tenderer about the
terms of the offer.
The tenderers shall meet the following mandatory tender requirements:—
(i) The Company shall have been set up in Hong Kong for at least ONE year under Company
and Business Registration at the Companies Registry of Hong Kong SAR at the time of
submission of tender; and
(ii) Upon request, the tenderers shall assist the Tender Evaluation Team to conduct visit(s) to
their Hong Kong office during the tender evaluation period.
