A clear understanding of the strengths and weaknesses of an organisation to reach their goals, will help them to develop an effective plan. However, building the plan in disregard of the external influences may imply a plan that is either too risky or ambitious or too restricted or conservative.

By making goals clear and explicit and prioritizing the plan of action in correspondance with the organisation's capabilities and the external influences, the chances are much higher that the plan is effective and will help the organisation for achieving its goals.
