1. Hawkers and Law Makers

This is the first ever verdict in the entire history of post independent judiciary system of the land, a judgment did compel us
to think twice before justifying the illegal rights in the form Human Right.
Now a day’s definition of ill tolerance is needed to be redefined as the Human right of the hawkers introspecting ongoing
inhuman activities also.
Honorable justice Samapti Chattopadhyay has served us land mark judgment with an adorable remark that ‘Hawkers are
fortunate enough that they are being rehabilitated through public exchequer” had glorified the verdict much more than ever
before. She deserves best compliments and truth has been prevailed through her visionary attitudes considered on the
delivery in favor of relief from captivity to the toiling masses.
Facts are more naïve and vividand have become beyond control. Forcible occupation not only on the roads of West Bengal,
but either site of railway track, rivers, barren land on the prime locations, land or piece of chunk owned by Governmental
agencies or surrounding of closed establishment even the corridors of powerful institution, public utilizes and of course
parking lots, pavements and paths meant for footers as an avoidance of unwarranted accidents a route of save and secured
destination, thoroughly captured by the hawkers without any legal possession.
The area known and being utilized as market place by you and me has become worst than any rural “HAAT” due toupper
floor residence and lower one shop( NICHE DUKAN---- OOPER MAKAN) concept, which favorably patronized by law makers
and promptly practiced by vendors. Disobedience of demarcation between commercial and residential zone had all along
been prescribed and time to notified but could not able to change the apparent impression of four corner, rather increased
in manifold than past scenario, due to irregular translation of the prescription in to action.
Our law makers are aware of them and about their illegalities but prefer to remain mute spectator a role played by badly
suffered citizen of affected locality.
What we have gained due to the presence of hawkers and how it had affected in our living style! Yes innumerable activities
those don’t suit with the nature of the land not even with diurnal life of rural. Mockery of law and order not only been
witnessed but did compelled many of us to became part of them and accustomed with undignified mode of living. Society
dense by law abiders have been converted in to BAZAR and gradually got an fully fledged point of regulated income for both
law makerand breaker, unfortunately being thrived at the end of every next day by ignoring legitimate claim of restriction
even if raised denounced or rejected on Humanistic ground in favor of their humane conduct.
Everybody is forced to purchase from them with no choice of qualitative option, what is being sold? in the nearest
‘authorized’ location unauthorizedly enjoyed by them. Impact of cacophonic noise in the air , appearance of dubious
character and their conversation through unparliamentrian stock of words on the piles of filthy garbage have not only vexed
us at every moment of movement but it had managed to deface the known profile of urban living. Our cities and their life
line had begun to dance to the clumsy tunes of illegal occupants.
Moreover city dwellers were introduced and forced to adapt complete lawless situational style of living in every spheres of
load full life.
Their presences invite premature deaths on road, non receipt of revenues normally incurred through basic amenities,
including electricity. Wastage of water followed by damage of metal roads, chocking of sewerage pipe lines due to im proper
shifting of garbage items piled pillar to post did able to permit more than normal water lodging and converted most of the
low land city in to a pond of all possible infectious disease, erupt from contaminated water on the arrival and departure of
each rainy days.

2. Aristocracy, and elegancy have been vanished from the behavior and atriculative approaches with an attitude of cooperation
have become story of the past culture. Villagers are living more quiet passing their days without further tension of
congestions on the way of profession but our cities are forced to wore and covered with a sheet of intoxicated materials
which signals confirmation of unhealthy standard of living with an impression of undisciplined society.
Any city dwellers could be trapped under melee and possibility of destruction could not be ignored so easily if Government
fail to arrest such illegalities or avoid to take an initiative, further worsening of environmental balance , more warming there
after change of climates, enhancement in the level of pollution or increments of pollutants in the airand degeneration of
demographic dividend and finally premature death of law abiders due to such invading collusion in the rhythms of domestic
life are rising at alarming rate, many of us your our neighbors had became victim of such consequences indirectly conceived
and promulgated through wretchedness allowed by our so-called law makers of this land.
What we have gained in the recent past due to unauthorized presence of hawkers around the locality could not be
mentioned in one line the list is endless, but most dangerous activities brought before the light being conducted under the
veil of vending by a handful vendors that, they became regulator of fake currencies, peddlers of drugs, traffickers of women
and girl child, regulatory agents of fake lottery and sellers of illicit liquors in full public view ignoring the financial as well as
security threats of the land which provides them an opportunity of decent full life through an honest profession as a
contributor not looter of the land so that their kids can enroll to become future contributor against the facilities earned and
learned from same society unfortunately considered as the land of transaction and further more accumulation of wealth by
ignoring already ailing health of entire demography. There is no exaggeration in stating that women and child trafficking,
trading of illicit liquor or gambling and fake lottery or the racket of fake currency and the pedaling of drugs even in
educational premises have become an established occupation and able to take the shape of cottage industry as any other
unlicensed manufacturing unit or ware house located in the midst of densely populated residential zone in West Bengal
West Bengal is locked with more than one international border and don’t have any visible fence to check and disallow such
serious nature of anti national activities within own land, except our local authority have to chalk out a comprehensive plan
of alternative solution. If government repeats the mistake then it would be a final blow of blunders to not only law abiders
but for the thinker and proposer of socio economic development of entire region, which is already in debt and don’t seem
early recovery as we are unable to provide minimum requirement of land to build and run a basic infrastructure badly
needed to restore investor friendly environment. There is an urgency of an, environment, a will full approach, which could
change the negativity in to dignity through decent occupation of profession not those being practiced by the looters of the
society and allowed by the people in the power for safe and secured vote bank methodology.
