Summary
1010iT is an information technology consultant company dedicated to the providing
clients with a wide range of solutions in the realm of computer information science.
1010iT is headquartered in Virginia Beach, Virginia and operates in the Mid-Atlantic
region of the United States.
1010iT is submitting this proposal to Healthy View Consultants, LLC, (HVC) for the
research, design, and implementation of a computer information network infrastructure
for five sites in the Hampton Roads, Virginia area. 1010iT designed a wide-area
network (WAN) using an internet service provider to allow connectivity between the five
local area network (LAN) sites. In addition, 10101iT designed each networks for the five
locations under assumption that there was no pre-existing infrastructure.
1010iT has also researched the necessary equipment and servers, including prices
from various vendors that will allow the creation of the desired network. This
information has been broken down by site location. HVC will need to ensure that each
site is prepared for installation by ensuring proper ventilation and power requirements
are available. All installation will occur after normal business hours, as to minimize
impact to HVC operations.
This project is expected to begin September 28, 2015 for 1010iT when we began the
research and planning of this project for HVC and is scheduled to conclude, upon
awarding of the contract, on September 15, 2016. The projected budget for this project
is anticipated to be $639,418.64, which includes labor, material, and taxes.

Introduction
History of 1010iT
1010IT was founded in Q1 of 2013, as a response to the growing technological needs of
the area. The company was founded by Jake Wactor, a military veteran and graduate
from ECPI University. He was inspired to found this organization due to his strong
leadership background and technical knowledge. The core mission of the company is to
provide IT solutions, services, and consulting to the Hampton Roads area. It also
continues to seek out new partnerships with major vendors, such as Microsoft and
Cisco. Additionally, 1010IT attends various trade shows in the area to promote its
services.
The company has since grown to nine employees with varying backgrounds, to include
several members with military experience. Its service area has also extended to outside
its headquarters in Virginia Beach, with the company adding mobile capabilities to its
fleet. All employees currently working for 1010IT are graduates from ECPI University,
and possess various industry-standard certifications in their fields. Being that they are a
fairly new organization, their plan is to solidify a stable customer base, and to expand in
terms of capability, employees, and business operations, according to demand. Our
target populations are small to medium size businesses looking for an effective, cost
friendly solution to their IT needs.

Purpose of Bid Proposal
Background for the Request for Proposal
Healthy View Consulting, LLC, (HVC) has sent out a Request for Proposal (RFP),
indicating the need to install an information technology infrastructure. According to the
RFP, HVC does not have a preexisting IT infrastructure and requests the installation for
five sites from the ground up. These five sites are located in the Hampton Roads area
of Virginia, with offices in the cities of Newport News, Hampton, Norfolk, Virginia Beach,
and Portsmouth. HVC is a new entity that has been consolidated from four existing
medical practices.
General Requirements
Identified Needs
HVC is requesting the installation of an information technology infrastructure. These
requirements are outlined below:
 Integrate the use of a combination of operating systems, such as Windows
and Linux.
 Have site to site network connectivity.
 Purchase, configure, and install new computers, printers, and networking
hardware.
 Allow the sties to leverage important networking and system resources
through the use of virtualization, cloud, and storage technologies such as
SaaS, IaaS, and PaaS.
 Deploy an information assurance and network security policies that are
HIPAA compliant, in accordance to industry standard practices.
Identified Problems
HVC has identified the following issues:
 Currently, dated computers are being used at all sites.
o Incapable of accommodating:
 Modern medical insurance and information applications.
 Support the processing demand of specific digital medical
images and graphics.
 Dot matrix printers are currently being used.
 Proprietary software dated back to 1986 is currently deployed to manage
patient information.
 Offices are currently operating on individual local area networks.
 Newport News site is a newly leased building with no IT infrastructure in
place. This site will be the central office and the hub for HVC data storage,
management, and communications.
6 | P a g e
 HVC desires patient information, accounting services, billing services, human
resource services, and insurance services be hosted on Linux operating
systems at the Newport News site and made available to all sites.
 HVC desires an internal cloud be established for various services for HVC,
such as the Web Server and Exchange Server.
Goals/Objectives
The primary goal of this proposal is to provide Healthy View Consultants, LLC, with a
comprehensive outline of the particular phases the project of a complete installation of
an information technology infrastructure. This document will illustrate the steps
necessary to accomplish this project as it will illustrate the benefits of successfully
completing the project.
Our goal is to accomplish:
 Design a network to meet the needs and requirements of Healthy View
Consultants, LLC.
 Demonstrate a “Proof of Concept” of the proposed computer information network
illustrating 1010iT’s technical expertise to successfully complete the project.
 Implement the designed network and all associated hardware as contracted.
o Implement Network File Sharing.
o Create domain for Healthy View Consultants, LLC and implement Active
Directory.
o Configure resources to be shared between sites.
o Deploy new website, allowing staff and employees to access the network
through a web portal.
o Deploy mail exchange for use by employees.
 Rigorously test designed network prior to turning designed network over to
Healthy View Consultants, LLC, for full production.
Healthy View Consultants will benefit from the implementation of the designed computer
information network by allowing full network communication and sharing of resources
between the various sites. Employees will also be more productive as they will be able
access the network from any site by using credentials generated by the domain. All
installed systems will meet HIPAA requirements, allowing Healthy View Consultants,
LLC, to remain compliant with all local, state, and federal laws, policies, and standards.
Proposed Services
The following services are recommended to be installed by 1010iT.
E-Mail and Office Services
E-Mail and Office will be linked to the user’s Office365 account. All accounts will be
maintained by the IT staff. By using Office365 as opposed to a dedicated Exchange
server, the IT staff will have an easier time maintaining, managing, and supporting the
7 | P a g e
user base. The infrastructure of Office365 is scalable and flexible according to the
growing demands of the company. The decision to implement Office365 was also
influenced by the mobile nature of HVC employees, as one of the main features of the
software suite is mobility and the ability to access mail and applications remotely.
From an end-user standpoint, the usage of Office365 allows for easier collaboration and
communication among employees. Given that Office365 is a subscription-based service
based on a number of users, the organization avoids paying a large up-front fee to
equip employees on an individual basis. Additionally, Office365’s cloud-based
architecture meets all the authentication and encryption requirements for data at rest
and in transit as dictated by HIPAA statutes.
Web Services
The main website for HVC will be HealthyView.com. Upon navigation, the user will see
a homepage that is easy to read and navigate by users of all technical skill levels.
Navigation links are clearly indicated at the top of the page. The most important
information is displayed on the homepage, to include business hours, directions, and
links to access the patient portal and new patient registration forms. The “about” page
describes the company and its staff in greater detail, to include information about the
various insurance companies HVC accepts.
The “services” page describes the various areas of healthcare available at the clinics.
The “contact” page lists the clinic’s phone number and a form that can be filled out to
acquire an appointment. The “staff login” redirects to the login screen where HVC staff
can access intranet services. The appearance of this screen is similar in functionality to
the guest/patient capture portal. Finally, the 1010 iT link is temporary and will be
removed upon contract completion. In the interim, it will function as a repository for
project-relevant documentation.
Proposed Operating Systems
Windows Server 2012 r2
Windows Server 2012 R2 is a scalable operating system with robust recovery options.
It is able to achieve a wide range of cost-effective, high-performance storage options
and the delivery of multi-tenant IT services. This operating system offers the ability to
build, deploy, operate, and monitor applications on site or via the cloud. It is able to
deploy virtual desktop infrastructure and is also able to lower storage costs.
Windows 7 Professional
7 Professional is the current standard for business client operating systems. It is able to
support up to 192 GB of physical memory. This operating system allows backup and
8 | P a g e
restore features to the local HDD, DVD, and network. It is also capable of encryption,
using the Encrypting File System.
Linux-based Operating Systems
Our Linux systems will be using CentOS for our server, which uses minimal resources
and is strictly a command line interface. Fedora 22 will be used for every one of our
client machines. Updating the servers and client machines will be done periodically from
week to week or when a massive security issue is discovered. The server will use
minimal resource consumption due to being command line. The Fedora 22 machines
can run on 2 GB of RAM, which can keep the cost of the computers down. I have
decided to use samba shares when trying to access any files on Linux with Windows.
Using a secure file server that keeps the data encrypted at rest and in motion is one of
the requirements I needed to implement on Linux. I locked down SSH in the sshd.config
file to disable root login so that no one can access our server from another machine with
all privileges. I used firewalld to lock down the any security holes if someone makes it
through our router.
Proposed Policies and Diagrams
1010iT proposes a series of policies that will allow the proposed computer information
infrastructure to operate efficiently and uniformly. These policy settings will be
discussed in more detail below.
Password Policy
The user password is the weakest security measure of any network. If the password,
along with the user name, is compromised, than an unauthorized user could gain
access to the network, potentially stealing or destroying proprietary and patient
information. To help deter this potential threat, the following policy will be added to the
domain.
Password Policy Table
Policy Setting Setting Value
Enforce password history 10 passwords remembered
Maximum password age 60 days
Minimum password age 60 days
Minimum password length 8 characters

Audit Policy
An audit policy is a powerful security tool to help maintain the security of an enterprise.
Auditing can be used for a variety of purposes, including forensic analysis, regulatory
compliance, monitoring user activity, and for troubleshooting the network. Industry
regulations in various countries or regions require enterprises to implement a strict set
of rules related to data security and privacy. In this instance, HIPAA is the governing
law. Audit policies can help implement these strict rules and policies and prove that
they have been implemented. In addition, security auditing can be used for forensic
analysis to help administrators detect anomalous behavior, to identify and mitigate gaps
in security policies, and to deter irresponsible behavior by tracking critical user activities.
As a result, a robust and comprehensive audit policy will be put into place to allow
network administrators the ability to monitor the network for security and data integrity.
All settings available to the audit policy will be implemented with the tracking of
successful attempts and attempted failures.
Information Integrity Policy
Storing data is important for any enterprise. Doing so safely is paramount. Information
should be protected from loss or corruption. This can be done using scheduled
backups of data and through the use of RAID (Redundant Array of Independent Disk).
Information Backup Policy
Backing up information will assure that all information will remain available if the primary
site the data is contained is either unreachable or an event that resulted in the loss of
the data has occurred. As such, it is recommended that all sites routinely backup their
information locally during non-business hours. Then once a week, all sites backup their
data to a central site, in this case being the Newport News site.
RAID Policy
To ensure that information integrity is maintained, the use of RAID will be implemented
to protect the information from loss or corruption. Two particular RAID levels will be
utilized. RAID level 5 and RAID level 0 will be implemented. This particular
combination is often referred to RAID level 50. This particular RAID level will balance
performance with information integrity, allowing information to be protected from disk
failure.

Health Insurance Portability and Accountability Act (HIPAA) Policy
The HIPAA security standards require written security policies and procedures,
including those that cover personnel training and sanctions for security policy violations.
Your office staff must understand basic security logic and take their role in protecting
patients’ privacy very seriously. Most security breaches occur with employees using
poor judgment or fail to follow policies or protocols in which they’ve been trained.
To store and transfer personal health information (PHI) under HIPAA compliance, any
outsourced storage associate, such as cloud storage, must be protected. The Omnibus
Rule states that these outsourced associates are held responsible if a breach has been
made.
1010IT will find out where this information will be housed and review the business
associate agreement (BAA) between Health View and the cloud service provider.
We will insure there are no improper file size restrictions by setting size limitations in
line with our security policies of our file sharing protocols. The ability to easily send
data-intensive files is a must and 1010IT is not responsible for unauthorized use of third
party data sharing systems.
File transfer security across smartphones, tablets and other devices will be
implemented as well. Built-in remote wiping functionality that allows IT to select desired
users and/or device profiles and erase all content, providing around-the-clock protection
wherever devices may go.
HIPAA data encryption is a must-have for end-to-end security. TLS encryption and also
proper encryption both in transit and at rest, at least 128-bit unique encryption key that
is not stored on the server. That means even if the server is compromised, your data is
not. Active Directory will help prevent individuals from sharing usernames and
passwords all sensitive information will be encrypted.
Link for HIPAA pdf is for reference and we will comply with all applicable updates and
rules are located at http://www.gpo.gov/fdsys/pkg/FR-2013-01-25/pdf/2013-01073.pdf.

  • 4. 3 | P a g e Summary 1010iT is an information technology consultant company dedicated to the providing clients with a wide range of solutions in the realm of computer information science. 1010iT is headquartered in Virginia Beach, Virginia and operates in the Mid-Atlantic region of the United States. 1010iT is submitting this proposal to Healthy View Consultants, LLC, (HVC) for the research, design, and implementation of a computer information network infrastructure for five sites in the Hampton Roads, Virginia area. 1010iT designed a wide-area network (WAN) using an internet service provider to allow connectivity between the five local area network (LAN) sites. In addition, 10101iT designed each networks for the five locations under assumption that there was no pre-existing infrastructure. 1010iT has also researched the necessary equipment and servers, including prices from various vendors that will allow the creation of the desired network. This information has been broken down by site location. HVC will need to ensure that each site is prepared for installation by ensuring proper ventilation and power requirements are available. All installation will occur after normal business hours, as to minimize impact to HVC operations. This project is expected to begin September 28, 2015 for 1010iT when we began the research and planning of this project for HVC and is scheduled to conclude, upon awarding of the contract, on September 15, 2016. The projected budget for this project is anticipated to be $639,418.64, which includes labor, material, and taxes.
  • 5. 4 | P a g e Introduction History of 1010iT 1010IT was founded in Q1 of 2013, as a response to the growing technological needs of the area. The company was founded by Jake Wactor, a military veteran and graduate from ECPI University. He was inspired to found this organization due to his strong leadership background and technical knowledge. The core mission of the company is to provide IT solutions, services, and consulting to the Hampton Roads area. It also continues to seek out new partnerships with major vendors, such as Microsoft and Cisco. Additionally, 1010IT attends various trade shows in the area to promote its services. The company has since grown to nine employees with varying backgrounds, to include several members with military experience. Its service area has also extended to outside its headquarters in Virginia Beach, with the company adding mobile capabilities to its fleet. All employees currently working for 1010IT are graduates from ECPI University, and possess various industry-standard certifications in their fields. Being that they are a fairly new organization, their plan is to solidify a stable customer base, and to expand in terms of capability, employees, and business operations, according to demand. Our target populations are small to medium size businesses looking for an effective, cost friendly solution to their IT needs. Mission Statement Provide our clients with expert IT solutions and consulting that is professional, cost- effective, and timely. To this end, we are dedicated to improving the information technology infrastructure and provide quality services within the Hampton Roads area.
  • 6. 5 | P a g e Purpose of Bid Proposal Background for the Request for Proposal Healthy View Consulting, LLC, (HVC) has sent out a Request for Proposal (RFP), indicating the need to install an information technology infrastructure. According to the RFP, HVC does not have a preexisting IT infrastructure and requests the installation for five sites from the ground up. These five sites are located in the Hampton Roads area of Virginia, with offices in the cities of Newport News, Hampton, Norfolk, Virginia Beach, and Portsmouth. HVC is a new entity that has been consolidated from four existing medical practices. General Requirements Identified Needs HVC is requesting the installation of an information technology infrastructure. These requirements are outlined below:  Integrate the use of a combination of operating systems, such as Windows and Linux.  Have site to site network connectivity.  Purchase, configure, and install new computers, printers, and networking hardware.  Allow the sties to leverage important networking and system resources through the use of virtualization, cloud, and storage technologies such as SaaS, IaaS, and PaaS.  Deploy an information assurance and network security policies that are HIPAA compliant, in accordance to industry standard practices. Identified Problems HVC has identified the following issues:  Currently, dated computers are being used at all sites. o Incapable of accommodating:  Modern medical insurance and information applications.  Support the processing demand of specific digital medical images and graphics.  Dot matrix printers are currently being used.  Proprietary software dated back to 1986 is currently deployed to manage patient information.  Offices are currently operating on individual local area networks.  Newport News site is a newly leased building with no IT infrastructure in place. This site will be the central office and the hub for HVC data storage, management, and communications.
  • 7. 6 | P a g e  HVC desires patient information, accounting services, billing services, human resource services, and insurance services be hosted on Linux operating systems at the Newport News site and made available to all sites.  HVC desires an internal cloud be established for various services for HVC, such as the Web Server and Exchange Server. Goals/Objectives The primary goal of this proposal is to provide Healthy View Consultants, LLC, with a comprehensive outline of the particular phases the project of a complete installation of an information technology infrastructure. This document will illustrate the steps necessary to accomplish this project as it will illustrate the benefits of successfully completing the project. Our goal is to accomplish:  Design a network to meet the needs and requirements of Healthy View Consultants, LLC.  Demonstrate a “Proof of Concept” of the proposed computer information network illustrating 1010iT’s technical expertise to successfully complete the project.  Implement the designed network and all associated hardware as contracted. o Implement Network File Sharing. o Create domain for Healthy View Consultants, LLC and implement Active Directory. o Configure resources to be shared between sites. o Deploy new website, allowing staff and employees to access the network through a web portal. o Deploy mail exchange for use by employees.  Rigorously test designed network prior to turning designed network over to Healthy View Consultants, LLC, for full production. Healthy View Consultants will benefit from the implementation of the designed computer information network by allowing full network communication and sharing of resources between the various sites. Employees will also be more productive as they will be able access the network from any site by using credentials generated by the domain. All installed systems will meet HIPAA requirements, allowing Healthy View Consultants, LLC, to remain compliant with all local, state, and federal laws, policies, and standards. Proposed Services The following services are recommended to be installed by 1010iT. E-Mail and Office Services E-Mail and Office will be linked to the user’s Office365 account. All accounts will be maintained by the IT staff. By using Office365 as opposed to a dedicated Exchange server, the IT staff will have an easier time maintaining, managing, and supporting the
  • 8. 7 | P a g e user base. The infrastructure of Office365 is scalable and flexible according to the growing demands of the company. The decision to implement Office365 was also influenced by the mobile nature of HVC employees, as one of the main features of the software suite is mobility and the ability to access mail and applications remotely. From an end-user standpoint, the usage of Office365 allows for easier collaboration and communication among employees. Given that Office365 is a subscription-based service based on a number of users, the organization avoids paying a large up-front fee to equip employees on an individual basis. Additionally, Office365’s cloud-based architecture meets all the authentication and encryption requirements for data at rest and in transit as dictated by HIPAA statutes. Web Services The main website for HVC will be HealthyView.com. Upon navigation, the user will see a homepage that is easy to read and navigate by users of all technical skill levels. Navigation links are clearly indicated at the top of the page. The most important information is displayed on the homepage, to include business hours, directions, and links to access the patient portal and new patient registration forms. The “about” page describes the company and its staff in greater detail, to include information about the various insurance companies HVC accepts. The “services” page describes the various areas of healthcare available at the clinics. The “contact” page lists the clinic’s phone number and a form that can be filled out to acquire an appointment. The “staff login” redirects to the login screen where HVC staff can access intranet services. The appearance of this screen is similar in functionality to the guest/patient capture portal. Finally, the 1010 iT link is temporary and will be removed upon contract completion. In the interim, it will function as a repository for project-relevant documentation. Proposed Operating Systems Windows Server 2012 r2 Windows Server 2012 R2 is a scalable operating system with robust recovery options. It is able to achieve a wide range of cost-effective, high-performance storage options and the delivery of multi-tenant IT services. This operating system offers the ability to build, deploy, operate, and monitor applications on site or via the cloud. It is able to deploy virtual desktop infrastructure and is also able to lower storage costs. Windows 7 Professional 7 Professional is the current standard for business client operating systems. It is able to support up to 192 GB of physical memory. This operating system allows backup and
  • 9. 8 | P a g e restore features to the local HDD, DVD, and network. It is also capable of encryption, using the Encrypting File System. Linux-based Operating Systems Our Linux systems will be using CentOS for our server, which uses minimal resources and is strictly a command line interface. Fedora 22 will be used for every one of our client machines. Updating the servers and client machines will be done periodically from week to week or when a massive security issue is discovered. The server will use minimal resource consumption due to being command line. The Fedora 22 machines can run on 2 GB of RAM, which can keep the cost of the computers down. I have decided to use samba shares when trying to access any files on Linux with Windows. Using a secure file server that keeps the data encrypted at rest and in motion is one of the requirements I needed to implement on Linux. I locked down SSH in the sshd.config file to disable root login so that no one can access our server from another machine with all privileges. I used firewalld to lock down the any security holes if someone makes it through our router. Proposed Policies and Diagrams 1010iT proposes a series of policies that will allow the proposed computer information infrastructure to operate efficiently and uniformly. These policy settings will be discussed in more detail below. Password Policy The user password is the weakest security measure of any network. If the password, along with the user name, is compromised, than an unauthorized user could gain access to the network, potentially stealing or destroying proprietary and patient information. To help deter this potential threat, the following policy will be added to the domain. Password Policy Table Policy Setting Setting Value Enforce password history 10 passwords remembered Maximum password age 60 days Minimum password age 60 days Minimum password length 8 characters Password must meet complexity requirements Enabled Store passwords using reversible encryption Disabled Account lockout duration 2880 (minutes/2 days) Account lockout threshold 3 Reset account lockout counter after 420 (minutes/7 hours)
  • 10. 9 | P a g e Enforce user logon restrictions Enable Maximum lifetime for service ticket 720 minutes Maximum lifetime for user ticket 12 hours Maximum lifetime for user ticket renewal 10 days Maximum tolerance for computer clock synchronization 5 minutes Audit Policy An audit policy is a powerful security tool to help maintain the security of an enterprise. Auditing can be used for a variety of purposes, including forensic analysis, regulatory compliance, monitoring user activity, and for troubleshooting the network. Industry regulations in various countries or regions require enterprises to implement a strict set of rules related to data security and privacy. In this instance, HIPAA is the governing law. Audit policies can help implement these strict rules and policies and prove that they have been implemented. In addition, security auditing can be used for forensic analysis to help administrators detect anomalous behavior, to identify and mitigate gaps in security policies, and to deter irresponsible behavior by tracking critical user activities. As a result, a robust and comprehensive audit policy will be put into place to allow network administrators the ability to monitor the network for security and data integrity. All settings available to the audit policy will be implemented with the tracking of successful attempts and attempted failures. Information Integrity Policy Storing data is important for any enterprise. Doing so safely is paramount. Information should be protected from loss or corruption. This can be done using scheduled backups of data and through the use of RAID (Redundant Array of Independent Disk). Information Backup Policy Backing up information will assure that all information will remain available if the primary site the data is contained is either unreachable or an event that resulted in the loss of the data has occurred. As such, it is recommended that all sites routinely backup their information locally during non-business hours. Then once a week, all sites backup their data to a central site, in this case being the Newport News site. RAID Policy To ensure that information integrity is maintained, the use of RAID will be implemented to protect the information from loss or corruption. Two particular RAID levels will be utilized. RAID level 5 and RAID level 0 will be implemented. This particular combination is often referred to RAID level 50. This particular RAID level will balance performance with information integrity, allowing information to be protected from disk failure.
  • 11. 10 | P a g e Health Insurance Portability and Accountability Act (HIPAA) Policy The HIPAA security standards require written security policies and procedures, including those that cover personnel training and sanctions for security policy violations. Your office staff must understand basic security logic and take their role in protecting patients’ privacy very seriously. Most security breaches occur with employees using poor judgment or fail to follow policies or protocols in which they’ve been trained. To store and transfer personal health information (PHI) under HIPAA compliance, any outsourced storage associate, such as cloud storage, must be protected. The Omnibus Rule states that these outsourced associates are held responsible if a breach has been made. 1010IT will find out where this information will be housed and review the business associate agreement (BAA) between Health View and the cloud service provider. We will insure there are no improper file size restrictions by setting size limitations in line with our security policies of our file sharing protocols. The ability to easily send data-intensive files is a must and 1010IT is not responsible for unauthorized use of third party data sharing systems. File transfer security across smartphones, tablets and other devices will be implemented as well. Built-in remote wiping functionality that allows IT to select desired users and/or device profiles and erase all content, providing around-the-clock protection wherever devices may go. HIPAA data encryption is a must-have for end-to-end security. TLS encryption and also proper encryption both in transit and at rest, at least 128-bit unique encryption key that is not stored on the server. That means even if the server is compromised, your data is not. Active Directory will help prevent individuals from sharing usernames and passwords all sensitive information will be encrypted. Link for HIPAA pdf is for reference and we will comply with all applicable updates and rules are located at http://www.gpo.gov/fdsys/pkg/FR-2013-01-25/pdf/2013-01073.pdf.
