2. OHSAS 18001 and ISO 45001
An occupational health & safety management system,
often called an OH&SMS, is comprised of the
Policies
Processes
Plans
Practices and
Records
-that define the rules governing how your company takes
care about occupational health and safety.
3. This system needs to be tailored to a particular company,
because only that company will have the exact legal
requirements and occupational health & safety hazards that
match their specific business processes.
Organizations worldwide recognize the need to control and
improve health and safety performance and do so with
occupational health and safety management systems
(OHSMS).
An international collaboration called the Occupational Health
and Safety Assessment Series (OHSAS) Project Group was
formed to create a single unified approach.
4. The group formed Comprised representatives from
National standards bodies,
Academic bodies,
Accreditation bodies,
Certification bodies and
Occupational safety and health institutions, with the UK’s
national standards body, BSI Group.
Drawing on the best of existing standards and schemes, the
OHSAS Project Group published the OHSAS 18000 Series
in the year 1999.
5. The Series consisted of two
specifications:
Series 18001: Which
provided requirements for
an OHS management
system and
Series 18002: Gives
implementation guidelines.
As of 2005, around 16,000
organizations in more than
80 countries were using the
OHSAS 18001
specification.
6. The OHSAS 18001 specification was updated in July
2007.
Among other changes, the new specification was more
closely aligned with the structures of ISO 9000 and ISO
14000 so that organizations could more easily adopt
OHSAS 18001 alongside existing management systems.
Later, the BSI Group decided to adopt OHSAS 18001 as a
British standard.
BSI Group subsequently adopted the updated 18002
guidance specification for publication as BS OHSAS
18002 in 2008.
7. Later BS OHSAS 18001 is
being replaced by ISO 45001,
which was published in March
2018 by the International
Organization for
Standardization.
Organizations which are
certified to BS OHSAS 18001
should migrate to ISO 45001 by
March 2021 if they want to
retain a recognized certification.
8. This promotes a safe and healthy
working environment by providing
a framework that helps
organizations to:
Identify and control health and safety
risks
Reduce the potential for accidents
Aid legal compliance
Improve overall performance
Ensure suppliers and contractors
manage risks
More focus on prevention than
control
9. One of the biggest benefits of
implementing an OH&SMS is the
recognition that comes with being
among those businesses that care
for its employees’ health and
safety
This can be achieved through
reducing incidents that can result
in workers’ injuries, and being
able to obtain insurance at a more
reasonable cost.
10. The OHSAS 18001 structure is split into
four sections.
The first three are introductory, with the
last section, split into six sub-sections,
containing the requirements for the
environmental management system
Section 4.1: General Requirements –
This section provides an overall
statement that the occupational health &
safety management system needs to be
established, documented, implemented,
maintained, and continually improved
according to the requirements of the
OHSAS 18001 standard.
11. Section 4.2: OH&S Policy – The occupational health &
safety policy helps to set the overall goals to meet the scope
of the occupational health & safety management system.
Section 4.3: Planning – There are three parts to the planning
process for the OHSAS 18001. First, the company needs to
identify the hazards and assess the risks for every work place.
Section 4.4: Implementation and Operation – This section
has many elements to consider, starting with the assignment
of resources, roles, responsibilities, and authorities.
12. Section 4.5: Checking – The monitoring and measurement,
including evaluation of compliance with legal and other
requirements, are necessary to ensure that decisions can be
made.
Section 4.6: Management Review – Hand in hand with the
records from the checking requirement is this requirement for
management to review the recorded outputs in order to ensure
that actions are progressing according to plan, and to
guarantee that adequate resources are applied to meet the
requirements.
13. After finishing all your
documentation and
implementing it, your
organization also needs to
perform these steps to ensure
a successful certification:
Internal audit
Management review
Corrective actions
14. The company certification process is divided into
two stages:
Stage One (documentation review) – The auditors from
your chosen certification body will check to ensure your
documentation meets the requirements of OHSAS 18001.
Stage Two (main audit) – Here, the certification body
auditors will check whether your actual activities are
compliant with both OHSAS 18001 and your own
documentation by reviewing documents, records, and
company practices.
15. The benefits of BS OHSAS 18001 and ISO
45001:
1. Create the best possible working conditions across your
organization.
2. Identify hazards and put in place controls to manage them.
3. Reduce workplace accidents and illness to cut related costs
and downtime.
4. Engage and motivate staff with better, safer working
conditions.
5. Demonstrate compliance to customers and suppliers.
And if work-related road safety is a concern, OHSAS 18001
can be combined with ISO 39001 Road Traffic Safety to
make sure you address the increasing risks presented to your
employees in all work related activities.
