System Specialist
 Manage the security network system; provide oversight for troubleshooting customer issues on behalf
of the U.S. Department of Behavioral Health, Saint Elizabeth Hospital (SEH).
 Manage and oversee SEH’s security operating systems by troubleshooting system issues and
resolving each problem using documented procedures, reference manuals, and acquired expertise.
 Serve as the Project Manager (PM) responsible for providing oversight in the design of the
organization’s security intrusion detection systems for 1,100 SEH employees and patients; Monitor
contractor performance to ensure that the quality of products and services is acceptable with strict
adherence to governing policies, principles, and practices in the delivery of operational management
services.
 Perform preventative maintenance on automated security equipment to ensure all systems are
operating properly.
 Receive, review, and delegate customer service ticket requests for day to day operational functions
within SEH; determine the priority level of each customer service ticket and work with outside
vendor support to resolve intricate systems issues.
 Serve as the principal advisor regarding hospital safety procedures for over 800 SEH employees and
patient; Research and brief Executive level staff of new technology upgrades for the organization’s
security systems to ensure safety of all SEH staff and patients.
 Serve as the Contracting Officer's Technical Representative (COTR) managing 1.3 million dollar
contracts; serve on the Special Projects Committee for SEH security systems upgrades which develop
acquisitions and proposals to ensure procurements are performed properly and adequately
documented.
 Oversaw source selection and reviewed technical and price proposal to ensure that fair market prices
are received, thus saving tax payer money.
 Provide contract oversight by developing and reviewing Statement of Work (SOW), Request for
Proposal (RFP) and finalizing solicitations to acquire secure electronic systems.
 Review Performance Management (PM) reports to develop quality improvement initiatives for SEH;
provide recommendations, approve service invoices and initiate contract modifications for the
procurement of security equipment to improve hospital operations.
 Manage mission critical network services such as SEH's main Fire Panel, the Perimeter Intrusion
Detection System (PIDS), Taut Wire Intrusion Detection System (TWIDS), Intercom Access Control
Systems, and the Internet Protocol Video Management Systems (IPVMS).
 Progressively take part in key technical duties which include; expert troubleshooting of systems and
hardware problem to analyze, evaluate and resolve service problems.

 Responsible for maintaining regular coordination with the Department of Behavioral Health IT
department in effectively addressing vulnerabilities regarding hospital safety, equipment shelf life,
Uninterruptible Power Supply (UPS), and identifying appropriate fixes.

Officer (CIO) regarding physical security and IT requirements pertaining to the life and safety of

Telecommunications Specialist/VOIP Technician
 Managed and addressed customer concerns regarding telecom issues which included installation of
handset/line cord, telephone placement, and connectivity issues using the Remedy Ticket System on
behalf of the Telephony Department.
 Configured voice VLAN ports within Cisco switches to support each customer’s VOIP
communication requirements.
 Installation, maintenance, and troubleshooting of CAT 6 data network, phone system (Nortel, VOIP,
Avaya); established and repaired telephone plant for DSL circuits

Category 6 cable testing, and Fiber Optical testing on extreme network systems to determine the
