7. UK BIM Alliance Manifesto
o We aim to represent and coordinate the digital transformation of our industry by supporting the
industry's implantation of Level 2 BIM.
o Our representation is independent and transparent, supported by a network that is empowered
to work in partnership with government, institutions and industry.
o We invite any group, organisation and individual to join the alliance and utilise the resources
available to maximise the impact of the implementation on BIM Level 2.
o We will provide the network and infrastructure required to implement and maintain an open
system for feedback and development of BIM Level 2 processes and standards.
o We will implement initiatives via projects that are independently funded and focused on
achieving progressive outcomes in small achievable steps.

Make a comparison to the digital transition in banking services, retail, publishing and the music industry…. Which ever you feel comfortable talking about. Talk from a consumer / end user of service point of view.
“wasn’t banking rubbish when we used cheques and had to go in to a branch to get money…. Etc”
In order to do that they needed to develop new standards for sharing information… etc etc
Why us? / This is us.
Our industry is in transition.
This was envisaged as a staged plan , through to this year with the April target for business as usual for the government depts and October for the digital validation tools.
We are right in the middle of the disruptive phase of this transition.
It isn’t comfortable, neither is it easy. There is pain, There are mixed messages both of support and those still against this change.
There are also beacons and exemplars of excellence who are leading the charge on transition to BIM ways of working.
This is about transition from analogue to digital
Paper based to Level 3 integrated, concurrent modelling in real time.
We look forward to to the IOT and IOE, and the I of Me.

As we have developed in the UK and the Level 2 standards have been put in place, we have developed a common language, a framework for industry to achieve Level 2 business as usual.

However it might be easy to think that Level 2 is a done deal.
Whilst it might appear from a Government perspective this is a done deal, certainly in terms of the central Gov depts that might be the case.
But we forget the length and depth of the long tail in our industry.
In an industry of 2.1m people, with 95% SMEs , if 10% have an understanding of BIM at the moment that might be being over optimistic!
Outside Whitehall, we have a long long way to go in getting BIM across to everyone.
The question is do we want to change ourselves or do we want this done to us as others could enter our space and take over?
To use an analogy where did Uber and AirBNB come from? Look at the effect they’ve had as digital disrupts and shakes up an industry.
Where did Kodak, Blockbuster and HMV go to? Where are they now?
These are examples of digital technologies transforming industries, winners and losers. Construction will be no different!
So by October 2016 the standards will have been updated. The central gov depts will be working to level 2 as business as usual. The level 2.org site is already up and running, which collects together standards and guidance.
This is in time for for a hand back to industry at ICE BIM 2016 and Digital Construction Week in October.
The UK BIM programme has many components but a key element was the formation of the BIM 4 Groups and Regions to help support an industry in transition, to broaden the base of interest and provide networks for support on a regional and specialist basis.
Terry Stocks continues to lead the Public Sector Depts Stewardship group , key public sector clients, and remains a key link to Government
This all links through to Level 3 and Digital Built Britain. Up to now the driver has been from the public sector, the challenge is now for the private sector to step up.
On the international stage the Level 2 suite is forming the basis of a transition to ISO and EU standards. Anne Kemp is convener for the ISO group and Mark Bew is leading the EU group.
Also globally the Level 2 package and UK expertise is being used around the world.
The BIM4s and Regions were part of the UK BIM Plan.

We now have over 50 groups linked with us and supporting us.
This is for the industry as a whole. This is not just about BIM4 groups. Our desire is to reduce overlap and conflict and to drive leadership on transformation and collaboration.

Our aim is to be project driven, with industry support.
Completion of LEXiCON – decoding the built environment will be our first project – An industry approved set of plain language & information templates
Our aim is to transcend and move across the silos.

This is for the industry as a whole. This is not just about BIM4 groups. Our desire is to reduce overlap and conflict and to drive leadership on transformation and collaboration.

Collaboration is critical for effective BIM. Our industry needs to change don’t you agree. If we don’t, that change will be forced upon us.
The development of the UKBA has been very much a collaborative effort and will continue to be.
