When after many decades of oppressionand persecution, a nation
becomes independent, among the first points of great concern is the
2. international position of the new country, the alliances targeted and
the stance taken in the major global issues.
This becomes even more critical, if the new country is the second
formed by the same nation, as in this case we have to deal with
partly liberation of the nation in question. In fact, the Albanians of
Albania became an independent country 91 years before the
Albanians of Kosova. It is only normal that many Kosovars,
Albanians, and diplomatic experts allover the world examine what
the best option for the Kosovars would be; a possible merge with
Albania and total identification with the policies of the metropolis,
Tirana? Or could it be something else?
In fact, the conditions under which Kosova became independent
constitute good reason for even greater considerations of, and
deliberations about, foreign policy among the cadres of the newly
proclaimed Balkan Republic. The fact that 27 states have so far
recognized the Republic of Kosova, and another 3 have declared their
intention to do so at a later date is indicative. Certainly, America,
Germany, England, France, Italy, and Turkey are six of the world´s
most powerful and influential states. America, England, France and
Turkey can help the newly proclaimed state by exercising their
influence and ensuring that more countries, particularly in America,
the Commonwealth, Africa and the Islamic World, recognize
Prishtina.
Spain´s objection is insignificant and simply testifies to the
isolation and the political misery in which Madrid has been
engulfed in its catastrophic opposition to the right of Catalonia,
Euskadi (the Bask country), and Galicia to secede. Sooner or later
this will happen whatsoever, and Madrid will be a second class
Hispanophone country, a far cry from Mexico, Colombia,
Argentina, and oil-rich Venezuela.
All Kosovars must know that the opposition of Russia and China
does not threaten their country at the military but at the political
level; as it happens, Tibet seems to be the first upshot in the domino
effect triggered by Kosova. There is no reason for the Tibetans to stay
under Chinese domination and tyranny, if Kosova is an independent
country. Apparently, it will take much Tibetan blood, but Tibet will
not stay Chinese for long. The same will happen to Eastern
3. Turkistan, which is more populated and larger than Tibet.
Foreign Policy traced after Kosova´s Struggle for Liberation
How to react to the political pressure exercised by China, Russia and
insignificant Spain? Kosovars have to understand that standing alone
they can achieve much more than uniting with Albania. And even
better they will honor their martyrs, if they become the vicars of their
own Cause.
To do so, the Kosovars must act at the level of the international
diplomacy as if they are still a nation struggling for its
independence. The best way for Kosova to become a small but
influential country is precisely to support those who are in the
same position in which the Kosovars had been during the long
period of subjugation that ensued from the Serbian invasion of the
Kosova vilayet of the Ottoman Empire.
It will be essential for the diplomats and the cadres of the new Balkan
state to bear in mind two key points of international diplomatic
success:
1. You don´t need to be a sizeable country to exercise a certain
influence at the level of the international politics. Norway is a
small country, roughly two times the population of Kosova, but
through a well synchronized diplomacy, Oslo is far more
influential than Colombia, Algeria, Bangladesh or Philippines.
One may interpret this as ensuing from a strong economic
background, but there are several countries as wealthy as Norway
that do not play such an influential role; Qatar, Kuwait, Bahrain,
Oman may be rich and regionally remarkable but at the
international level they cannot be compared to Norway. Malta is
another example.
2. To exercise an important role at the international level, a country
must be a fair player perfectly abiding by, and scrupulously
promoting, the established values of the times; in addition, it must
have well assessed the prevailing tendencies throughout the
world´s most undeveloped parts, and the globe´s most disfavored
peoples.
In this regard, Kosovar diplomats have to realize that the entire
4. world is ripe for a great change, similar to the excellent experience
that they, as a young nation, are living these days. As a matter of fact,
a great number of variably oppressed nations strive for
Independence, Freedom, Cultural and National Self-determination,
Historical Identity, and Justice.
Throughout the world, liberation movements mobilize forces to best
represent nations that – quite paradoxically for 2008 – seem not to be
as ´equal´ as the lucky ones, all those who are accepted UN members.
From Tibet to French Polynesia, from Ogaden to Catalonia, from
Scotland to Baluchistan, from the Oromos of ´Ethiopia´ to the
Turkmens of Iraq, from the Aramaeans of Iraq, Syria and Lebanon to
the Basks of France and Spain, a great number of long tyrannized,
humiliated, dehumanized and massacred nations keep fighting for
the same rights the Kosovars faced the pitiless Serb persecution.
Can Prishtina become a World Center for Liberation?
Instead of engaging in the well machinated inner conflict with the
Mitrovica Serbs, it will be better for Kosovars to see far and to think
big. KFOR soldiers will be able to keep the order in Mitrovica, and
the world will condemn the incredible atrocities of the racist, Neo-
Nazi Serbs who do not intend to respect the Human Rights –
Epitome of the International Law. Mitrovica belongs to Kosova, and
will remain to Kosova. More turmoil in Mitrovica means fewer Serbs
left finally there; the Mitrovica Serbs, deeply engaged in their
disastrous hatred and rancor, do not seem to understand that if they
continue to reject Kosova´s existence, the final result will be their
departure for and relocation in Belgrade.
Furthermore, it would be better for the Kosovars to let to Americans
and Europeans denounce the Russian – Chinese aberration that ends
up as ´state sanctification´. In fact, the state is not holy; it does not
consist in an Ideal or Principle. The Original Value in our modern
societies is the Human Being, and consequently the People, the
Nation – not an administrative mechanism (the state) that can at
times be terribly cruel at the detriment of a Nation.
Leaving all this behind, Kosovar diplomats must turn Prishtina into
the meeting point of all the organizations, parties, fronts, movements
and associations that strive for National Independence. In an earlier
5. article, under title ´UN Reform – Institutionalize a Tribune of the
Oppressed Peoples´, we described the need for the establishment of a
Tribune of the Oppressed Peoples, an international body – part of the
United Nations that would shelter all the organizations striving for
National Independence

at the same time an internationally official status.
Kosovar diplomats could make a first step in this direction by
inviting parties and organizations from Scotland, Corsica, Catalonia,
Bask Land, Galicia, Brittany, Occitania, Kabylia, Aram Nahrain,
Darfur, Oromia, Ogaden, Sidama Land, Anuak Land, Afar Land,
Dhofar, Bal;uchistan, Turkmenia (in Iraq), Loristan, Bakhtiaristan (in
Iran), Tibet, Eastern Turkistan, as well as representatives of the Bejas
of Sudan, the Kurds of Syria, the Azeris of Iran, and many others
originating from all five continents. Kosovar cadres and diplomats
could get an excellent experience by helping all the participants of an
International Conference of Oppressed Peoples coordinate their
movements and exchange knowledge and experience.
Prishtina would thus become the world´s first venue for all the
organizations and parties of the oppressed peoples of the entire
world. This act would demonstrate that the memories of the
terrible persecution remain alive, and that the Kosovars, by
becoming an independent nation, did not forget all those who were
and still are in the undeserved position in which they found
themselves during the terrible 1988 – 99 winter.
The rise of Prishtina as the World Capital of Morality, Justice, and
Solidarity is the best gift that today´s Kosovars can offer to
themselves and their progeny.

Kosova edhe mund të bëhet një qendër për të ndihmuar kombe e pakica kombëtare
që jan nën okupim, por kjo duhet të ndodh më vonë, mendoj unë.
Ka vende të ndryshme në mbarë rruzullin tokësor që kanë probleme, por natyra e
problemeve natyrisht është specifike për secilen nga ato .
Kosova nuk guxon të hyjë ndërmjet "konflikteve" pa i njohur mir ato.
Rasti i krhasimit të Kosoves dhe Norvegjis është pak a shumë i stilit do të ishte mirë
sikur do të mund të ishim edhe ne si ata.
Sa i përket Mitrovicës dhe veriut të vendit , mendoj se ndërkombëtarët le ta zgjidhin
problemin, por mendoj se shqiptarët duhet të jenë në gjendje gatishmërie dhe të
përciellin gjendjen dhe të shtyjnë ndërkombetaret per te kryer punen si duhet.

An earlier article about what a successful foreign policy for Kosova
should be was published at a moment the political conjuncture in
Kosova suggested rather a focus on domestic affairs. It is only normal
that many Kosovars and Albanians wrote to me to thank me for the
approach, and to underscore their present worries.
While suggesting to think big, I did not mean that Kosova should
undermine the pernicious Serbian policies that have ceaselessly been
assumed under the stamp of an extreme nationalism, perilous
chauvinism and unadulterated racism that consist in an
amalgamation of concepts and ideas that are far worse than Hitler´s
Nazism and Mussolini´s Fascism.
Neither should Kosovar diplomats, cadres, politicians and statesmen
forget Russia´s desperate attempts to create problems and frictions
between Europe and America or among the EU member states. All
these Russian endeavours pertain to a most unsuccessful effort to
maintain influence in the Balkans and to destabilize Europe up to the
point of eventually making it dependant on Russian energy and
political choices. Due to lack of earlier study, proper analysis and
adequate comprehension, the Russian policy is predestined to doom.
In fact, the Serbian plot of Russia is a matter of concern for both
America and Europe. They will have to outmaneuver it, and the
policy tools needed for this are already in place. NATO placed the
Kosovo town of Mitrovica under de facto military law on Tuesday
after riots by a Serb population caused the death of an Ukrainian UN
8. policeman, and forced the withdrawal of UN personnel.
Consequently, the NATO-led peacekeeping force KFOR and the
United Nations mission ordered all local Kosovo Serb police officers
to park their patrol cars and suspend normal duties.
The further escalation will be prejudicial only to Serbia, which will
face extra dismemberment, with the oppressed Muslims, Albanians,
Hungarians and Romanians (of Sandak and Voivodina) taking to the
streets and manifesting their rejection of the Neo-Nazi Serb police
state.
Balkans oscillating between Oppression and Mistrust
Yet, this is not the end of the colonial involvement in the Balkans.
Dangers exist for various peoples; historical truth and political
experience make our conclusion clear. Due to the long date Anglo-
French, Russian and Austrian colonial involvement, post-Ottoman
Balkans have been characterized by a binary situation that is bound
to leave a long shadow.
For decades, the Balkans, divided into meaningless states and
partitioned by disqualifying borders, lived betweenoppression and
mistrust. If there was no oppression, there was certainly mistrust; if
several forms of oppression took an end, the mistrust survives. It
would therefore be momentous to set up the structures and to
implement the policies needed so that mutual trust be built.
Of course, it will be inconsequential to expect several states that
pursue divisive and revengeful, chauvinistic policies to cooperate;
only humanist approaches and good intentions consist in real
evidence of a political will to build mutual trust. Slovenia, Croatia,
Bosnia, Montenegro may be willing to engage in an effort to
eliminate the ghosts of the past.

Serbia is still plunged in a necrolatrous, nationalistic paroxysm;
nothing can be expected from them, as long as they fail to realize that
all peoples, all nations, all historical and cultural heritages are equal
and equally important and valuable.
9. Suffice it that you read a sentence articulated earlier today by Vuk
Jerevic, the Serb minister of foreign affairs, and you realize that the
guy reverberates the worst moments of Hitler and Stalin combined;
quite shamelessly, Jerevic "asserted" that "every country that will
recognize the illegal state of Kosova breaches the international law".
It did not occur to this criminal gangster to imagine that no one
appointed him as the World´s Supreme Erudite, Foremost Judge, and
Law Interpreter, and that his idea is rejected as fallacious explanation
by the world´s most democratic and most educated political
establishments.
The dangerous terrorist Jerevic, by deliberately threatening other
countries, simply inflicted further damages to his country, as the
answer to his Neo-Nazi paroxysm was Croatia´s and Hungary´s
formal recognition of Kosova. As he fails to understand that his
values are not values and his ideas are not ideas, he reveals his total
incapacity to share civil life with others who disagree with him. This
is the essence of Neo-Nazi totalitarian criminals, who view their
opinion as the only allowed in the world.
With further parts of Serbia detached (namely Sanjaq and
Voicvodina) in the years ahead, the Serbs will have one more
opportunity to get a more illuminated inward vision of their
incredible failure. Every nationalism is indeed a flagrant case of
insensitivity and egoism; and as such, it should be denounced.
On the other hand, Bulgaria and Romania are countries characterized
by extreme weaknesses, dysfunctional administrations, and several,
oppressed, ethnic and religious groups; longer they resist to the
implementation of internationally accepted standards of democracy
and multiculturalism, stronger they make the case of the secessionists
of Transylvania, Pirin Macedonia, and other provinces.
Yet, the main threat for regional peace and stability will not come
from these states. The danger may come from artificially created
impressions, effectively spread rumors, and astutely insinuated - yet
deceptive – dreams.
Three Small but Pivotal States
10. As the newest neighbor and partner, Kosova certainly must have its
own Balkan policy; geared to ensure peace and stability in the
Balkans, and allow Kosovars pursue greater visions of foreign policy
at the global level, Prishtina´s Balkan policy must evolve around the
Triple Alliance: Macedonia, Albania and Kosova.
Prishtina should take an initiative and, immediately after the
exchange of ambassadors betweenMacedonia and Kosova, a great
project of a Triple Balkan Alliance should be launched, involving a
military treaty of common defense in case of an attack from another
state.
Albania and Macedonia would deploy their efforts to convince all
their partners to formally recognize Kosova; and Kosova would
demonstrate a great commitment to help shape a common vision for
all three countries. The three countries should first and foremost
agree to offer their citizens premium treatment in terms of cultural,
educational, social, economic and political sensitivities.
Working on both levels, educational – cultural and socio-economic –
political, Albania, Kosovo and Macedonia should promote fast
development, dramatic increase of the Foreign Direct Investment,
and infrastructure projects, while at the same time becoming, all
three, the Epitome of the Modern Multicultural Society.
The triple Alliance:Albania, Kosova, Macedonia
There are some projects that could promote mutual understanding
and respect among the three states. Mutual trust means lack of fear;
this presupposes knowledge of the ´Other´. More you know your
interlocutors, more comfortable you feel with them. What can build
then mutual trust – among Albania, Kosova and Macedonia – faster
and better than bilingual schools and universities?
It is clear that the three countries, even if combined, constitute a
small market of less than 10 m people; consequently, with the
necessary infrastructure built, there will be little to be expected from
either agriculture or industry. The triple alliance of Albania, Kosovo
and Macedonia for Peace and Stability in the Balkans should mostly
focus on Services. Education and Culture, Tourism and ICT may be
the stronger sectors to focus on.
11. Certainly, every Macedonian in Albania and every Albanian in
Macedonia must be offered education in their native tongues.
Cultural associations and political organizations must be free for all
to found, join and develop. However, Albania, Kosovo, and
Macedonia must go beyond that level.
The three countries must form common cadres and elites, all
bilingual, launch common projects, set up diverse partnerships, and
in one word view their future as one common perspective of peace
and stability. Businessmen originating from one of the allied
countries must invest excessively in the other two, and bilateral
companies must be launched in order to consolidate the local
markets.
Bilingual (Albanian / Macedonian) universities
Bilingual (Albanian / Macedonian) universities will help set up a
common approach to the Illyrian and Macedonian heritages that both
have been equally and unjustifiably discriminated by the Western
academia in the 17th – 19th century elaboration of their erroneous,
unbalanced, and fallacious Hellenism, a theory and approach upon
which the colonial establishment was based.
The correct revelation of the real identity and the value of the
Ancient Civilizations of the Illyrians and the Macedonians is a work
that has to be undertaken commonly by today´s Kosovars,
Macedonians and Albanians.
In this regard, a fresh approach to the Late Antiquity phenomena of
linguistic Greecization and Romanization should help tremendously
in dissociating Greco-phony from the Ancient Greeks, and Latino-
phony from the Ancient Romans.
The Balkans as Late Antiquity home to Oriental religions, ideologies,
philosophies and cultures should be another great project. Balkan
Christianity, Balkan Medieval Profane Movements, and Balkan Islam
should also be great projects for the bilingual Albanian /
Macedonian universities to undertake in order to dismiss forever
colonial fallacies that worked against the two Balkan nations.
12. Positioning themselves at the East – West and Islam – Christianity
crossroads, the bilingual universities of the three allied countries
could help create a World Hub for Translations that would attract
investment and experts from allover the world in view of the
translation and the subsequent diffusion of authentic Christian /
Western sources among Muslims / Easterners and authentic Islamic
/ Oriental sources among Christians / Westerners.
Like this, when the three countries will be financially strong enough
to join the European Union, they will have formed a very clear
identity, and they will have produced a great work at the level of
Culture and Education; their contribution will be necessary to
transform the present, obsolete European academic class. By
methodically acting in the aforementioned direction, Albania,
Kosovo and Macedonia have the power to outmaneuver any possible
threat, rivalry and opposition to their existence and identity. Without
any war taking place in the Balkans!
