Goals of Presentation
โ€ข Basic terms and concepts
โ€ข Helpful websites
โ€ข Provide and explain evolution of solar around the U.S.,
with examples
โ€ข Basics of regulatory fights around the U.S.
โ€“ Adding โ€˜demandโ€™ charges
โ€“ Increasing fixed charges
โ€“ โ€œValue of solarโ€ determinations
โ€“ Externalities
โ€“ Time frame used for solar v conventional power
plants
โ€“ Is solar subsidized?
Background: Energy, Electricity
and โ€œNetโ€ Energy
โ€ข Energy: transportation (oil) v. Electricity: coal, natural
gas, nuclear, solar, wind, hydropower
โ€“ Currently not much overlap, but will change as we
โ€œelectrifyโ€ transportation with light rail, electric cars, etc.
โ€ข Net Energy = the energy left after using energy to drill,
mine, transport, compress, combust, build, etc.; also
called E-ROI (Energy Return on Investment)
โ€ข Energy costs are going to rise: invest in renewables,
with higher capital costs, or fossil fuels, with increasing
costs and high Operation and Maintenance?
โ€ข โ€œExternalitiesโ€ global warming, water scarcity; also
enormous health effects from fossil fuels.
โ€ข Environmental justice issues: local, U.S., global
What Does Solar Need to
Thrive?
1. Access to the grid
2. Access to financing
How are utilities blocking?
โ€ข Lack of โ€˜third partyโ€™ markets, especially in the
Southeast, only incumbent utility can sell electricity
โ€ข Donโ€™t allow โ€˜community-ownedโ€™ community solar or
โ€˜aggregated or virtual net metering
โ€ข Barriers to PACE
โ€ข Non-transparent, unfair processes at PUCs/PSCs:
donโ€™t consider or even allow evidence of the real costs
and benefits of both dirty and clean energy
Definitions
โ€ข Rooftop, Distributed, Commercial, Utility, Wholesale
Solar
โ€ข Renewable Portfolio Standards
โ€ข Net Energy Metering (NEM)
โ€ข Avoided Cost v Retail Rate
โ€ข SRECs: Solar Renewable Energy Credits
โ€ข Grid Parity
โ€ข How Rate Design Affects Solar, i.e. Time of Use Rates
โ€ข KEY CONCEPT: When a utility owns solar, it can make
a ~10% Rate of Return; fuel and purchased power are
โ€˜pass-throughโ€™ costs that the utility does not profit from.
Solar: Rooftop, Distributed,
Commercial, Wholesale, Utility
โ€ข Rooftop generally means home-sized or small business
(4kW to 50kW)
โ€ข Distributed generally means locally-sited v larger-scale,
further from load.
โ€ข Commercial scale generally means mid-size (20kw) up
to 1MW (Wal-Mart sized).
โ€ข Wholesale means that Duke is paying only the avoided
cost rate (5-7 cents/kWh) v retail rate (11 cents/kWh).
โ€ข Utility-scale means either (1) solar is OWNED by the
utility, or (2) utility purchases solar from developer.
Definition: Renewable Portfolio
Standards
โ€ข In 29 states, plus D.C.
โ€ข Require utilities to get X% of electricity from โ€œcleanโ€
sources by X year.
โ€“ In NC, itโ€™s 12.5% by 2021
โ€“ What is โ€œcleanโ€? Nuclear?
โ€ข Each RPS is unique, see www.dsireusa.org
โ€ข Questions:
โ€“ How to pay for RPS?
โ€“ Ensure that low-income ratepayers arenโ€™t hurt
โ€“ Some RPSโ€™ have caps on bill increases (CO)
โ€“ Some states adjust budget every year (AZ)
โ€ข Distributed generation budget cut from $40M to $3M.

What is โ€œGrid Parityโ€?
โ€ข Grid parity is the
crossover point where
solar becomes equal to
the cost of conventional
generation.
โ€ข Battle of the Experts,
because it all depends
on assumptions!
โ€ข Need to look at life-
cycle costs and
realistic increases in
fuel costs.
What Does Electricity โ€œCostโ€, and
Why Is It So Hard to Determine?
โ€ข Power plants run different numbers of
hours/year (8,760 hrs)
โ€“ Nuclear: runs 93% of total hrs/yr
โ€“ Coal: ~85%
โ€“ Solar: 20-25% (sometimes 30%, AZ)
โ€ข Other issues: O&M, water use, pollution, waste
removal, labor.
โ€ข Many costs not โ€˜countedโ€™, i.e. pollution, carbon,
fuel risk.
โ€ข Value of solar not counted: no pollution, no fuel
risk, delivers electricity at high value times.
Why Do the Costs of Electricity
Vary So Much?
โ€ข Different โ€œcapacity factorโ€ for each type
of plant: solar generates electricity during
the day, natural gas has high and volatile
fuel costs, coal compliance costs are
increasing.
โ€ข How much are fuel costs increasing/yr?
โ€ข How much will nuclear decommissioning?
โ€ข How much will the cost of solar, wind and
other clean energy solutions decrease?
โ€ข What about water supplies?
SRECs: Say What?!
Source: http://www.srectrade.com/srec_markets/introduction
SRECs are Solar
Renewable Energy
Credits, which help to
fund solar energy until it
reaches โ€œgrid parityโ€, i.e.
costs the same as
conventional electricity.
The SREC market exists
in the Northeast and
Midwest, rapidly
changing.
Current SREC prices range from $41
(DE, OH) to $480/REC (D.C.)
Clean Energy Impact on NC
Ratepayer Bills
โ€ข $0.41 per month (flat fee) for compliance with
the North Carolina Renewable Efficiency
Portfolio Standard (REPS)
โ€ข $2.74 per month (average) paid to commercial
solar producers selling to Duke
โ€ข $3.84 per month (average) for energy
efficiency
โ€ข Butโ€ฆ
โ€ข ~$22-38/month for fossil fuel purchases.

From Dukeโ€™s Executives
Jim Rogers:
โ€ข utility monopolies are being โ€˜eroded.โ€™ Industry is
like a โ€˜frogโ€™ getting heated up in boiling water.
โ€ข Without large building projects, nothing to drive
earnings.
โ€ข Aging infrastructure with big costs.
โ€ข Greater pressure on grid from increased storms.
โ€ข Power demand is anemic or declining.

Whatโ€™s So Great About Solar?
Solar PV (not Concentrating Solar Power or CSP):
โ€ข Uses no water, produces no waste
โ€ข Very low maintenance and operation costs
โ€ข Very simple construction
โ€ข Saves money on pollution costs, nuclear waste
costs, coal ash, coal waste, acid rain, and FUEL!
โ€ข North Carolina spends $1.6 BILLION/year on
imported coal (high was $2.36 BILLION/year)

Total Installed Solar!
โ€ข North Carolina: 213 solar companies,5,950 employees
โ€ข 2015: $1.689 billion invested in solar
โ€ข NCโ€™s current total installed solar: ~2,300 MW, ranks
the state third in the country in installed solar capacity;
enough to power 245,000 homes.
โ€ข Installed solar PV system prices in the U.S. have
dropped steadily- by 12% from last year and 66% from
2010
โ€ข However, 93% of NCโ€™s solar is due to federal law,
PURPA, which DUK tried to kill at NCUC and NCGA

Solar across-the-us-oct-2016

  • 1. Nancy LaPlaca, J.D. LaPlaca & Associates LLC Laplaca.nancy@gmail.com 480-359-8442
  • 2. Nancy LaPlaca, Who Am I? โ€ข ASU: Bachelor Fine Arts, J.D., College of Law โ€ข 3.5 years: Policy Advisor, AZ Corporation Commโ€™r Paul Newman โ€ข Staff co-chair for the Environment Cmte at the Natโ€™l Assโ€™n Regulatory Commโ€™rs โ€ข 3 years as public interest intervener at Colorado Public Utilities Commission โ€ข 5 years Congressional staff for AZ Representatives Morris K. Udall and Karan English โ€ข 3 years as Senior Energy Analyst for NC WARN www.ncwarn.org
  • 3. Goals of Presentation โ€ข Basic terms and concepts โ€ข Helpful websites โ€ข Provide and explain evolution of solar around the U.S., with examples โ€ข Basics of regulatory fights around the U.S. โ€“ Adding โ€˜demandโ€™ charges โ€“ Increasing fixed charges โ€“ โ€œValue of solarโ€ determinations โ€“ Externalities โ€“ Time frame used for solar v conventional power plants โ€“ Is solar subsidized?
  • 4. Background: Energy, Electricity and โ€œNetโ€ Energy โ€ข Energy: transportation (oil) v. Electricity: coal, natural gas, nuclear, solar, wind, hydropower โ€“ Currently not much overlap, but will change as we โ€œelectrifyโ€ transportation with light rail, electric cars, etc. โ€ข Net Energy = the energy left after using energy to drill, mine, transport, compress, combust, build, etc.; also called E-ROI (Energy Return on Investment) โ€ข Energy costs are going to rise: invest in renewables, with higher capital costs, or fossil fuels, with increasing costs and high Operation and Maintenance? โ€ข โ€œExternalitiesโ€ global warming, water scarcity; also enormous health effects from fossil fuels. โ€ข Environmental justice issues: local, U.S., global
  • 5. What Does Solar Need to Thrive? 1. Access to the grid 2. Access to financing How are utilities blocking? โ€ข Lack of โ€˜third partyโ€™ markets, especially in the Southeast, only incumbent utility can sell electricity โ€ข Donโ€™t allow โ€˜community-ownedโ€™ community solar or โ€˜aggregated or virtual net metering โ€ข Barriers to PACE โ€ข Non-transparent, unfair processes at PUCs/PSCs: donโ€™t consider or even allow evidence of the real costs and benefits of both dirty and clean energy
  • 6. Definitions โ€ข Rooftop, Distributed, Commercial, Utility, Wholesale Solar โ€ข Renewable Portfolio Standards โ€ข Net Energy Metering (NEM) โ€ข Avoided Cost v Retail Rate โ€ข SRECs: Solar Renewable Energy Credits โ€ข Grid Parity โ€ข How Rate Design Affects Solar, i.e. Time of Use Rates โ€ข KEY CONCEPT: When a utility owns solar, it can make a ~10% Rate of Return; fuel and purchased power are โ€˜pass-throughโ€™ costs that the utility does not profit from.
  • 7. Solar: Rooftop, Distributed, Commercial, Wholesale, Utility โ€ข Rooftop generally means home-sized or small business (4kW to 50kW) โ€ข Distributed generally means locally-sited v larger-scale, further from load. โ€ข Commercial scale generally means mid-size (20kw) up to 1MW (Wal-Mart sized). โ€ข Wholesale means that Duke is paying only the avoided cost rate (5-7 cents/kWh) v retail rate (11 cents/kWh). โ€ข Utility-scale means either (1) solar is OWNED by the utility, or (2) utility purchases solar from developer.
  • 8.
  • 9. Definition: Renewable Portfolio Standards โ€ข In 29 states, plus D.C. โ€ข Require utilities to get X% of electricity from โ€œcleanโ€ sources by X year. โ€“ In NC, itโ€™s 12.5% by 2021 โ€“ What is โ€œcleanโ€? Nuclear? โ€ข Each RPS is unique, see www.dsireusa.org โ€ข Questions: โ€“ How to pay for RPS? โ€“ Ensure that low-income ratepayers arenโ€™t hurt โ€“ Some RPSโ€™ have caps on bill increases (CO) โ€“ Some states adjust budget every year (AZ) โ€ข Distributed generation budget cut from $40M to $3M.

  • 19. What is โ€œGrid Parityโ€? โ€ข Grid parity is the crossover point where solar becomes equal to the cost of conventional generation. โ€ข Battle of the Experts, because it all depends on assumptions! โ€ข Need to look at life- cycle costs and realistic increases in fuel costs.
  • 20.
  • 21. What Does Electricity โ€œCostโ€, and Why Is It So Hard to Determine? โ€ข Power plants run different numbers of hours/year (8,760 hrs) โ€“ Nuclear: runs 93% of total hrs/yr โ€“ Coal: ~85% โ€“ Solar: 20-25% (sometimes 30%, AZ) โ€ข Other issues: O&M, water use, pollution, waste removal, labor. โ€ข Many costs not โ€˜countedโ€™, i.e. pollution, carbon, fuel risk. โ€ข Value of solar not counted: no pollution, no fuel risk, delivers electricity at high value times.
  • 22. Why Do the Costs of Electricity Vary So Much? โ€ข Different โ€œcapacity factorโ€ for each type of plant: solar generates electricity during the day, natural gas has high and volatile fuel costs, coal compliance costs are increasing. โ€ข How much are fuel costs increasing/yr? โ€ข How much will nuclear decommissioning? โ€ข How much will the cost of solar, wind and other clean energy solutions decrease? โ€ข What about water supplies?
