Stratton News has been contacted recently a few times by
concerned and upset residents about dogs barking persistently during the
day, often setting off other dogs, resulting in a cacophony of sound.
The RSPCA recognises that there are a variety of situations that you may be
concerned about and they give various links to follow to get advice and further
support - website: www.rspca.org.uk/adviceandwelfare
1. Dogs Barking. Dogs bark for many reasons and may not necessarily be in
distress. In the first instance, please contact your local authority and make
a noise complaint. They will contact us if they have further welfare
concerns.
You can speak to the Dog Warden on Cotswold Council 01285 623000
2. Separation-related behaviour. It's possible the owner isn't aware that their
dog is barking while they're away. Please let the neighbour know what's
going on while they are out. They might find this guide helpful:
www.rspca.org.uk/adviceandwelfare/pets/dogs/behaviour/
separationrelatedbehaviour. This sets out different signs of your dog’s
distress and how to handle it.
3. Talk to your neighbour. Before making a formal complaint or getting others
involved, try to discuss the problem with your neighbour.
If you’re worried about approaching them, write a letter, explaining the
problem clearly and sticking to the facts.
If the problem affects other neighbours, involve them as well. It can be
easier to settle a dispute if the complaint comes from a number of people.
4. Report a barking dog to your local authority. See web link: www.gov.uk/
how-to-resolve-neighbour-disputes/talk-to-your-neighbour. This link walks
you through a series of scenarios and how to deal with them or who to
contact. There are also phone numbers you can call.
5. Dog kept outdoors. It isn't illegal to keep a dog outside, but they must
have access to adequate shelter, food and water. It can be frustrating but
we're only able to act when there is a concern about the dog's health and
welfare.
Find out more about dogs being kept outside on website link:
www.rspca.org.uk/adviceandwelfare/pets/dogs/environment/livingoutside.
If you've seen the dog and are concerned that they are sick or injured,
please call RSPCA on 0300 1234 999.
Get practical advice from Citizens Advice to deal with these problems and
other common neighbour disputes, like noise and rubbish.
Their Helpline number is 0808 800 0511 - Monday to Friday 10am to 4pm.
