So I have set out some of reasons why the Lords is important to legislative process and how to find out information about a Bill. The next issue is - How, were someone want to, would someone who wished to inform that debate do so? In the Lords there is Public Bill Committee like in the Commons which widens the pool of possible participants. So you would need to do some homework on who would be interested in speaking/tabling amendments to a particular Bill. There are a number of ways to do so which does not resort to using a famous search engine. Second reading on a particular Bill is a good place to start – either a previous Bill on the same topic or by going the Lords Whips website and finding the speakers list. Alternatively the biographical information for each Member is on the parliament website and this lists their policy interests. Each party will also have their spokesperson for particular policy areas and, again, these are on the House of Lords pages of the parliament website.
