4. The sources of funding of the Host Institute, specially NGOs, and its audit reports for the preceding three years should be studied to know the financial position and stability of the Host Institute
site should be surrounded with sufficient number of villages having farmers, farm women, labourers etc.
The farm area should be a piece of contiguous land, cultivable with permanent source of water supply at least for drinking and part of the area to be irrigated
Place should have educational and other civic facilities for the staff and their families.
The location of KVK may be as far as possible in the central part of the tehsil and easily accessible.
Plan of the location of the proposed land in the district along with the development plan of the land should accompany the proposal.
The organization should have clear and marketable title to the land/property.
The land should be free from all encumbrances, attachments and litigation.
The land proposed should be absolute property of the organization and not a single or joint property in the name of any individual

Krishi Vigyan Kendras (Farm Science Centre), an innovative science based institutions, were thus established mainly to impart vocational training to the farmers and field level extension workers. The concept of vocational training in agriculture through KVK grew substantially due to greater demand for improved agricultural technology by the farmers. They not only required knowledge and understanding of the intricacy of technologies, but also progressively more and more skills in various complex agricultural operations for adoption on their farms

Agronomy-Low yield due to improper management in Gram and wheat

Planning and conducting survey of the operational area in order to prepare the resource inventory with special reference to identifying the training needs of the farming community.
Planning and conducting production- oriented, need-based short and long duration training courses both on campus as well as in the villages for various target groups with priority on the weaker and the poor.
Developing and organizing non-formal educational programmes by way of field days, farm visits, farmers fair, radio talk, Farm Science clubs etc. as the follow up information support to training courses. Imparting some general education to rural illiterates and school drop-outs in order to make them not only good farmers but also better citizens.
Organizing farm science clubs, both in rural schools and in villages in order to induce in younger generation a liking for and an interest for agricultural and allied sciences and scientific farming through supervised projects. Providing practical facilities of the Kendra to the teachers and the students of the vocational agriculture of the higher secondary schools.
Developing and maintaining the campus farms and demonstration units on scientific lines as the facilities for providing work experience to the trainees as also disseminating the latest technical know how.
Providing added training facilities in the areas for home making and nutrition education for rural community.
Gradually enlarging the training facilities to encompass other important areas such as home crafts , cottage industries etc. consistent to the requirements of the Integrated rural Development in collaboration with concerned organization.
Implementing all such schemes of the ICAR and other related organizations which intend to strengthen the training programmes of the Kendra.

- In case of State agricultural universities/Govt. organizations Executive order from the competent authority should be provided for the allotment of the land for the purpose of KVK and it should be accompanied by the proof for the ownerships of the land in the form of RTC/lease deed.
-In case of site proposed by NGOs, the following conditions to be adhered.
-The land proposed should be absolute property of the organization and not a single or joint property in the name of any individual.
-The land should be free from all encumbrance, attachments and litigation.
-The organization should have clear and marketable title to the land/property.
-The NGO should mortgage the land in favour of ICAR
-Plan of the location of the proposed land in the district along with the master plan of the land should accompany the proposal.
-The location of KVK may be as far as possible in the central part of the district/tehsil and easily accessible.
-Place should have educational and other civic facilities for the staff and their families.
-The farm area should be a piece of contiguous land, cultivable with permanent source of water supply at least for drinking and part of the area to be irrigated.
-The KVK site should be surrounded with sufficient number of villages having farmers, farm women, labourers etc.
-The Host Institute, including NGO, should have experience in agricultural and rural development work for a minimum period of three years immediately -preceding the year in which sanction is sought.
-The sources of funding of the Host Institute, specially NGOs, and its audit reports for the preceding three years should be studied to know the financial position and stability of the Host Institute before sanctioning a KVK.
Financial -ICAR provides fund for the implementation of KVK scheme through the Zonal Project Directorates. Fund is released to the KVKs through the respective Host Organizations strictly based on the financial rules and procedure issued by the GOI (GFR, 2005) and ICAR from time to time.
In the case of KVKs under State Government, funds are released to the Head of the Finance and Accounts wing of these organizations who in turn should transfer the funds to the respective KVK account without any delay under intimation to the Zonal Project Directorate. The fund should be invariably be transferred through electronic mode.
