Mayor Greg Ballard will focus on what’s needed to move Indianapolis to the next level in his fourth-
annual State of the City address Thursday.
The theme will include putting “the needs of the next decade ahead of the next day, next year or next
election,” according to excerpts released Wednesday.
Ballard, a Republican who faces re-election in November, also will discuss the need to improve the city’s
core urban neighborhoods “with better infrastructure, better education and better amenities.”

“Basically, we must build an attractive urban environment,” Ballard’s speech excerpts read.
Part of the speech also is expected to include discussion about a possible redevelopment opportunity
near downtown.
He will tout the city’s record at bringing in jobs last year and Indianapolis’ fiscal position, both issues
local Democrats will likely dispute.
The speech will take place at 5:30 p.m. at the Indianapolis Artsgarden downtown.
It was rescheduled from its original date in January because of the fatal shooting of Indianapolis
Metropolitan Police Department Officer David Moore, who passed away Jan. 26.
