Why the World Bank?
The Ark Earth Proposition can only be mechanized through the
World Bank Group. The Ark Earth Proposition can build upon existing
Open-Data Governance (ODG) and Crowdsourcing as a tactical
approach to the popularizing knowledge societies and the Knowledge
Society Corp. Collectively, the effect is Ark Earth Brand is the Seal of
Certification for applicable sustainable innovations in agriculture,
industry, technology, and knowledge. Through innovation and capital
investment the Ark Earth Proposition proposes:
 to strengthen economic regimes using the Innovative System as the
locomotive for knowledge-based banking synthetics and to strengthen
economic and institutional regimes by utilizing the KSC for production,
management, and use of knowledge.
 to model, modernize, and deploy a sustainable civilization progression

The Ark Earth Foundation

The Ark Earth Foundation is a proposed
foundation and only exist as a modeling entity.
The proposed AEF is a Type One Civilization
(T1C) progression initiative that encompasses
the launch of the knowledge economy via
engineering of a civilization advancement using
sustainable innovations. The proposed AEF will
achieve its goals through the coupling of rapid

According to the World Bank’s Knowledge
Assessment Methodology (KAM) a country
needs four core strengths to adopt a
knowledge economy:
1)   A sound economic & institutional regime.
2)   Education.
3)   Information infrastructure.
4)   An innovation system.
Crowdsourcing Civil and Social Changes
The full adoption to a Knowledge Economy is best absorbed
through the proposed World Bank crowdsourcing initiative.
Economic viability will require knowledge providers to create
the intellectual base essential to meet present and future
ecological, civil and social equitability. Some of the anticipated
changes include:
   A participating country’s IT work force and business models will
    increasingly become more home based micro-enterprises.
   A participating country will require political, tax and tariff reform as well as
    infrastructure build-outs using the Ark Earth Brand for KSC Certified
    sustainable energy, telecommunications, education, healthcare,
    transportation, and information trusts.
   A participating country must be at peace and will require global
    membership to the Knowledge Society Corp (KSC). The KSC as a
    membership driven rank and file organization would operate under
    different economic policy a.k.a. the Knowledge Economy.
Surviving the Millennium
In order to survive this millennium Systemic solutions must
take upon a systems approach. Such systems innovations
would harness their symbiotic relationship as a unified
working method. The use of Distributed Intelligence is
essential to the innovation of systems. Distributed Intelligence
provides for knowledge production among firms, research
centers, institutions, universities, think tanks, consultants, and
other organizations. The following criteria are results of
Distributed Intelligence and the basis for creating a unified
working method:

Purpose for the Ark Earth Foundation
The purpose of the proposed Ark Earth Foundation is to use
Axiological value assessed knowledge economy Institutional
Regime’s intellectual paradigm level to accommodate
sustainable initiatives regionally and sub-regionally. The AEF
encourages ranking of participating institutions by their ability
to propagate a sustainable progression in science to improve
upon and quantify economic and ecological results oriented
programs. This level of mechanization is recognized by the
Axiological process of certification and the Axiological
assessed strength of the certifying institution. The
proposition for the Ark Earth Foundation is to provide a T1C
Memberships for communities and countries that meet the
requirements to participate in the knowledge economy as a
World Bank client. The proposed Ark Earth Foundation also
provides a regiment of T1C Certified products and services
ranked by an Institutional rating.

What is an Intelligent Agent?
 The technology part of the Innovative System is made up of two
 components: 1) Axiology Ontology Wizard and 2) Qaaba (SI) Inference
 Engine. The Axiology Ontology Wizard is an computer software assistant
 for disseminating, creating, and managing Axiological Resource
 Descriptive Frameworks (ARDFs) that are loaded into the Intelligent
 Agent. The architecture of an intelligent agent is made up of three parts:
 1) ARDFs, 2) computer and Internet data, and 3) the model animator.

    Intelligent Agent.
   To be provisioned with interoperability to transact in the
    knowledge economy sector in order to effect commerce

    community public works.
   To be provisioned with the capability to establish sustainable

    Value Centers within knowledge economy client countries.
   To be provisioned and to make recommendation for T1C

 the key to the dimensioning of its own virtual relationships

Career in the Knowledge Society Corp

The proposed Knowledge Society Corp provides
four enlistment levels of retirement ranging from
retaining certain economic benefits to a full citizen
retirement plan. The terms of the enlistment provides
the KSC Citizen with a specified life sciences degree
in exchange for service.
   Once completing the first initial 13 year enlistment the Citizen is eligible
    for retaining certain economic benefits.
   Second term is a 7 year reenlistment which provides ½ retirement and
    is the continuation of the first enlistment.
   The third term is a 7 year continuation of the first enlistment or
    academic service and provides a ¾ retirement plan.
   The fourth term is a 7 year continuation of the first enlistment or
    academic service and provides a full retirement plan.

The Community, Regional, and National Knowledge Centers and
Information Trusts make for the rapid deployment and capital
investment of open governance, education, healthcare, and consumer
and personal practices across rural America and other potentially KAM
qualified countries. The mapping of knowledge assets and capabilities

The Ark Earth Proposition can build upon existing Open-Data Governance (ODG) and Crowdsourcing as a tactical approach to the popularizing knowledge societies and the Knowledge Society Corp. Collectively, the effect is Ark Earth Brand is the Seal of Certification for applicable sustainable innovations in agriculture, industry, technology, and knowledge. Some of the anticipated changes include:  A participating country’s IT work force and business models will increasingly become more home based micro-enterprises.  A participating country will require political, tax and tariff reform as well as infrastructure build-outs using the Ark Earth Brand for KSC Certified sustainable energy, telecommunications, education, healthcare, transportation, and information trusts.  A participating country must be at peace and will require global membership to the Knowledge Society Corp (KSC). The KSC as a membership driven rank and file organization would operate under different economic policy a.k.a. the Knowledge Economy.

Such systems innovations would harness their symbiotic relationship as a unified working method. The use of Distributed Intelligence is essential to the innovation of systems. Distributed Intelligence provides for knowledge production among firms, research centers, institutions, universities, think tanks, consultants, and other organizations. The following criteria are results of Distributed Intelligence and the basis for creating a unified working method:  Change and the ability to implement change.  Information dissemination without structured processes.  The system must be declarative so that non-programmers can manage and support the deployment.
