Union Budget
 The Union Budget of India, also referred to as the Annual
financial statement in the Article 112 of the Constitution of
India, is the annual budget of the Republic of India.
 Government presents it on the first day of February so that
it could be materialized before the commencement of new
financial year in April. Till 2016 it was presented on the
last working day of February by the Finance Minister of
India in Parliament.
 The budget, which is presented by means of the
Finance bill and the Appropriation bill has to be
passed by both the Houses before it can come
into effect from April 1, the start of
India's financial year.
 The first Union budget of independent India was
presented by R. K. Shanmukham Chetty on
November 26, 1947.
Indian Education Sector
 The Indian education sector is one of the
largest sunrise sectors contributing to the
country’s economic and social growth.
 The Indian education system, considered as
one of the largest in the world, is divided into
two major segments of core and non-core
businesses.
 While, schools and higher education for the
core group, the non-core business consists of
pre-schools, vocational training and coaching
classes.
Highlights for Education Sector Union
Budget 2012-13
 25,555 crore provided for ( Right to education- Sarva Sikhsha
Abhiyan ) RTE-SSA.
 6,000schools proposed to be set up at block level as model schools
in Twelfth Plan.
 3,124 crore provided for Rashtiya Madhyamik Sikhsha Abhiyan
(RMSA) representing an increase of 29 per cent over BE 2011-12
 To ensure better flow of credit to students, a Credit Guarantee Fund
proposed to be set up.
Impact (2012-2013)
 The government had given liberal grants to few
institutions of higher education ranging from
Rs. 10 crore-Rs. 100 crore, most students from these
institutions end up joining the private sector and few
are inclined to join public sector.
Highlights for Education Sector Union
Budget 2013-2014
 Rs. 4,727 crore for medical education, training and research.
 Rs. 1650 crore allocated for six AIIMS- like institutions.
 Allocation of Rs. 65,867 crore to the Ministry of Human Resource Development,
an increase of 17 percent over the RE of the current year.
 27,258crore provided for Sarva Shiksha Abhiyaan (SSA).
 Rs. 5,284 crore allocated to Ministries/ Departments in 2013-14 for scholarships to
student belonging to SC, ST. OBC, Minorities and girl children.
 MidDay Meal Scheme (MDM) to be provided Rs.13,215 crore.
 Government committed to the creation of Nalanda University as a centre of
educational excellence.
Impact (2013-2014)
 Thrust on education by increasing allocation goes well for
education sector and Education companies like Educomp,
Everonn, NIIT Everonn Education will be benefit from
allotment of fund to National Skill Development Fund
which is formed to motivate youth to voluntarily join skill
development programmes.
 Everonn has entered into a JV with the Union
government’s NSDC to train 1.5 crore people in various
technical streams over the next 10 years.
Highlights for Education Sector Union
Budget 2014-2015
 Government would strive to provide toilets and drinking water in all the girls
school.
 An amount of Rs. 28,635 crore is being funded for Sarva Shiksha Abhiyan.
 Rs. 4,966 crore for Rashtriya Madhyamik Shiksha Abhiyan.
 A School Assessment Programme is being initiated at a cost of Rs. 30 crore.
 A sum of Rs. 100 crore for setting up virtual classrooms as Communication
Linked Interface for Cultivating Knowledge( CLIC) and online courses.
 Five more IITs and IIMs.
 Government also proposes to ease and simplify norms to facilitate education loans
for higher studies.
Impact (2014-2015)
 Increased budgetary allocation for primary & secondary education expected to
positively impact the quality of infrastructure & teaching- May also help in
curbing the drop-out rate.
 The school assessment program is expected to gauge the quality through various
parameters such as levels of student learning outcomes, quality of teaching by
teachers etc. Such information will be useful for parents &students to make a more
informed choice about schools.
 Assistance for scaling up of existing technical institutions and establishments of
new institutions of national importance such as IITs, IIMs and AIIMS is expected
to boost the intake capacity and improve access
 Increased thrust on embracing technology through online courses and virtal
classrooms likely to benefit the masses by making quality education available at a
click of a button.
Highlights for Education Sector Union
Budget 2015-2016
 A total of Rs. 68,968 crore has been allotted to the education sector in the Union
Budget 2015.
 For the year 2015-2016, the government allocated Rs 26,855 crore to the
department of higher education under the human resource development (HRD)
ministry compared to Rs 23,700 crore in 2014-15, registering an increase of 13.31
per cent.
 Upgrading over 80,000 secondary schools and add or upgrade 75,000
junior/middle to the senior secondary level. This is a focus towards quality
education.
Highlights for Education Sector Union
Budget 2015-2016
 Scheme to get Rs.500 cr for promoting entrepreneurship among SC/ST
 10 public and 10 private educational institutions to be made world-class.
 Digital repository for all school leaving certificates and diplomas. Rs. 1,000 crore for
higher education financing.
 Rs. 1,700 crore for 1500 multi-skill development centres.
 62 new navodaya vidyalayas to provide quality education
 Digital literacy scheme to be launched to cover 6 crore additional rural households
 Entrepreneurship training to be provided across schools, colleges and massive online
courses.
 Objective to skill 1 crore youth in the next 3 years under the PM Kaushal Vikas Yojna-
FM Jaitley
 National Skill Development Mission has imparted training to 76 lakh youth. 1500
Multi-skill training institutes to be set up.

Highlights for Education Sector Union
Budget 2017-18
 Will introduce a system of measuring annual learning outcomes and
come out with an innovation fund for secondary education.
 Focus will be on 3,479 educationally-backward blocks.
 Colleges will be identified based on accreditation.
 Skill India mission was launched to maximise potential. Will set up
100 India International centres across the country.
 Courses on foreign languages will be introduced.
 Will take steps to create 5000 PG seats per annum.
 The Ministry also proposed the setting up of a National Testing
Agency for all Entrance Exams. The step is proposed to release
CBSE from the additional task of conducting such examinations
and focus its primary task of disseminating quality education.
 In respect of Skill Development, Arun Jaitely also set aside 4000
crores towards SANKALP program for Skill Development for
training of 1 crore youth.
 No further measures were introduced in terms of Education Loan.
Analysis of Union Budget 2017
 Overall, the Union Budget 2017-18 has pegged an outlay of
Rs79,685.95 crore for the education sector for financial year 2017-
18, up from Rs72,394 crore in 2016-17—a 9.9% rise. Of the total
outlay, Rs46,356.25 is for the school sector and the rest for higher
education.
 the budget allocates Rs250 crore for capital expenditure for setting
up of higher education financing agency up from a token Rs1 crore
last year.
 The world class institutions plan has been allocated Rs50 crore and
the prime minister’s research fellowship, a new entrant in the budget
has got Rs75 crore.
 The Indian Institutes of Technologies have been allocated
Rs7,856 crore in this budget, up from around Rs5,000 crore in
the last budget.
 Sarva Shiksha Abhiyan, the flagship central scheme for
universalization of school education has been given Rs23,500
crore, up from Rs22,500 crore in last budget.
 The mid-day-meal programme has been allocated Rs10,000
crore, up by Rs300 crore from the last budget.
 the IIMs will get Rs1,030 crore in 2017-18 including Rs190
crore for setting up of new IIMs. In 2016-17, the government
had allocated Rs730 crore to IIMs, which was raised to
Rs857.78 crore in the revised estimate.

Union Budget Impact on Indian Education Sector 2012-2017

Union Budget  The Union Budget of India, also referred to as the Annual financial statement in the Article 112 of the Constitution of India, is the annual budget of the Republic of India.  Government presents it on the first day of February so that it could be materialized before the commencement of new financial year in April. Till 2016 it was presented on the last working day of February by the Finance Minister of India in Parliament.
  • 3.  The budget, which is presented by means of the Finance bill and the Appropriation bill has to be passed by both the Houses before it can come into effect from April 1, the start of India's financial year.  The first Union budget of independent India was presented by R. K. Shanmukham Chetty on November 26, 1947.
  • 4. Indian Education Sector  The Indian education sector is one of the largest sunrise sectors contributing to the country’s economic and social growth.  The Indian education system, considered as one of the largest in the world, is divided into two major segments of core and non-core businesses.  While, schools and higher education for the core group, the non-core business consists of pre-schools, vocational training and coaching classes.

Highlights for Education Sector Union Budget 2012-13  25,555 crore provided for ( Right to education- Sarva Sikhsha Abhiyan ) RTE-SSA.  6,000schools proposed to be set up at block level as model schools in Twelfth Plan.  3,124 crore provided for Rashtiya Madhyamik Sikhsha Abhiyan (RMSA) representing an increase of 29 per cent over BE 2011-12  To ensure better flow of credit to students, a Credit Guarantee Fund proposed to be set up.
  • 7. Impact (2012-2013)  The government had given liberal grants to few institutions of higher education ranging from Rs. 10 crore-Rs. 100 crore, most students from these institutions end up joining the private sector and few are inclined to join public sector.

Highlights for Education Sector Union Budget 2013-2014  Rs. 4,727 crore for medical education, training and research.  Rs. 1650 crore allocated for six AIIMS- like institutions.  Allocation of Rs. 65,867 crore to the Ministry of Human Resource Development, an increase of 17 percent over the RE of the current year.  27,258crore provided for Sarva Shiksha Abhiyaan (SSA).  Rs. 5,284 crore allocated to Ministries/ Departments in 2013-14 for scholarships to student belonging to SC, ST. OBC, Minorities and girl children.  MidDay Meal Scheme (MDM) to be provided Rs.13,215 crore.  Government committed to the creation of Nalanda University as a centre of educational excellence.

Impact (2013-2014)  Thrust on education by increasing allocation goes well for education sector and Education companies like Educomp, Everonn, NIIT Everonn Education will be benefit from allotment of fund to National Skill Development Fund which is formed to motivate youth to voluntarily join skill development programmes.  Everonn has entered into a JV with the Union government’s NSDC to train 1.5 crore people in various technical streams over the next 10 years.

Highlights for Education Sector Union Budget 2014-2015  Government would strive to provide toilets and drinking water in all the girls school.  An amount of Rs. 28,635 crore is being funded for Sarva Shiksha Abhiyan.  Rs. 4,966 crore for Rashtriya Madhyamik Shiksha Abhiyan.  A School Assessment Programme is being initiated at a cost of Rs. 30 crore.  A sum of Rs. 100 crore for setting up virtual classrooms as Communication Linked Interface for Cultivating Knowledge( CLIC) and online courses.  Five more IITs and IIMs.  Government also proposes to ease and simplify norms to facilitate education loans for higher studies.

Impact (2014-2015)  Increased budgetary allocation for primary & secondary education expected to positively impact the quality of infrastructure & teaching- May also help in curbing the drop-out rate.  The school assessment program is expected to gauge the quality through various parameters such as levels of student learning outcomes, quality of teaching by teachers etc. Such information will be useful for parents &students to make a more informed choice about schools.  Assistance for scaling up of existing technical institutions and establishments of new institutions of national importance such as IITs, IIMs and AIIMS is expected to boost the intake capacity and improve access  Increased thrust on embracing technology through online courses and virtal classrooms likely to benefit the masses by making quality education available at a click of a button.

Highlights for Education Sector Union Budget 2015-2016  A total of Rs. 68,968 crore has been allotted to the education sector in the Union Budget 2015.  For the year 2015-2016, the government allocated Rs 26,855 crore to the department of higher education under the human resource development (HRD) ministry compared to Rs 23,700 crore in 2014-15, registering an increase of 13.31 per cent.  Upgrading over 80,000 secondary schools and add or upgrade 75,000 junior/middle to the senior secondary level. This is a focus towards quality education.

Highlights for Education Sector Union Budget 2015-2016  Scheme to get Rs.500 cr for promoting entrepreneurship among SC/ST  10 public and 10 private educational institutions to be made world-class.  Digital repository for all school leaving certificates and diplomas. Rs. 1,000 crore for higher education financing.  Rs. 1,700 crore for 1500 multi-skill development centres.  62 new navodaya vidyalayas to provide quality education  Digital literacy scheme to be launched to cover 6 crore additional rural households  Entrepreneurship training to be provided across schools, colleges and massive online courses.  Objective to skill 1 crore youth in the next 3 years under the PM Kaushal Vikas Yojna- FM Jaitley  National Skill Development Mission has imparted training to 76 lakh youth. 1500 Multi-skill training institutes to be set up.

Highlights for Education Sector Union Budget 2017-18  Will introduce a system of measuring annual learning outcomes and come out with an innovation fund for secondary education.  Focus will be on 3,479 educationally-backward blocks.  Colleges will be identified based on accreditation.  Skill India mission was launched to maximise potential. Will set up 100 India International centres across the country.  Courses on foreign languages will be introduced.  Will take steps to create 5000 PG seats per annum.
  • 16.  The Ministry also proposed the setting up of a National Testing Agency for all Entrance Exams. The step is proposed to release CBSE from the additional task of conducting such examinations and focus its primary task of disseminating quality education.  In respect of Skill Development, Arun Jaitely also set aside 4000 crores towards SANKALP program for Skill Development for training of 1 crore youth.  No further measures were introduced in terms of Education Loan.

Analysis of Union Budget 2017  Overall, the Union Budget 2017-18 has pegged an outlay of Rs79,685.95 crore for the education sector for financial year 2017- 18, up from Rs72,394 crore in 2016-17—a 9.9% rise. Of the total outlay, Rs46,356.25 is for the school sector and the rest for higher education.  the budget allocates Rs250 crore for capital expenditure for setting up of higher education financing agency up from a token Rs1 crore last year.  The world class institutions plan has been allocated Rs50 crore and the prime minister’s research fellowship, a new entrant in the budget has got Rs75 crore.
  • 18.  The Indian Institutes of Technologies have been allocated Rs7,856 crore in this budget, up from around Rs5,000 crore in the last budget.  Sarva Shiksha Abhiyan, the flagship central scheme for universalization of school education has been given Rs23,500 crore, up from Rs22,500 crore in last budget.  The mid-day-meal programme has been allocated Rs10,000 crore, up by Rs300 crore from the last budget.  the IIMs will get Rs1,030 crore in 2017-18 including Rs190 crore for setting up of new IIMs. In 2016-17, the government had allocated Rs730 crore to IIMs, which was raised to Rs857.78 crore in the revised estimate.
