ASSURED: Ability of the system to deliver its service in the face of adversarial actions
(threats) through the application of appropriate mitigation techniques.
GUARANTEE : Warranty for the stakeholder that the satcom resource cannot be taken
away (non-pre-emptible and restorable resource).
PROTECTION: Quantification of the ease of the adversary to threaten the Satcom and
the ease of Satcom to implement the mitigation technique and reduce its vulnerability.

• Bunch of various military requirements (intensity, scenario,
assets…) covering tactical, operational and strategic levels
• Answer: Need for a dynamic resource allocation and
reconfigurable satcom link (in coverage, power and spectrum)
- Able to cover various regions or bases
- Able to change operational requirements on theatre
- Able to respond in a timely manner with mission planning reactiveness
- Support wide range of terminals, equipments including aerial platforms
- Provide wide range of throughputs (low secured, low OTM, surge fixed)
- Relatively secure (cost driven)

Scope of GOVSATCOM (from a defence perspective):
Best solution providing a guaranteed access with maximum throughput and flexibility
to accommodate various set of requirements.
The protection level will be defined through a cost and value analysis (to differentiate
with Com and Milsatcom solutions).
