➔ Conditions in the
US labor market, and the
economy more broadly,
have continued to improve
over the early part of 2013,
with the economic recovery
maintaining its momentum.
The jobs picture continues to
show modest improvement,
with claims for unemployment
benefits moving steadily
lower and the unemployment
rate also holding at a lower
level than a year ago.
The impact of the across-
the-board spending cuts
has largely been absorbed,
while the expansionary policy

of the Federal Reserve has
cushioned any immediate
fallout, and helped to
sustain the green shoots
emerging across several key
sectors of the economy.
In particular, a revival in
housing prices, higher durable
goods orders and improved
consumer confidence all
confirm that the recovery
is on track, although still
lacking the robustness of
recent economic upturns.
Real GDP grew by a
respectable 2.4% annually
in the first quarter,
although this was a little
below expectations.
The number of layoffs
dropped in the first quarter
to approximately 339,000,
with the real bright spot
being the big fall in
manufacturing layoffs, which
were at an historical low.
The unemployment rate
remained at 7.5%, largely
unchanged on recent
months but down from
8.1% a year earlier.
Much attention has been
focused on when the Federal
Reserve will scale back its
monetary expansion, which
has been the main driver
behind the recovery thus far.
While the Fed has signalled
that the end might be not too
far off, it’s worth remembering
that the Fed’s own target is an
unemployment rate of 6.5%.
That rate of unemployment
is still some way off and will
require further substantial
economic strength. And
with inflation at around only
1% annually, there is no
immediate hurry for the Fed
to withdraw its helping hand.
There are still obstacles to
global recovery, with Europe
deep in recession and China’s
growth softening, so it is
likely that US central bank
will allow a little more steam
to build before it turns off
the stimulus tap, suggesting
that the current growth
trajectory will be maintained.

initial claims from mass layoffs
totalled 339,200 in the first
quarter of 2013, a substantial
decline from almost 550,000
in the last quarter of 2012.
Improved activity across a
range of industries helped
produce a better jobs market,
as evidenced by the latest
GDP figures that highlighted
the positive contributions
from private inventory
investment, exports and
personal consumption.

Broadly, the jobs market
is making progress but it
is fluctuating month-by-
month, and is still at a
pace that does not reflect
a fully fledged recovery.
The number of job openings
stood at 3.84 million across
the US at the end of March.
This continues the pattern of
steady improvement since
the depth of the economic
downturn in 2009, but the
recovery in jobs has flattened
somewhat since late 2011.
The Bureau of Labor Statistics
makes the point that in
seasonally adjusted terms,
the level of job openings
has scarcely changed over
the course of the year up
to the end of March.
Manufacturing has had
a sound performance
but some of the more
recent indicators show the
sector to be softening.
The unemployment rate
stood at 7.5%, a level
that has remained stable
over recent months.
Total non-farm payroll
employment is up by slightly
more than 1.9 million over
the course of the year.

➔ Across the major
census regions of the US,
the largest number of
layoffs was in the South,
with approximately 105,000
positions disappearing. It is
noticeable that among the four
major regions, the South has
experienced a slower rate of
improvement than elsewhere.
While there is a degree of
volatility in the quarterly
results, there has been a
pattern of steadily improving
conditions in the Northeast,
Midwest and West.
Only the Northeast
experienced a decline
in layoff claims over the
course of the year.

➔ The manufacturing
sector experienced
a particularly strong
performance in the March
quarter, with the number
of layoff claims falling
from around 161,000 to
slightly over 100,000
This is a very buoyant result,
but at the same time, the
manufacturing sector is
delivering some mixed
messages. In contrast to the
jobs data, two recent sets of
purchasing-manager’s data
suggest a noticeable softening
toward the end of the quarter.
There were also significant
declines in unemployment
claims in construction,
accommodation and food
services, and transportation
and warehousing.
Job openings changed
little over the course of
the year across most
industries and regions.
Over the year, openings
were higher in construction,
government, leisure and
hospitality, and trade,
transportation and utilities.
Openings were lower in
education and health services,
professional business services,
and manufacturing.
Across the economy, private
sector job openings stood
at 3.45 million at the end
of March, a figure virtually
unchanged from a year earlier.

➔ The recovery in the
labor market is progressing,
but at a lackluster rate. The
broader economy is still
advancing at a pace lower
than the trend and slower
than many had expected.
Real GDP is expected to
increase marginally over the
course of the year at a rate
that will not significantly
eat into the level of
unemployment. Indeed it is
possible that unemployment
could worsen somewhat
as many discouraged job
seekers return to the market.
The real problem is that the
global economy is still in a
fragile state, with the EU still
in a quagmire, Japan making
a modest contribution after
decades of stagnation, and
the US doing the heavy lifting
in terms of its contribution
to global growth.
China is on a long-term growth
path, but it too is seeing
manufacturing a little weaker
according to latest data.
On the positive side,
consumer spending is
holding up well in spite of
the automatic spending
cuts, and home starts and
home prices are displaying
long-awaited gains. The US
business sector is also showing
remarkable resilience as
earnings, on the whole, are
meeting or exceeding targets.
The need for continued
monetary stimulus via bond
sales and low interest rates
would seem apparent,
but the latest soundings
from the Federal Reserve
have raised the prospect
that its quantitative easing
program may end in the
not-too-distant future.
Monetary stimulus is now
being cranked up in Japan
and this may be the wild card
that re-shapes the global
balance. The world’s third
biggest economy has scarcely
been a blip on the economic
radar for more than a decade.
A fresh mindset regarding the
need to re-inflate the economy
and make the Yen competitive
is now in full swing, as
reflected in a surge in equities.
The eurozone banking and
credit situation is never far
from the surface but there is a
firm resolve by the European
Central Bank to do its utmost
to avoid further setbacks.
The forward indicators of
purchasing managers suggest
weak business activity, and
consumer confidence is
soft across the eurozone .
The best estimates suggest
that growth in the US will
improve modestly. At some
point over coming months, it
seems that the Fed will judge
that the costs of quantitative
easing outweigh the benefits,
and then the economy will be
truly under its own steam.

The jobs picture continues to show modest improvement, with claims for unemployment benefits moving steadily lower and the unemployment rate also holding at a lower level than a year ago. In particular, a revival in housing prices, higher durable goods orders and improved consumer confidence all confirm that the recovery is on track, although still lacking the robustness of recent economic upturns. Real GDP grew by a respectable 2.4% annually in the first quarter, although this was a little below expectations. The number of layoffs dropped in the first quarter to approximately 339,000, with the real bright spot being the big fall in manufacturing layoffs, which were at an historical low. The unemployment rate remained at 7.5%, largely unchanged on recent months but down from 8.1% a year earlier. Much attention has been focused on when the Federal Reserve will scale back its monetary expansion, which has been the main driver behind the recovery thus far. While the Fed has signalled that the end might be not too far off, it’s worth remembering that the Fed’s own target is an unemployment rate of 6.5%. That rate of unemployment is still some way off and will require further substantial economic strength. And with inflation at around only 1% annually, there is no immediate hurry for the Fed to withdraw its helping hand. The number of job openings stood at 3.84 million across the US at the end of March. The Bureau of Labor Statistics makes the point that in seasonally adjusted terms, the level of job openings has scarcely changed over the course of the year up to the end of March. In contrast to the jobs data, two recent sets of purchasing-manager’s data suggest a noticeable softening toward the end of the quarter. There were also significant declines in unemployment claims in construction, accommodation and food services, and transportation and warehousing. Job openings changed little over the course of the year across most industries and regions. Over the year, openings were higher in construction, government, leisure and hospitality, and trade, transportation and utilities. Openings were lower in education and health services, professional business services, and manufacturing. Across the economy, private sector job openings stood at 3.45 million at the end of March, a figure virtually unchanged from a year earlier.

The broader economy is still advancing at a pace lower than the trend and slower than many had expected. Real GDP is expected to increase marginally over the course of the year at a rate that will not significantly eat into the level of unemployment. Indeed it is possible that unemployment could worsen somewhat as many discouraged job seekers return to the market. The real problem is that the global economy is still in a fragile state, with the EU still in a quagmire, Japan making a modest contribution after decades of stagnation, and the US doing the heavy lifting in terms of its contribution to global growth. China is on a long-term growth path, but it too is seeing manufacturing a little weaker according to latest data. On the positive side, consumer spending is holding up well in spite of the automatic spending cuts, and home starts and home prices are displaying long-awaited gains. The US business sector is also showing remarkable resilience as earnings, on the whole, are meeting or exceeding targets. The need for continued monetary stimulus via bond sales and low interest rates would seem apparent, but the latest soundings from the Federal Reserve have raised the prospect that its quantitative easing program may end in the not-too-distant future. Monetary stimulus is now being cranked up in Japan and this may be the wild card that re-shapes the global balance. The world’s third biggest economy has scarcely been a blip on the economic radar for more than a decade. A fresh mindset regarding the need to re-inflate the economy and make the Yen competitive is now in full swing, as reflected in a surge in equities. The eurozone banking and credit situation is never far from the surface but there is a firm resolve by the European Central Bank to do its utmost to avoid further setbacks. The forward indicators of purchasing managers suggest weak business activity, and consumer confidence is soft across the eurozone . The best estimates suggest that growth in the US will improve modestly. At some point over coming months, it seems that the Fed will judge that the costs of quantitative easing outweigh the benefits, and then the economy will be truly under its own steam.
