Multilateral cooperation (totals 55,000.00 euros):
• Contribution to the Council of Europe Action Plan for Ukraine 2015-2017. The total funding
amounts 75,000.00 euros (will be disbursed in three sums of 25,000.00 euros annually
between 2015-17).
• Donation to the EBRD Chernobyl Shelter Fund (CSF) in the amount of 30,000.00 euros.
Conclusion works of the program to restore the site of the Chernobyl nuclear accident into
an environmentally safe condition.
Humanitarian Aid (totals 1,164,200.00 euros):
• Humanitarian assistance for the internally displaced persons of East Ukraine contribution of
150,000.00 euros through the United Nations High Commissioner for Refugees (UNHCR) in
order to alleviate the situation of internally displaced persons.
• Contribution of 150,000.00 euros to UNICEF supporting their humanitarian activities for
alleviating the situation of internally displaced and affected persons in Ukraine.
• Contribution of 75,000.00 euros to ICRC for their humanitarian activities supporting conflict-
affected communities.
• Contribution of 85,000.00 euros to OCHA activities in Ukraine in 2015 in strengthening
humanitarian coordination and advocacy in the region.
• Contribution of 100,000.00 euros to OCHA Inter-Agency Protection Standby Capacity Project
(ProCap) 2015 appeal focusing on child protection activities in Ukraine.
• As a response to the appeals made by Ukraine’s government, Estonian in-kind aid in the
amount of 130,037.00 euros has been delivered under a joint project of the Directorate-

General for Humanitarian Aid and Civil Protection (DG ECHO) and several EU member states
(including Lithuania, Latvia, Poland, Germany, France, Finland, Denmark, Slovenia, Austria
and Croatia). Assistance has been provided through the European Civil Protection

• 50,000.00 euros to Estonian NGO Mondo, NGO Estonian Refugee Council, NGO Ukrainian
Cultural Centre each for their humanitarian activities in Ukraine assisting internally displaced
and affected people.
• Medical Aid to Ukraine in the amount of 324,163.60 euros. Coordinated with WHO Ukraine.

• Contribution to the OSCE Special Monitoring Missions to Ukraine with 9 observers in total of
28,209.00 euros.

• Contribution to the OSCE/ODIHR to Election Observation Mission with 10 observers in total
of 32,251.00 euros.
• EU Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) 2 experts
seconded in total of 25,700.00 euros.
• Support to the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU) with
30 000 euros that help to promote and protect human rights.
• Contribution of 30,000.00 euros to the European Council´s project in Ukraine “International
Advisory panel (IAP 2015)”. The aim is to assess the investigations into the violent incidents
surrounding the Maidan demonstrations and to determine their compliance with the
procedural requirements. The IAP will oversee that the investigations meet all the
requirements of the European Convention on Human Rights and the case law of the
European Court of Human Rights.
• Contribution of 10,000.00 euros to the Council of Europe for a legal and legislative aid
project. The Government of Ukraine has asked the Council of Europe for immediate
cooperation and aid regarding the questions and problems of Ukrainian constitution,
decentralization, jurisdiction and electoral legislation.
• Contribution to the OECD of 30,000.00 euros to support tax crime investigation project in
Ukraine. In close co-operation with Ukraine’s ministries, a preliminary action plan was
drafted with emphasis on the fight against corruption, public procurement, tax
investigations, increasing the transparency of the government, state enterprises, and the
general organization of activities for institutional strengthening.
Humanitarian aid (totals 515,000.00 euros):
• 10,000.00 euros worth of in-kind assistance (medicaments) to the Ukrainian Red Cross
through Vitale llc.
• 25,000.00 euros through Caritas Ukraine for rehabilitation of affected people of riots.
• Donation of 50,000.00 euros through the International Renaissance Foundation of Ukraine as
part of the medical aid to those injured during riots.
• In-kind food aid for the internally displaced people from the Eastern Ukraine through UNHCR
80,000.00 euros.
• 150,000.00 euros as part of a humanitarian provision for the medical treatment of 5 people
injured during street agitation and 10 people injured in the conflict in East Ukraine in Estonia.
• 30,000.00 euros to Estonian NGO Mondo, NGO Estonian Refugee Council, NGO Ukrainian
Cultural Centre for their humanitarian activities in Ukraine assisting internally displaced and
affected people.
• Humanitarian assistance for the internally displaced persons of East Ukraine Contribution of
70,000.00 euros through the United Nations High Commissioner for Refugees (UNHCR) in
order to alleviate the situation of East Ukrainian refugees.
• 50,000.00 euros to UNICEF supporting their humanitarian activities in Ukraine with internally
displaced and affected persons.
• 50,000.00 euros to WHO humanitarian activities in Ukraine in the health cluster that support
