At the start of a sourcing process, the unemployment rate helps to define,
whether an employer will face a “talent surplus” or a “talent scarcity”
situation.
In some countries, e.g. the Netherlands and Germany, a “talent scarcity
acquisition” plan ask for a higher percentage of proactive candidate
sourcing, in other countries, such as Spain,
a more “talent surplus acquisition” plan would include a relatively higher
percentage of passive recruiting like using job boards
