  Self Government Bodies in


* On 21st April,2011, the Maharashtra Government has
  implemented the policy of 50 percent reservation for
  women in the Local Self Government bodies.
Current Status:
             50% reservation for
    Elected Women Representative’s(EWRS)
                is of NO USE

UNLESS the women are armed with competence &
           knowledge of governance.
Women are elected for namesake,
except a few exceptions.
Otherwise, by and large, Backseat driving
for women is done by their husbands or by
any other powerful man in the village.
1. Their educational standard is not very high.
2. The EWRS are bogged down by social, political
   and family pressures.
3. They are constrained by superstitions, traditions
   and family obligations.
4. They are low on self esteem and are reluctant to
   govern because of inferiority complex.
   Hon. State Election Commissioner, Maharashtra,
    Mrs. Satyanarayana decided to design and
    implement a suitable training program to
    empower these women.

   The innovation was of a non residential training
    programme taken to the doorsteps of EWRs, not
    only as a corrective measure for fulfilment of the
                                           elections
    but also to empower these women and set them
    as future role models.

In association with Symbiosis Institute, Training of 25 Tribal

women of Thane district was conducted.

Training was also imparted to 191 EWRs and 75 Sanghatikas

in Selu Taluka of Wardha District.

Local Hand holders

       NGO Support

            Call Centre
 Local Hand holders (Aanganwadi
  worker/ASHA workers etc.) will be
  chosen and trained for handholding
  of EWRs.
 Each hand holder will be assigned
  approximately 10 EWRs for regular
  interaction and help with day to day
  issues.
 They will conduct informal meetings
  once in a month with the EWRs so as
  to understand and clarify their
  difficulties and to and get feedback
  from them.
 They will be provided an honorarium
  of Rs.500/- per month.
Local NGO would provide the
 EWRs with supportive and
 informative help

They will provide necessary inputs
 which will help the EWRs in solving
 their common issues.

Such selected NGO volunteers will
 be given an honorarium of
 Rs.300/- per month per EWR.
 Call centers will be set up for the EWRs
  for their day-to-day difficulties.
 A pre-advertised helpline number will be
  provided.
 The call centre will have conference call
  facilities and will put across the EWR’s
  call to the concerned authorities.
 These call centers will have the facility of
  recording these calls.
 It is envisaged that about 500 to 1,000
  EWRs shall be covered per seat with
  the cost of approximately Rs.20,000
  to Rs.22,000 per month. The staff at the
  call centers will be trained appropriately.
•After 6 months of first training, a 3 day
 refresher course for these EWRs shall
 be arranged. Evaluation and Appraisal
 Studies will be done.

• These women will be given
 elementary introduction to computers
 for their basic understanding.

• Wider knowledge of Panchayati Raj
  Administration/Schemes/Acts &
  Rules will be given to these EWRs.
• The EWRs will be asked to indicate 5
  government schemes which their village
  requires on priority basis. A camp with the
  officials of the concerned government
  department will be arranged in villages to
 expedite their actual assistance.

• Research and documentation would be
  undertaken simultaneously. Women Councilors
  who show confidence will be picked up as role
  models and will be treated as resource persons
  for further training.

  • 7. * According to The Constitution of India, The State Election Commission is assigned with the responsibility of conducting the elections of local Self Government Bodies in * On 21st April,2011, the Maharashtra Government has implemented the policy of 50 percent reservation for women in the Local Self Government bodies.
  • 8. Current Status: 50% reservation for Elected Women Representative’s(EWRS) is of NO USE UNLESS the women are armed with competence & knowledge of governance.
  • 9. Women are elected for namesake, except a few exceptions. Otherwise, by and large, Backseat driving for women is done by their husbands or by any other powerful man in the village.
  • 10. 1. Their educational standard is not very high. 2. The EWRS are bogged down by social, political and family pressures. 3. They are constrained by superstitions, traditions and family obligations. 4. They are low on self esteem and are reluctant to govern because of inferiority complex.
  • 11. Hon. State Election Commissioner, Maharashtra, Mrs. Satyanarayana decided to design and implement a suitable training program to empower these women.  The innovation was of a non residential training programme taken to the doorsteps of EWRs, not only as a corrective measure for fulfilment of the elections but also to empower these women and set them as future role models.

  • 21. PILOT STUDIES In association with Symbiosis Institute, Training of 25 Tribal women of Thane district was conducted. Training was also imparted to 191 EWRs and 75 Sanghatikas in Selu Taluka of Wardha District.

  • 36. Local Hand holders NGO Support Call Centre
  • 37.  Local Hand holders (Aanganwadi worker/ASHA workers etc.) will be chosen and trained for handholding of EWRs.  Each hand holder will be assigned approximately 10 EWRs for regular interaction and help with day to day issues.  They will conduct informal meetings once in a month with the EWRs so as to understand and clarify their difficulties and to and get feedback from them.  They will be provided an honorarium of Rs.500/- per month.
  • 38. Local NGO would provide the EWRs with supportive and informative help They will provide necessary inputs which will help the EWRs in solving their common issues. Such selected NGO volunteers will be given an honorarium of Rs.300/- per month per EWR.
  • 39.  Call centers will be set up for the EWRs for their day-to-day difficulties.  A pre-advertised helpline number will be provided.  The call centre will have conference call facilities and will put across the EWR’s call to the concerned authorities.  These call centers will have the facility of recording these calls.  It is envisaged that about 500 to 1,000 EWRs shall be covered per seat with the cost of approximately Rs.20,000 to Rs.22,000 per month. The staff at the call centers will be trained appropriately.
  • 40. •After 6 months of first training, a 3 day refresher course for these EWRs shall be arranged. Evaluation and Appraisal Studies will be done. • These women will be given elementary introduction to computers for their basic understanding. • Wider knowledge of Panchayati Raj Administration/Schemes/Acts & Rules will be given to these EWRs.
  • 41. • The EWRs will be asked to indicate 5 government schemes which their village requires on priority basis. A camp with the officials of the concerned government department will be arranged in villages to expedite their actual assistance. • Research and documentation would be undertaken simultaneously. Women Councilors who show confidence will be picked up as role models and will be treated as resource persons for further training.
