On March 28, DepEd Secretary Armin Luistro presented “The State of Education” to the members of the Philippine Business for Education. He
emphasized the trifocalization of education in the Philippines between DepEd, CHED, and TESDA.
Sec. Armin discussed DepEd’s performance indicators, their change agenda, budget trends, resources, current initiatives, and strategic directions. The K + 12 Basic Education Program was identified as a flagship reform strategy. Also discussed were DepEd initiatives to address the shortage on classrooms, teachers, sanitation facilities, textbooks, and school seats. Apart from K + 12, DepEd has focused on adopting the indigenous people education framework,
strengthening the use of ICT in education, and implementing the five key reforms of the Basic Education Reform Agenda: a) school-based management; b)
national learning strategies; c) quality assurance and accountability; d) complementary interventions; and e) institutional culture change.

Curriculum Reform: K to 12 • The K to 12 curriculum framework, as well as the curriculum
Basic Education Program standards and competencies for all learning areas have been
developed and approved.
• The corresponding time allotment for the learning areas for
Grades 11 and 12 have also been identified.
• Regional Pre-Summit conferences were conducted in 4
clusters in 2011(December 5, 7, 9, 12)
• The Proposed bills has been approved by the Congress in
November 2011.
• The implementation of the K to 12 Program will be phased to make the country’s education
system at par with international standards.
• Under this program, Universal kindergarten was offered in SY 2011-2012. The new curriculum
for Grade 1 and Grade 7 (High School Year 1) shall be implemented from SY 2012-2013
onwards. Senior high school shall be initially simulated in selected schools in SY 2012-2013 and
shall be introduced in SY 2016-2017 for Grade 11 and in SY 2017-2018 for Grade 12. The first
batch of students shall graduate from the Program in 2018.

• 921 schools all over the country pioneered the MTB-MLE for
Grade I.
•Tools for the MTB-MLE Assessment program were prepared
and will be used to validate/assess Regional Coordinators.
• Instructional materials in major languages
(Tagalog, Ilokano, Pangasinense, Bikolano, Kapampangan, Hiligaynon, Bisaya & Waray) have
been developed.
• Training to build a pool of trainers representing the 17 regions to form part of the regional
training team who in turn will train the grade I teachers.
• The regional trainers trained 2,100 grade 1 teachers across 17 regions.

Elementary Public Schools and Private Madaris)
• As of December 2011, 378 Teacher I items were created of
which 118 Asatidz were hired.
• 59 Private Madaris (with 6,286 pupils) were able to receive
financial assistance equivalent to P5,000 per student per year.

• 21 ALS learning materials were developed by selected tribal
leaders, elders, language experts and members in 7 IP groups
(Buhid, Hanunuo, Alangan, Bangon, Iraya, Tadyawan, &
Taubuhid) in Occidental & Oriental Mindoro. Each IP site
developed 1 Literacy Primer, 1 Basic Literacy Learning Material,
and 1 Ancestral Domain Sustainable Development Program for
their communities.

Resource Mobilization and • Engaged technical assistance from AusAID (PDP-Australia) last

Management Information System (FMIS) strategic design.
• The Joint Memorandum Circular (JMC) between and among
DepED-DILG-DBM on the use of special education fund (SEF)
awaits concurrence from DBM. One of the provisions of the
JMC is the use of the school improvement plan (SIP) as basis
for resource allocation and reporting process on SEF utilization.
• 42% of schools are participating in the Pantawid pamilyang Pilipino Program (4Ps).
• Under 4Ps ≈PhP 988M is committed for the following: construction of 1,452 classrooms and
hiring of 600 teachers.
• Developed an Open High School Program (OHSP) for private high schools under the GASTPE
Program for SY 2012-13. DepED will convene a State Council Assistance (SAC) in March 2012
for the approval of the OHSP and increasse tuition subsidy to PhP6,500 per year.

Resource Mobilization and
Management
• NEDA Board has approved the Private-Public Partnership (PPP) for School Infrastructure
Project. Under this initiative 9,332 new classrooms are to be constructed in Regions I, III and
IV-A under a Build-Lease-Transfer contract for 10 years. The Invitation to Pre-Qualify to Bid
was published in January 2012. Next batches of classroom construction for Vis-Min regions
will also be bidded this year.
• Partnerships with Civil Society Organizations (CSO) such as Bayanihang Eskwela, Textbook
Watch, checkmyschool.org, and mystreetphilippines, are continuously forged by DepED
particularly in the delivery of basic education inputs.
• DepED with possible assistance from ADB is studying the implementation of PPP for school
construction and the delivery of the Senior High School Program under the K to 12 Reform.

• Independent validation of 2010 SBM Grants completed
through the engagement of the Philippine Institute of
Development Studies led by Dr. Jose Ramon Albert. The report
of PIDS was also forwarded to World Bank.
