 Евразийский Умный Шелковый Путь – это всесторонний проект глобального устойчивого
развития, который распространяется на Восток, Запад, Север и Юг, включающий почти
половину мирового населения.
Это создание евразийской зоны умного зеленого инклюзивного роста, которая будет
включать Китай, Центральную Азию, Россию и Европу.
 В рамках «Евразийского Умного Шелкового Пути» Шанхайская организация сотрудничества
(ШОС), Евразийское экономическое сообщество и Европейский Союз могут сотрудничать
друг с другом, с открытым включением американского плана «Новый Шелковый путь».
Проект предполагает объединение стран – членов, наблюдателей и партнеров по диалогу
ШОС, стран Закавказья, стран Евросоюза, а также стран АТЕС для всеобъемлющего роста
и включающего развития.
 Источники финансирования: Китайский $40bn Фонд «Шелковый Путь», $100bn Азиатский
банк инфраструктурных инвестиций (АБИИ) , Российский ФНБ, Европейский Фонд
«Глобальное Развитие», Азиатский банк развития (АБР) и др.

ЕВРАЗИЙСКИЙ ИННОВАЦИОННЫЙ КОРИДОР:
ЗЕЛЕНЫЙ ПОЯС УМНОЙ ЭКОНОМИКИ, ТЕХНОЛОГИИ, ИННОВАЦИЙ
 Создать Евразийский инновационный коридор для глобальных потоков устойчивого транспорта, товаров
и услуг, капитала, финансов, информации, людей, а также цифровых потоков
 Создать трансконтинентальный мост «Азия – Россия- Европа», с инновационной модернизацией Байкало-
Амурской и Транссибирской железнодорожной магистрали
 Создать интегрированную энергетическую инфраструктуру, такую как нефте- и газопроводы, сети линий
электропередач, терминалы для регазификации сжиженного природного газа, «умные» сети
электропередач и совместные энергетические системы
 Содействовать созданию территорий устойчивого развития и равноправному включению стран-участниц
к глобальным и региональным стоимостным цепочкам
 Содействовать инновационному прогрессу, структурным реформам и росту экономики на следующих
ключевых направлениях:
 экономическая реформа, «новая экономика», «зеленая экономика», «голубая экономика» и «интернет-
экономика»
 инновационный прогресс на основе экологически чистого, рециркуляционного, низкоуглеродного и
энергоэффективного развития
 «зеленая» урбанизация и устойчивое развитие городов на основе принципов экологичности,
энергоэффективности, низкого потребления углеводородов и социальной ориентированности
 поддержка всеобъемлющего роста.

«ОДИН ПОЯС И ОДИН ПУТЬ» ЭКОНОМИЧЕСКИЙ ПОЯС ШЕЛКОВОГО
ПУТИ И МОРСКОГО ШЕЛКОВОГО ПУТИ XXI ВЕКА
 В 2013 года Председатель КНР Си Цзиньпин во время визитов в страны Центральной и Юго-Восточной Азии выдвинул
инициативу по совместному созданию экономического пояса Шелкового пути и морского Шелкового пути XXI века («Один
пояс и один путь»).
 «Один пояс и один путь» проходят материки Азии, Европы и Африки.
 С одного конца – активные экономики Восточной Азии, с другого – развитые экономики Европы, а между ними пролегают
обширные земли государств с огромным потенциалом экономического развития.
 Основные маршруты экономического пояса Шелкового пути ведут из Китая через Центральную Азию, Россию до Европы
/до Балтийского моря/; из Китая через Центральную Азию и Западную Азию до Персидского залива и Средиземного моря;
из Китая в Юго-Восточную Азию, в Южную Азию к Индийскому океану.
 Основные направления морского Шелкового пути XXI века: из морских портов Китая через Южно-Китайское море до
Индийского океана и дальше до Европы, а также из китайских портов через Южно-Китайское море в южную акваторию
Тихого океана.
 В основных направлениях «Один пояс и один путь» будет создаваться новый континентальный мост между Европой и
Азией, международные коридоры экономического сотрудничества «Китай–Монголия–Россия», «Китай–Центральная Азия–
Западная Азия» и «Китай–Индокитай».
 В их основу лягут крупные международные маршруты с опорными точками в ключевых городах и площадками для
сотрудничества в важных торгово-экономико-производственных зонах.
 На море будут создаваться безопасные, бесперебойные и высокоэффективные транспортные маршруты с узловыми
точками в важнейших портах.
 Основное содержание сотрудничества состоит из пяти пунктов: политическая координация, взаимосвязь инфраструктуры,
бесперебойная торговля, свободное передвижение капитала и укрепление близости между народами.

 Укрепление политической координации является важной гарантией продвижения реализации проектов «Один пояс и один
путь».
 Укреплять межправительственное сотрудничество, активно создавать многоуровневые межправительственные
механизмы контактов по координации макрополитики, углублять интеграцию интересов, содействовать политическому
взаимодоверию, достигать новых консенсусов по сотрудничеству.
 Соседние страны могут свободно обмениваться информациями по стратегиям экономического развития и принимаемым
мерам; и совместно принимать меры по развитию регионального сотрудничества; разрешать проблемы в сотрудничестве
путем консультаций, совместно обеспечивать политическую поддержку для делового сотрудничества и реализации
крупномасштабных проектов.
 Близость и взаимопонимание между народами – это социальный фундамент строительства «Одного пояса и одного пути».
 Продолжать и приумножать дух дружбы и сотрудничества Шелкового пути, широко развертывать культурные, научные
обмены, обмены кадрами, сотрудничество СМИ, а также контакты по линии молодежи и женщин, по волонтерским делам,
заложить прочную социальную основу для углубления двустороннего и многостороннего сотрудничества.
 Укреплять роль многосторонних механизмов, раскрывать все преимущества таких многосторонних механизмов, как
Шанхайская организация сотрудничества (ШОС), Китай–АСЕАН (формат «10+1»), Азиатско-Тихоокеанское экономическое
сотрудничество (АТЭС), Форум «Азия–Европа» (АСЕМ), Диалог по сотрудничеству в Азии (ДСА), Совещание по
взаимодействию и мерам доверия в Азии (СВМДА), Форум китайско-арабского сотрудничества, Диалог Китай–Совет
сотрудничества арабских государств Персидского залива (Китай–ССАГПЗ), Экономическое сотрудничество Субрегиона
Большого Меконга (СБМ), Центрально-азиатское региональное экономическое сотрудничество (ЦАРЭС), а также укреплять
связи с соответствующими государствами, привлекать больше государств и регионов к участию в осуществлении
инициативы «Одного пояса и одного пути».

ИНФРАСТРУКТУРЫ
 Взаимосвязь инфраструктуры является приоритетным направлением реализации проекта «Один пояс и один путь».
 На основе уважения национального суверенитета и безопасности заинтересованных государств страны-участницы проекта должны
осуществить стыковки планов по строительству инфраструктуры и системы технологических стандартов, совместно содействовать
строительству международных магистралей и постепенно формировать сеть инфраструктуры у субрегионов Азии, а также
соединяющую Азию, Европу и Африку.
 Необходимо строить объекты «зеленой» низкоуглеродистой инфраструктуры, и в ходе эксплуатации тоже уделять этому неослабленное
внимание, предотвращая негативное влияние на среду и климат.
 Как следует взяться за ключевые коридоры, узлы и приоритетные проекты транспортной инфраструктуры; в первую очередь
проложить недостающие участки, расширить узкие отрезки, усовершенствовать комплектующие объекты безопасности дорожного
движения и дорожного оборудования, повысить уровень доступности дорог.
 Содействовать созданию единого координационного механизма по всему маршруту; стимулировать органическую состыковку
международной системы прохождения таможни, перегрузки товара и мульти-модальной перевозки; постепенно формировать
совместимые и нормативные правила транспортировки в пользу облегчения международной транспортировки.
 Стимулировать инфраструктурное строительство на пограничных переходах; добиваться бесперебойного функционирования
сухопутных и водных каналов для смешанных перевозок; содействовать совместному строительству портов; увеличивать количество
морских маршрутов и авиасообщений; укреплять сотрудничество по информатизации в морской логистике.
 Создать и развивать платформу и механизмы всестороннего сотрудничества в гражданской авиации, ускоренными темпами
повышать уровень модернизации авиационной инфраструктуры.
 Укреплять сотрудничество в сфере взаимосвязанности энергетической инфраструктуры; совместными усилиями защищать
безопасность нефтяных, газовых трубопроводов и других транспортных маршрутов; стимулировать строительство трансграничных
ЛЭП и коридоров передачи электроэнергии; активно осуществлять сотрудничество по модернизации региональных электросетей.
 Совместно продвигать строительство трансграничной сети волоконно-оптических линий и других видов магистральной кабельной
связи, повышать уровень комплексной взаимосвязи международных телекоммуникаций, строить бесперебойный информационный
«Шелковый путь».
 Ускорять продвижение строительства двустороннего трансграничного оптоволоконного кабеля, планировать строительство
межконтинентальных подводных кабельных проектов, улучшать качество воздушных (спутниковых) информационных коридоров,
расширять информационный обмен и сотрудничество.

СВОБОДНОЕ ПЕРЕДВИЖЕНИЕ КАПИТАЛА
 Свободное передвижение капитала является важной опорой для осуществления проекта «Один пояс и
один путь».
 Углубить финансовое сотрудничество, стимулировать создание в Азии системы валютной стабильности,
финансово-инвестиционной и кредитно-рейтинговой системы.
 Расширить сферу и масштабы двустороннего валютного свопа и расчета.
 Содействовать открытости и развитию азиатских фондовых рынков.
 Сообща продвигать строительство Азиатского банка инфраструктурных инвестиций и Банка развития
БРИКС, все заинтересованные стороны будут консультироваться по вопросам создания учреждения
финансового сопровождения в рамках ШОС, ускорить создание и эксплуатацию Фонда Шелкового Пути.
 Углубить практическое сотрудничество в рамках межбанковского объединения Китай–АСЕАН и
межбанковского объединения ШОС; начать развивать многостороннее финансовое сотрудничество
посредством синдицированных и банковских кредитов.
 Поддерживать размещение облигаций в юанях на территории Китая правительствами, компаниями и
финансовыми учреждениями с относительно высоким кредитным рейтингом стран вдоль Шелкового
пути.
 Квалифицированные китайские финансовые учреждения и компании могут выпускать облигации в
юанях и в иностранных валютах за рубежом, поощряется использование полученных денежных средств
преимущественно в странах вдоль «пояса и пути».
 В полной мере раскрыть потенциал фонда Шелкового Пути и национальных суверенных фондов каждой
страны, направлять фонды коммерческих структур и социальные фонды на совместное участие в
реализации приоритетных проектов «Одного пояса и одного пути».

ИНВЕСТИЦИОННОГО СОТРУДНИЧЕСТВА
 Расширить сферы взаимных инвестиций, начать глубокое сотрудничество в областях сельского, лесного и рыбного
хозяйств, животноводства, сельхозтехники, производства и переработки сельскохозяйственной продукции, а также
активно содействовать сотрудничеству в сферах аквакультуры, океанического рыболовства, переработки морепродуктов,
опреснения воды, морской биофармацевтики, океанографии, охраны окружающей среды и индустрии морского туризма.
 Увеличить сотрудничество в разведке и добыче угля, нефти, газа, металлических полезных ископаемых, и других
традиционных минеральных и энергетических ресурсов.
 Активно содействовать сотрудничеству в сферах гидроэнергетики, атомной энергии, ветроэнергетики, солнечной энергии
и других видов экологически чистой и возобновляемой энергии, а также в сфере обработки и внедрения энергетических
ресурсов на месте их образования.
 Сформировать производственную цепочку по сотрудничеству в области энергетики на сегментах апстрим и даунстрим.
 Развивать сотрудничество в сфере технологий, оборудования и инжиниринговых услуг по глубокой обработке
энергетических ресурсов.
 Содействовать сотрудничеству в новых индустриальных отраслях в соответствии с принципом взаимодополняемости
преимуществ, взаимовыгоды и обоюдного выигрыша.
 Способствовать дальнейшему развитию углубленного сотрудничества между странами вдоль Шелкового пути в новых
индустриальных отраслях, таких как информационные технологии нового поколения, биотехнологии, новые источники
энергии и материалы, а также содействовать созданию механизмов инвестиционно-делового сотрудничества.
 Оптимизировать разделение труда в производственной цепочке, стимулировать совместное развитие всех звеньев
отраслевой цепочки и смежных отраслей, стимулировать создание научных исследований, разработок, производства и
системы маркетинга, повышать вспомогательную способность и конкурентоспособность региональной промышленности.
 Отвести важное место концепции экологической культуры в области торговли и инвестиций, укреплять сотрудничество в
сфере охраны экологии, биологического разнообразия и противодействия изменениям климата, сообща строить
«зеленый» Шелковый путь.

SMART SILK ROAD INVESTMENT IDEA: OR HOW
TO CONSTRUCT THE NEW SILK ROAD
 In 2013, the President of China came with an initiative to revive the Ancient Silk Road as “Silk Road Economic Belt and 21st-
Century Maritime Silk Road”.
 More than 60 countries along the routes and international organisations are planning to take part in the Megaproject. 57
countries have confirmed their participation as founding members in the Asian Infrastructure Investment Bank (AIIB), a major
financing facility for the Initiative. The EUR 36bn Silk Road Fund was also established to support the Initiative. More than half
of EU countries, as Britain, France, Germany, Italy, Malta, Spain and Sweden, might become AIIB’s founding members.
This Presentation has been promoting the Smart Silk Road Investment Idea with a view to develop “Silk Road Economic Belt
and 21st-Century Maritime Silk Road” as Green and Inclusive, Safe and Secure, Smart and Interconnected Integrated
Infrastructure for the East-West Global Flows of Trade, Goods, Services, Finance, People, Data and Communication, Ideas,
Innovations and Technologies.
 In March 2015, to promote the implementation of the Initiative,“Vision and Actions on Jointly Building Silk Road Economic Belt
and 21st-Century Maritime Silk Road” was issued by the National Development and Reform Commission, Ministry of Foreign
Affairs, and Ministry of Commerce of the People's Republic of China, with State Council authorization.
 Regardless that the “Vision and Actions…” have many new strong points, the Initiative stands in need of essential
improvements in many key aspects as outlined in the Smart Silk Road Proposal.
 Tianjin Disaster shows that the Smart Silk Road Development Strategy is a must for the New Silk Road.

REVIVING THE GREAT SILK ROUTES
 The ancient overland Silk Route is currently partly exists as a highway connecting China, Sinkiang Uighur Region, with Pakistan.
 Today, starting from Chongqing, a transportation hub in the west of China, freight is able to rich Antwerp in Europe, passing in
its way Kazakhstan, Russia, Belarus, Poland and Germany.
 The revival of the Great Silk Road was first proposed by the European Commission (EC) when the Central Asian countries –
Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan – became independent nations in 1991. The EC’s Silk Road
was to connect Europe with Central Asia through the International Transport Corridor Europe-Caucasus-Asia (TRACECA)
 The US introduced the ‘Silk Road Strategy Act’ in 1999, update with the ‘Silk Road Strategy Act of 2006’, to secure long-term
US interests in the Central Asia and the South Caucasus and later Afghanistan, advance regional security and cooperation, as
exemplified with the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline.
 The UN planned to revive it as a trans-Asian highway. Conceived as a transcontinental railway linking Russia and China with
Europe via Kazakhstan, the Eurasian Land Bridge is sometimes referred to as the "New Silk Road".
 Xi Jinping has come with a multiregional innovative initiative on the latest Shanghai Organization Cooperation Summit in
Tajikistan to revive a Silk Route economic belt, proposing “to open the strategic regional thoroughfare from the Pacific Ocean to
the Baltic Sea, and gradually move toward the set-up of a network of transportation that connects Eastern, Western and
Southern Asia.”
 The Silk Road is to be restored as a interconnected network of sustainable transportation routes across the Asian continent
connecting east, south and west Asia with the Mediterranean region, as well as north and northeast Africa and Europe and
Russia.
 The whole idea is to restore the Great Eurasian Silk Roads as a transmission channel of people and goods, ideas, beliefs and
inventions, knowledge and technologies, providing economic, political, social, cultural and territorial unity for the regions and
states concerned.

CHINA’S NEW SILK ROAD VISION
 According to the map (return to the title page),
the land-based “New Silk Road” will begin in
Xi’an in central China before stretching west
through Lanzhou (Gansu province), Urumqi
(Xinjiang), and Khorgas (Xinjiang), bordering
Kazakhstan.

 THE SILK ROUTES SMART INNOVATION CORRIDOR is to be conceived as an Asian-European
Model Innovation Corridors of international standards for smart states, innovative cities and
sustainable communities, advanced infrastructure and emerging technology industry.
 The Smart Silk Routes Innovation Corridors are to augment and create social and physical and
digital infrastructure on the Route which is world class and will help spurring sustainable
development and smart economic growth of the regional states, cities and communities.

distributed between the few richest haves and the poor have-nots, with almost half going to the richest one percent and the other half to the remaining
99 percent, creating huge disparities in wealth and income, power and rights.
 In 2013, the total global wealth amounted to $240.8 trillion. Share of wealth for the bottom half of the population was 0.71 percent, while the richest
one percent had 46 percent (amounting to $110 trillion).
 The world's 85 wealthiest were worth a collective $1.7 trillion, while the same amount was owned by half of the world's poorest people, a total of roughly
3.5 billion.
 Such extreme inequality has been ‘impacting social stability within countries and threatening security on a global scale’, according to the World
Economic Forum.
 It poses a major risk to human progress, to building inclusive political and economic systems increasing social tensions and the risk of social unrest and
societal breakdown.

 We currently expect your wise political decision for the Smart Green Europe Investment Plan aimed to critically facilitate the
Europe 2020 Strategy.
 As a logical extension of the Smart Green Europe, we advance the Europe-China “Smart Green Silk Road” as being under the
Sustainable Nations Global Initiative as well.
 It is combining the EC’s Silk Road Initiative and the EU-China Smart and Green Cities activities with the Chinese President’s
plans for the “New Silk Road Economic Belt” and “the 21st Century Maritime Silk Road” (supported by the $40bn Silk Road
Fund and newly established $100bn Asian Bank for Infrastructure Investments).
 Given that the EU-China Smart and Green Cities cooperation was signed and coordinated by the EC, we ask you to consider
proposing to the China’s President and/or State Council to extend the Dialogue by the EU-China “Smart Eco Silk Road”
