A Triad of driving forces is to sustain the paradigm shift towards our future settlements, sustainable nations,
smart cities and intelligent communities:

6. HOW TO TRANSFORM OUR CITIES: EUROPEAN SMART CITIES, INDIA’S “100 SMART
CITIES” AND CHINA’S SMART AND GREEN CITIES DEVELOPMENTS
Smart and Sustainable Urbanism is a comprehensive model of urban development composed
of intelligent urbanism, green urbanism and digital urbanism, their axioms and principles,
intended to guide integrated city planning and design, implementation and management, growth
and replication.
SSU sees an urban plan, not only as a physical plan, but also as a social plan and as an
economic plan, as a political and as a cultural plan, as a digital plan and as an ecological plan.
SSU bases involve then Physical Infrastructure, Digital Infrastructure, Ecological
Infrastructure, Social Infrastructure, Economic Infrastructure, and Institutional Infrastructure
(including Governance).
SSU envisions the city as an organic part of a larger environmental, socio-economic and
cultural-geographic system, essential for its sustainability; it sees its hinterland as the region
integrally connected to the city.
Any urban areas, towns, cities, agglomerations, regional centers or metropolises, looking
ahead should follow the Smart Eco City Development Plan (SECDP).
Cities would be expected to develop their SECDPs based on Smart Citizen Reference
Frameworks, reflecting hopes, aspirations and expectations of residents/citizens of the
town/city (households, students, traders, employees, entrepreneurs, senior citizens, NGOs,
Government agencies, scientists, artists, politicians, opinion-makers, etc.) interacted via
personal contacts, social media and other communication methods.

7. INTELLIGENT ALGORITHM OF TRANSFORMATION
The preparation of the SECDP would be based on the following steps:
(i) Total Conception, Vision, Strategy and Model (in which all dimensions of sustainable
development are integrated)
(ii) Intelligent Mapping & Smart GIS mapping
(iii) Spatial urban mapping/Master Development Plan
(iv) Integrated Planning/Implementation Strategy/Program Management
(v) iCITY Governance Platform.
It should also specify the financial requirements of the city and the sources of funding.
A key reason why most greenfield and brownfield smart cities projects failing the promises
and expectations is lack of the SECDP, and heavy reliance on transnationals just pushing their
specific technologies and services.
This might becoming a wrong standard practice, like Chinese Smart and Green Cities
Developments, as proved by the Tianjin Disaster, or India’s “100 Smart Cities” (see Draft
Concept Note on Smart City Scheme by MoUD, Govt. of India).
The Cities of tomorrow have to deal with challenges in an integrated, holistic way, as its
promoted by the SWG and EIP on Smart Cities and Communities.
Cities need to adopt an integrated, coherent and holistic approach (across sectors,
functional areas and aspect of urban life, various stakeholders, governance levels and
territories) in their vision of the future to strive for, the foresight strategy to get their, all
with unified planning, integrated management and coordinated implementation as embracing
the social, economic, environmental and territorial dimensions of urban, national and regional
development.
