I.The key goal of the Smart World Strategy is to stop the worst scenario of the world degradation, social,
economic, cultural and environmental. Instead, to initiate the “Decade of Smart, Green, Healthy and Wealthy”,

5. The first and foremost reason to make our world more intelligent, healthy, wealthy, livable, efficient, moral, fair, ecological, smart, or
sustainable, a.k.a. I-World, is to reverse the world poverty, the world hunger, which according to the most recent estimate of FAO is
reached 925 million hungry people in 2010, with 1 billion slum dwellers worldwide, which now just increased by the
global economic crisis, while the world has enough capacity to feed and to house everyone, as well as to provide work and quality
jobs.
The world’s state of affairs, the world’s climate, the world’s resources, the world’s population, the world’s poverty with rapidly declining
natural capital, knowledge capital and human capital, all urgently asks for radically innovative or innovatively radical solutions, as smarter

9. We are slowly realizing that many life-critical things are at critical
points when critical decisions must be made and crucial actions
must be performed. We are slowly recognizing that many significant
things are never will be the same. We slowly understand that there
is no close end for the current global crisis.
We finally see that the world at large is lacking any good sense,
intelligence and efficiency. But it is abundant of global imbalances,
social disorder and exclusion, political disintegration and
environmental neglect, injustice, dishonesties and corruption and
many other immoralities. In all, it is abundant of dangerous
situations and threats and risks, affecting individuals and persons,
families and businesses, groups and communities, cities and
regions, nations and countries, societies and international
communities, what even the G20 Summit largely recognized.
On the top, that wild world is plagued by the poor global government,
corrupted national leadership and incompetent local administration.
Nowadays, the chaotic, uncontrolled world is living through a crucial
stage, when decisive changes are impending, when the whole planet
is looking for a radical transformation in all the key spheres, sectors,
parts and systems, no longer be kept and managed in the standard
ways. The scope of global crisis, its threats and risks, is becoming
overwhelming running from the global and local stock markets to

10. Capital accumulation and profit making by any means are in the blood and nature of the capitalist economic scheme. Here are
some figures from a recent study coming to Congress: thirty Fortune list companies tricked not to legally pay US income tax
2008-2010, while the corporate tax rate is 35% and the extreme poverty areas, "pockets of poverty", grew by one-third over the
decade. In 1979, the top 1% of all Americans earned 9% of the total amount of income.
But in 2009, the top 1% earned 17% of the total. The bottom 50% of all taxpayers earns only 13% of the total. In the USA,
there is an increasing public demand, known as the Occupy Wall Street Movement, to stop the rule of "the richest 1%", and to
repeal the Reagan's, Clinton's, Bush's and Obama's acts and economic measures. As an example: the repeal of the Glass-
Steagall Act of 1933, signed into law by Clinton, led to reckless lending by banks and an unprecedented real estate bubble,
which collapsed in 2007 to trigger the ongoing global financial crisis, while Obama's $800b bailout proved as "extremely
wasteful and enormously enriched the rich".
Capitalism as the world's dominant economic model is going out, and rather soon will be a history. It's not because of the
blatant inequality, or currently ongoing global financial crisis, marked with the American or European sovereign debt crises, or
because of all sorts of social unrest and left intellectual social movements, like the Occupy Wall Street. Or, because of the
social forecasts of Marx's "Capital" and R. Batra's "the Downfall of Capitalism and Communism" and "the New Golden Age: the
Coming Revolution against Political Corruption and Economic Chaos".
Neither the sweeping reforms, nor ethical regulations of financial markets, requested by the Vatican, could save that fully
exhausted socio-economic schema. It’s merely another historical formation and economic category which is completing its life
cycle. The industrial capitalism has been technologically progressive, while the producing no real value financial capitalism is
largely about financial speculation and money collection by all sorts of financial intermediaries, banks, investment firms, etc.,
merely by trading in currencies, invented financial products and derivatives.
As such, the globally dominant economic system fails to deal with such complex things as globalization and nationalism,
multiculturalism and integration, fundamentalism and modernism, poverty and wealth, innovation and production, etc.
But most crucial, capitalism, as much as like communism, has no internal powerful mechanisms to provide
a stable, smart and inclusive growth, the precondition of the world's stability and growth.

11. We are slowly recognizing: our global government and national leadership created an unsustainable world of global
imbalances, social disorder and exclusion, political disintegration and environmental neglect: an unstable world abundant of
dangerous situations and threats and risks affecting individuals and persons, families and businesses, groups and
communities, cities and regions, nations and countries, societies and international communities, what the recent G20 Summit
largely recognized.
The key demand of any healthy crisis is the need for change, the only constant thing in the world. For the planetary crisis, it is a
comprehensive radical change of worldwide scale and scope. It’s now clear that the dominant scheme, capitalism, is doomed
to extinction as much as communism, and both should be replaced by a self-sustaining dynamic world, which is smarter and
more sustainable, that is, intelligent, innovative, healthy, secure, livable, efficient, moral, fair, open, ecological, and
interconnected.
Capitalism causes poverty, inequality, speculation, corruption, and ecological destruction, thus systematically resulting in the
world crises and political collapse, social chaos and civil revolt. Accordingly, its fiscal extension, financial capitalism, breeds
market speculation and economic corruption, thus resulting in financial crises and economic collapse, inequality and poverty.
The worldwide crisis will be continued concurrently with the regional wars and sweeping social unrest, ending either with the
military world state or the smart sustainable world, the New World Order of Intelligence, Innovation and Integration.
The world’s former largest economy, the USA, generated the ever worst financial crisis, international wars, and extreme regional
and worldwide poverty, accompanied with its Fortune corporations managing legally not to pay any income tax. Now the new
capitalist economy superpower, the European Union, is on the verge of collapse and disintegration, to be succeeded with the
transnational community breakdown and political demise, so affecting all the international and regional unions of nations.
There could follow the complete collapse of the unsustainable world of the financial capitalism, where the puny minority, 1%,
rules the overwhelming majority. It’s plain that the current world is failing to sustain the human life causing degradation of all
sorts and kinds: mental, social, political, cultural, and environmental; since the existing world "meets the needs of the present
… compromising the ability of future generations to meet their own needs."
We all need to recognize the current world as an Unsustainable World of Failed States open to poverty and all sorts of
instability, uncertainty and volatility.

12. The Failed States Index (FSI), produced by The Fund for
Peace, using proprietary Conflict Assessment Software
Tool (CAST) analytical platform.
The Fund for Peace collects thousands of reports and
information from around the world, detailing the existing
social, economic and political pressures faced by each of
the 178 countries analyzed.
Guided by
twelve primary social, economic and political indicators
(each split into an average of 14 sub-indicators), the
CAST software performs content analysis.
It’s rightly said that “weak and failing states pose a
challenge to the international community. In today’s
world, with its highly globalized economy, information
systems and interlaced security, pressures on one fragile
state can have serious repercussions not only for that
state and its people, but also for its neighbors and other
states halfway across the globe.”
But its is wrongly stated that “witness in recent times, for
example, the negative ripple-effects from weak and
failing states such as Somalia, Libya, Yemen, Haiti, Cote
d’Ivoire and the Balkan states.”
The key methodological mistake is that the
whole world makes the failed state with its
leading communities being at the bring of
failure; EU and USA, the culprit of the lasting
global crisis.

The report is ridden of conceptual mistakes and bad
contradictions, like as Greece being categorized as a stable
country and Iceland as the most sustainable country, etc.

13. Presently, the world’s largest economy is striving to survive from being a grand socio-political bubble, a transnational house of
cards of the Member States, a speculative socio-political experiment without a strong sustainable strategy and comprehensive
planning. The Lisbon Strategy had happened as a failure, now to be succeeded by the EU Strategy 2020, looking to succeed by
only investing about 1% (> EUR 1 trillion) of GNI to the following priorities:
– Smart growth: developing an economy based on knowledge and innovation.
– Sustainable growth: promoting a more resource efficient, greener and more competitive economy.
– Inclusive growth: fostering a high-employment economy delivering social and territorial cohesion.
The EC has been still missing to evade the worst scenario of “the lost decade”, striving to make out:
sovereign debt crises
default banks and bond collapse
euro-zone collapse
brutal recession
financial panic contagion
taxpayers exposure
pervasive liquidity crises
austerity measures
unintelligent leadership
bankrupt states
Critically analyzing, there are several key obstacles to European “smart, sustainable and inclusive growth.”
But first and foremost, the European Union is fully lacking a REAL UNION, of all types and sorts: Monetary Union, Economic
Union, Social Union, Political Unity, Cultural Union, Territorial Unity, Structural Unity, Functional Unity, etc.

14. EUROPEAN CONFEDERATION: THE UNITED EU AND RUSSIAN FEDERATION: SMART EUROPE
AND INTELLIGENT RUSSIA
There is no real Europe without Russia, as there is no viable Russia without being integrated into
Europe. The EU is lacking genuine socio-political unity, being partly supranational entity, party
intergovernmental organization, without a single constitution, a single government, a single foreign policy, a
single military, a single taxation system, or a single currency. It’s far away to be a union, or federation or even
confederation. Its mere a free association of sovereign states supposed to share some common aims under
specific European Union agreements.
Nowadays, being the largest trading partners in energy and fuel supplies from one side, and the largest
foreign investor, from other side, EU and Russia are striving to build four common spaces:
I. Integrated market, as financial services, and infrastructures (telecommunications, transportation, energy,
environment, nuclear security, space);
II. Freedom, Security and Justice;
III. External Security and Crisis Management, Common Foreign and Security Policy;
IV. Research, Education and Culture
Security, Stability and Growth in Europe and the world essentially depend on the Euro-Russia integration of
geographic, economic, political, educational, cultural, research, and social spaces on the basis of
sustainable global community principles.

15. IT IS A STUPID WORLD IT IS A SMART WORLD
The current world is failing to sustain the human life causing
degradation of all sorts and kinds: mental, social, political,
cultural, and environmental; since the existing world "meets the
needs of the present … compromising the ability of future
generations to meet their own needs."
The current world is a deeply Unsustainable World, the Inferior
World liable to social threats and political risks, technological
threats and ecological risks, economic risks and military
threats, cultural risks and demographic threats.
The rich is richer, the poor is poorer, it is a permanent
destructive “rule” of the global world system.
The total population has reached seven billion, while only 15%
makes ends meet.
The climate is warming. Total pollution, of air, water, food, soil,…
and our souls. Bio species are being systematically eliminated.
Mass pandemics. Civil wars. Global and local terrorism, in all
parts of the world. And all is accompanied, or rather caused, by
ineffective global governance and weak political leadership,
corrupted politics and outdated public administration,
transnational and national, regional and local.
Last, there are billions existing without access to energy, water.
Information, roads and dwellings, sanitation and health
services, dying from diseases and starvation.
The only way for the World is to respond to the impendent
crisis and to speed up sustainable growth, relying on
knowledge, innovation and intelligence, human, social and
technological.
For the international leadership, to exhibit the political will
