4. • Ecosystems are formed by organizations that jointly create a value
proposition that a single firm could not create in isolation.
• To deliver this value proposition, the partners need a focal firm, the
orchestrator, to be align them towards the joint value proposition.
• how orchestrators design the alignment structure of an ecosystem is at
the very heart of the ecosystem concept

5. • The weaker the uncertainty, the larger the ecosystem, the greater the
links among the actors.
• This leads to an ecosystem with greater, stronger complementarity effects
among the modules provided by the actors involved and, thus, provides
greater benefits to the ecosystem’s customers.
• Ecosystems might be particularly beneficial in situations of weak
substantive uncertainty
• Ideally, the orchestrator shows characteristics of a start-up, namely speed
of product development, agility, and flexible forms of organisation

European registration by Algarve STP, from the Digital Innovation Hub (DIH):
- set of entities aggregated in an informal network.
Digital Innovation Hubs are structures inserted in the territory, which bring
together different entities to encourage the typing of the economy and offer
different services in its territorial environment.
In Portugal there are 6 recognized DIHs fully operational:
• Porto (2)
• Lisbon (2)
• Madeira (1)
• Algarve (1), our
Algarve DIH was recognized in November 2019, with the participation of
public science entities (UAlg) and private entities, including Altice lab and
Fraunhofer Portugal. The name chosen was Algarve Smart Destination

A European Digital Innovation Hub (EDIH) is a single
organization or a coordinated group of organizations
with complementary expertise, with a not-for-profit
objective that support companies – especially SMEs
and mid-caps – and/or the public sector in their
digital transformation.

Concept of Digital Innovation Hub (DIH) - Principles
Test before invest:
The group of services enabling test before invest may include awareness
raising, digital maturity assessment, demonstration activities, visioning for
digital transformation, fostering the integration, adaptation and customization
of various technologies, testing and experimentation with digital technologies
(software and hardware), knowledge and technology transfer. Special focus
will be on the key technologies promoted in Digital Europe Programme: HPC,
AI, and Cybersecurity.

Skills and training:
They will also provide support in the area of advanced digital skills (e.g. by
coordinating with education providers for the provision of short-term training
for workers and internships for students)”. EDIHs' services should include
advertising, hosting or providing of training, boot-camps, traineeships, as
well as supporting the implementation of the short-term advanced digital
skills training courses and job placements developed as part of the Digital
European Program, Advanced Digital Skills pillar.

Support to find investments:
Support companies, especially SMEs and start-ups, organizations and
public administrations to become more competitive and improve their
business models through use of new technologies.
For the public sector in particular, as one of the largest purchasers of
ICT, this service could furthermore provide support to leverage the
purchasing power of the public sector, transforming it into a large
innovation buyer.

Innovation ecosystem and networking:
DIH should act as facilitator to bring together industry, businesses and administrations
which are in need of new technological solutions on one side, with companies, notably
start-ups and SMEs that have market-ready solutions on the other side”.
The non-profit objective of EDIHs is important in this respect, and they might
promote local companies to improve the overall economic strength of their local
economy.
The hubs can network with other EDIHs to find a matching partner elsewhere in
Europe. Structured relationships with regional authorities, industrial clusters, SME
associations, business development agencies, incubators, accelerators, EEN, EIT Co-
location Centres, and chambers of commerce will greatly help the brokering function.

Key points:
• A prerequisite for investments of ERDF in Digital Innovation Hubs for services under categories “Test before invest
(in digital technologies)” and “(Digital) skills and training” is that these are fully supporting the regional or national
smart specialisation strategy.
• New in the future ERDF programme is that interregional investments are encouraged through a new Interregional
Innovation Investment Instrument, called the European Grouping of Territorial Cooperation (EGTC)
• European Agricultural Fund for Rural Development post-2020
• InvestEU
• Next Generation EU – Recovery and Resilience Facility (RRF) each recovery and resilience plan includes a
minimum level of 20% of expenditure related to digital. Member States can use RRF to financially support Digital
Innovation Hubs
• The Digital Europe grant will fund 50% of the requested amount. Member States (or their regions) should
contribute at least an equal amount, either in-kind or in-cash, leveraging private funding if necessary. The proposal
for the grant needs to justify the requested funding in terms of their expected KPIs on activities with European
added value and their expected impact.
