1980s and 90s by Toyota as Lean
Manufacturing.

Private sector tech (Airbnb, Uber, and Google) invent services not envisaged by
regulators and regulators cannot react quickly enough.
Regulatory sandbox aim to create a 'safe space' in which businesses can test
innovative products, services, business models without immediately incurring all
the normal regulatory consequences of engaging in the activity in question.
