Background on Challenge 
 India, with a population of 1.21 billion is projected to be the world’s most 
populous country by 2025 
 Over 833.4 million people live in India’s villages – Rural India; quick Facts 
 Number of Villages: over 638,000 
 Number of Rural Households: over 220 million 
 Traditionally, agriculture has formed the backbone of India’s economic 
development 
 Past forty years have seen thrust on rural reconstruction and development 
(changes in land reforms, agriculture, animal husbandry, supplies and 
marketing, village industries, rural leadership, village administration, 
information management, etc ..) 
 Impact of urbanization on villages has increased awareness and appetite for 
modern services, goods (Industrial as well as consumer) and information 
 While the Rural India is a huge market for many stakeholders, turning this 
into a “Connected, National Marketplace” is still not a reality 
 A positive development that has happened in India is the creation of a digital 
(Biometric) National Identity Database, “Aadhaar” 
 Aadhaar backend creates a trust mechanism for authentication, which allows 
remote delivery of non-physical products and services, (money, insurance 
etc.) - and also enables secure transactions through a "trusted agent"

The Problem 
 Each of the Indian villages is a potential source of vital information and a market 
place for various types of organizations, including Government Departments, 
Industrial / Consumer Goods, Telcos, Banks, Insurance, Commodity Exchanges, 
Educational Institutions etc 
 Each Indian Village can be viewed as a dual-node: A) As Source of Information 
(e.g., weather, crop, seasonal occurences, demand for service / goods, B) 
Recipient of Services / Goods) 
 On an aggregated basis, both the information collected from the village as well as 
the demand generated in the villages can create unprecedented “field 
intelligence” and generate aggregated demand of dramatic proportions 
 Reaching each village requires on-the-ground presence of a representative; no 
one organization with interest in the village can afford a dedicated representative 
in each village, along with the necessary field / backend technology investment & 
buildup 
 Further creating a versatile technology solution which is key to enabling this 
market requires strong elements of end-consumer / agent identification, secure 
transactions, high performance systems and big data analytics

information collection / transaction technology, aggregation and analytics 
backbone to create a nationwide network of e-Infopreneur

The Challenge Statement - Details 
The framework should articulate the following essential elements: 
• The type and nature of information which can be collected from the villages 
• The type of organizations which will have interest in such a national network along with possible 
business model 
• Complete technology framework, including the field equipment to be carried by e-Infopreneur and the 
essentials of Aggregation Platform 
• Leverage Aadhaar Identity Database as a “Trusted Agent” for authentication 
The framework should meet the following objectives 
• Collect / transmit vital rural information (automatically / manually fed; concepts of Internet of Things 
may be leveraged to auto-collect information) 
• Secure identification of all individuals and secure transactions, using biometric technology 
• Effectively address geographical challenge (monitoring the traceability, auditability and performance 
of each participant in the eco-system

Important Points to Remember 
 The technology solution should be designed within the framework of a financially feasible 
business model 
 Finalists are encouraged to understand the Rural India to gain an understanding of what 
useful information can be collected from the villages, what information can be disseminated, 
what service / goods are in demand, which stakeholders may be interested in such villages 
 Increased versatility of the solution to capture / disseminate information, aggregate 
information / demand and be the platform for transaction will enable our e-Infopreneur to be 
leveraged by multiple organizations, thereby improving the economics for both the 
organizations and the business potential of the e-Infopreneur 
 The technology should not only improve the business viability of the e-Infopreneur but also 
provide a platform to automate information exchange as much as possible (e.g. temperature 
gauge) 
 While the finalists have to freedom to define the economic model for e-Infopreneur, it is our 
belief that for the network of e-Infopreneur to be viable, it needs to be funded by upstream 
organizations tapping into the aggregation platform 
 The aggregation platform supporting the last mile should be a nature which promotes 
competition among organizations with similar services / goods, while also allowing for 
complete traceability / auditability of each e-Infopreneur within the network 
 While the “Challenge” keeps India as the backdrop, the model is ideally replicable across 
several countries, particularly the developing world

All Rights Reserved 7 Important Points to Remember  The technology solution should be designed within the framework of a financially feasible business model  Finalists are encouraged to understand the Rural India to gain an understanding of what useful information can be collected from the villages, what information can be disseminated, what service / goods are in demand, which stakeholders may be interested in such villages  Increased versatility of the solution to capture / disseminate information, aggregate information / demand and be the platform for transaction will enable our e-Infopreneur to be leveraged by multiple organizations, thereby improving the economics for both the organizations and the business potential of the e-Infopreneur  The technology should not only improve the business viability of the e-Infopreneur but also provide a platform to automate information exchange as much as possible (e.g. temperature gauge)  While the finalists have to freedom to define the economic model for e-Infopreneur, it is our belief that for the network of e-Infopreneur to be viable, it needs to be funded by upstream organizations tapping into the aggregation platform  The aggregation platform supporting the last mile should be a nature which promotes competition among organizations with similar services / goods, while also allowing for complete traceability / auditability of each e-Infopreneur within the network  While the “Challenge” keeps India as the backdrop, the model is ideally replicable across several countries, particularly the developing world
