5. Why the difference in what is recommended by
the working group in the 12th plan and JnNurm
Guidelines?
[ for example: for a city like Kochi which lies in the
category 1-4 million population, the city will get
50% central assistance. However cities like
Thiruvanathapurm which lie in the category of < 1
million, will get 80% central assistance: contestable
difference in the recommendation by the working
group and JnNURM guidelines.
What about the balance in case of JnNURM
Guidelines?

6. There is no legislation at present that
covers the requirements of Urban
Transport.

7. A comprehensive Urban Transport Act is
needed urgently. Acc. To the
recommendations of the working group,
the Act should:
1. Should cover all aspects of Urban
Transport.
2. The Act should be enacted by the
Central Govt. and the States may draft
rules under it as per their needs.

Transport fund. The possible sources are:

Green Cess on existing personalised
vehicles.
