As a recently constitutional democracy, South Africa faces major challenges with the enforcement of the rule of law and with guaranteeing the protection of the citizen‟s fundamental human rights. Post-Apartheid South Africa is founded on democratic values and the Constitution enshrines a range of fundamental human rights, including the right to freedom and security. In light of these provisions, strengthened by international human rights jurisprudence, the South African government is accountable for the management of crime, and requires policies, strategies and programmes to carry out this responsibility. This qualitative study explores the nature and effects of the programmes and services available to victims of trio-crimes in the Durban Metropolitan Area of KwaZulu-Natal, South Africa.Study findings suggest that there are programmes and services available to assist and empower victims of trio-crimes in the Durban Metropolitan Area; and that such programmes and services are provided by different organisations within the city. It also indicated that these programmes and services are beneficial and effective, and they impact on a victims` life in a constructive and positive manner. However, the study also highlight that these victim support systems are deeply reliant upon volunteers for their execution

The Boyd Booth area, for example, had one of the largest open-air drug markets and accounted for many of the city's homicides. The residential population was dwindling, and entire blocks of homes had been abandoned by their owners, had fallen into disrepair, and had been appropriated by drug dealers and addicts. Two local nonprofit organizations, the Community Law Center (CLC) and the Citizens Planning and Housing Association (CPHA), began working with local residents to address neighborhood problems and help restore safety and a sense of community. CLC helped neighborhood associations and other community groups file civil litigation based on the Drug Nuisance Abatement Law, the Community Bill of Rights, vacant house receivership law, and the Self-Help Abatement of Nuisances Law (a common law dating back to the 16th century) to address drug and crime problems. At the same time that CLC was providing representation, technical assistance, and legal education to community groups, CPHA was helping community residents organize to address drug, crime, and housing problems. CPHA showed residents how to gradually reclaim their neighborhoods using a variety of tactics, such as holding vigils on drug corners, hosting community fairs on abandoned lots, painting murals on newly boarded houses, and launching other "street actions." 7 PHASE 4 INDIVIDUAL PROJECT Shawna Mason Phase 4 Individual Project Part 1-Text CJUS352-1503A-01: Community Policing Instructor Jeffrey Santelli Colorado Technical University Online August 7, 2015 ABSTRACT “Pasco is located in Franklin County on the Southern-Eastern side of Washington State. Pasco is part of the “Tri-Cities” region; which also includes the largest nearby city of Kennewick and includes the smaller town of Richland, WA. This is a mid-sized metropolitan area located at the confluence of the Yakima, Snake, and Columbia Rivers. It is a popular tourist attraction for various reasons; to include wine tasting as well as countless aquatic and outdoor activities. The town has minor league teams of ice hockey, baseball, and arena football. Pasco is one of the areas offering increased hydroelectric power, wind power generation, and solar studies towards innovative energy saving technology (Mason, 2015).” “In Pasco, “72% are Hispanic; 10% are African American; 8% are Caucasian; 6% are Asian; 2% are either Native Hawaiian or Pacific Islander; and 2% are American Indian or Alaskan Native, of some other race, or of two or more races. Of the people living in this area, 20% of the population is over the age of 65. 60% are of working age (18–64). 20% are under 18, and 7% of that population are under 5 years old (Santelli, 2015).” Pasco Police Department is trying their best to adapt to the continued population growth within its community. Crime has increased significantly over the last 10 years and its current policing model is showing need of updating and/or reform. Members of the community are expressing their concerns about the increased solicitation and prostitution activity in the area for it is hurting local businesses as well. During a recent town hall meeting, citizens of the community are asking the Pasco Police Department to find a more effective method of policing to control this escalating issue. The following Community Policing Proposal was created and is available for your review. Current statistics shows that Pasco (Franklin County) has the largest geographic distribution of population change in Washington State with an annual growth of 2.1%; followed by King County with annual growth of 1.8%. The population change from April 1, 2000 to April 1, 2010 shows a dramatic increased population change of 58.39%, making it the leading county of population growth in a decade’s time. The population change from year 2010 to 2014 increased by 10.79%, making it the leading county in Washington in population growth. (OFM, 2014) Under the current Pasco Police Department structure and the influx of new residents, crime has significantly increased across the criminal platform. Residents plead their concerns at local town hall meetings to local officials, including Pasco’s Treasurer and the Chief of Police, demanding these issues be addressed. The greatest issue that is of concern is the rising presence of pros.

Homelessness, and its visibility, is back in the news in Toronto. Concerns about the scourge of panhandling have once again surfaced in local media with city councillors regularly weighing in on the ‘problem’. With little evidence that there is a dramatic increase in the numbers of people sleeping in parks or ‘aggressively’ panhandling on sidewalks, calls are once again being made for a law and order response to address this highly visible manifestation of urban poverty; to crack down on homelessness with tougher laws and stricter enforcement. All of this raises important questions about how we respond to homelessness in Canada. What does it say about Canadians when popular thought suggests that the appropriate way to address the problem of homelessness is through law enforcement? Is the use of police in dealing with people who are homeless as much a part of the Canadian response to homelessness as is the provision of shelter beds, soup kitchens and street outreach? And perhaps most importantly, what is the impact of a law and order approach to homelessness on the lives of people who experience such extreme poverty? This report sets out to document the criminalization of homelessness in Canada by exploring the relationship between homeless persons – in particular, street youth - and law enforcement officials (both the police and private security). Drawing from over 240 interviews with street youth in Toronto in 2009, as well as a review of official statistics on Ontario Safe Streets Act tickets in Toronto over the past 11 years, we explore the ways in which homelessness has been criminalized through a law and order agenda. Effective policy should be informed by research, not developed as a response to moral panics. Our research raises serious questions about the use of law enforcement as a strategy to address the visibility of homelessness in Canada.
