of transportation fuels to 20% below

• Utilities need to register to opt into the
program.
• Utilities can then generate credits from
residential EV charging in their service
territory based upon formulas from
Ecology (still awaiting final approval).
• Can also get credit from chargers they
own (internal fleet/ public chargers).
• Utilities then sell their credits, using
revenue to advance transportation
electrification in their service area.
4. Draft Guidance
• 100% of credit revenues must be used on
TE
• TE projects in or benefitting communities
experiencing air pollution (30% minimum
contribution to geographically defined areas)
• TE projects selected from a list of GHG
emissions reducing project types (50%
minimum contribution)

6. Backstop Aggregator
The role of the backstop aggregator is to capture
the value of unclaimed residential electric vehicle
charging credits.
The backstop aggregator uses credit revenue the
to promote TE in Washington, while prioritizing
projects that directly benefit disproportionately
impacted communities and the customers within
the service territory of non-participating utilities.
Forth has served in a Backstop Aggregator role in
Oregon since 2018, and recently was awarded
this in WA to begin work in 2024.

Forth is in the process of finalizing its
contract and workplan with WA Ecology.
Some of the suggested categories of
investment include:
• Consumer education and outreach
• Access to shared EVs
• Access to EV charging
• Access to emerging modes
• Utility engagement

Improving the efficiency of their fuel production processes.
Producing and/or blending low-carbon biofuels into the fuel they sell.
Purchasing credits generated by low-carbon fuel providers, including electric vehicle charging providers.
Utilities in Oregon will be familiar, as Oregon has had a similar program for the past 5 years.
