Centers for Rural Devt
Small and intermediate
cities as well as regional
centers are important
because:

efficient location of
services and infra
to support rural devt;

for agricultural goods;
3. They serve as channels
thru which agricultural

rural areas are distributed
to larger urban markets;
and

off-farm employment.

15. In the history of economic
structural transformation,
it is crucial to increase
agricultural productivity
because only then can the

16. agricultural sector release
its surplus labor for the
urban or industrial and
other sectors of the
economy.

17. If employment
opportunities are not
available in the small and
intermediate urban
centers, people will

18. migrate to large
metropolitan areas.

19. Thus, in order to improve
the quality of life of the
rural population, a
strategy should carry two
major goals:

20. 1. Increasing agricultural
productivity; and
2. Increasing non-farm
employment.

21. Within this framework,
rural devt strategies
should define at least
seven (7) high priority
activities, as follows:

22. 1. Improving local
institutions and local
government capability;

23. 2. Increasing access to
resources;
3. Developing and
diffusing approp tech;

24. 4. Developing small and
medium scale
enterprises;

25. 5. Improving natural
resource management
& utilization;

26. 6. Developing markets;
and
7. Applying spatial-
regional / local
(rural-urban) planning.
