  2. 2. URBANIZATION, AGRICULTURAL DEVT, AND EMPLOYMENT: An Examination of Interrelationships
  3. 3. OBJECTIVE To explicate the interdependencies between urbanization & rural-agricultural devt.
  4. 4. ARGUMENT Argues that urban and rural-agricultural devt are closely interwoven and an understanding of their interdependencies should
  5. 5. lead to a better informed policy, strategy, and program / project formulation.
  6. 6. DISCUSSION FOCI The potential roles of small towns and intermediate cities in:
  7. 7. 1. Promoting rural-agricultural development
  8. 8. 1.Employment generation as well as centers of growth for more wide- spread development; and
  9. 9. 1. More diffused pattern of urbanization.
  10. 10. Significance of Urban Centers for Rural Devt Small and intermediate cities as well as regional centers are important because:
  11. 11. 1. They are crucial for the efficient location of services and infra to support rural devt;
  12. 12. 2. They serve as markets for agricultural goods; 3. They serve as channels thru which agricultural
  13. 13. agricultural products from rural areas are distributed to larger urban markets; and
  14. 14. 4. They are sources off-farm employment.
  15. 15. In the history of economic structural transformation, it is crucial to increase agricultural productivity because only then can the
  16. 16. agricultural sector release its surplus labor for the urban or industrial and other sectors of the economy.
  17. 17. If employment opportunities are not available in the small and intermediate urban centers, people will
  18. 18. migrate to large metropolitan areas.
  19. 19. Thus, in order to improve the quality of life of the rural population, a strategy should carry two major goals:
  20. 20. 1. Increasing agricultural productivity; and 2. Increasing non-farm employment.
  21. 21. Within this framework, rural devt strategies should define at least seven (7) high priority activities, as follows:
  22. 22. 1. Improving local institutions and local government capability;
  23. 23. 2. Increasing access to resources; 3. Developing and diffusing approp tech;
  24. 24. 4. Developing small and medium scale enterprises;
  25. 25. 5. Improving natural resource management & utilization;
  26. 26. 6. Developing markets; and 7. Applying spatial- regional / local (rural-urban) planning.
  27. 27. EFFECTS OF RURAL- AGRICULTURAL DEVELOPMENT 1. Agri devt is a stimulus for the growth of small and intermediate urban centers;
  28. 28. 1. Conversely, agri’l under-development can lead to massive migration to urban centers;
  29. 29. ROLE OF SMALL & INTERMEDIATE CITIES 1. As sources of remittances to rural- agricultural areas;
  30. 30. 2. As market centers and distribution channels for rural products;
  31. 31. 3. As centers of agro- processing, small-scale manufacturing and service employment;
  32. 32. 4. As determinant of agricultural production and land use.
  33. 33. POLICY IMPLICATIONS 1. An alternative approach to spatial devt should seek to move away from highly skewed
  34. 34. pattern of distribution of population found in primate cities & toward a more diffused pattern of urbanization;
  35. 35. 1. Linkages between urbanization and rural- agri devt suggest that regional devt policies should seek to stimulate
  36. 36. agri’l productivity and strengthen the economies of urban centers (small & intermediate) outside of the primate cities;
  37. 37. 1. Appropriate decentrali- zation policy is one that targets small & medium urban centers as critical areas for intervention.
  38. 38. 1. Infrastructure is necessary to strengthen rural-urban linkages.
  39. 39. 5. Location policy, thru land use planning should be integrated into nat’l devt policy.
